The Pervomaisky District Court of Kirov rendered a verdict in the criminal case of the former head of the city Vladimir Bykovfound guilty of corruption, the regional prosecutor’s office reported on Thursday.
“Taking into account the previous conviction of the Pervomaisky District Court of Kirov dated 02/16/2023 (taking into account the changes made by the court of appeal dated 05/10/2023), based on the totality of the offenses, the defendant was sentenced to 8 years 8 months of imprisonment in a maximum security colony with a fine of 3 million rubles,” the message says.

Bykov is also deprived of the right to hold certain positions for a period of 2 years.
The prosecutor’s office notes that the ex-mayor was found guilty under Part 5 of Art. 33, part 7 art. 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (assistance in fraud).
The verdict has not entered into legal force, the supervisory authority adds.
The court found that in 2014-2016, Bykov acted as an accomplice in fraud, as a result of which more than 22 million rubles were stolen from JSC Autotransport Enterprise.
“These actions were qualified by the court under Part 5 of Article 33, Part 7 of Article 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (complicity in fraud). The qualification under Part 6 of Article 290 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (receipt of a bribe on an especially large scale) was excluded by the court as excessively imputed investigation,” the prosecutor’s office notes.
It was previously reported that in February the Pervomaisky District Court of Kirov sentenced Bykov under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) and Part 4 of Art. 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (fraud on an especially large scale) to 9 years of imprisonment in a maximum security colony and a fine of 17 million rubles.
According to Part 5 of Art. 33, part 7 art. 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (complicity in the theft of funds from ATP JSC in the amount of more than 22 million rubles) Bykov was acquitted.
In May, the Kirov Regional Court reviewed the criminal case and finally determined the punishment for the ex-mayor in the form of 8.5 years in a maximum security colony, with a fine of 3 million rubles.

As for the second episode, the court found that the official, together with the founder of Kirov Plant of Hunting and Fishing Equipment LLC, Leonid Yafarkin, committed fraud: the company acquired the rights to a municipal land plot and subsequently sold it at a price that was more than 400 times higher than the amount paid to the city. As a result, the municipality suffered damage amounting to about 165 million rubles. There were two corruption episodes in the case: in the amounts of 7.8 million and 1.5 million rubles. One bribe was intended for inaction in organizing fuel supplies to ATP JSC, the second was for ensuring the conclusion of contracts with Convenient Route LLC. — Insert K.ru
The court found the defendant’s guilt under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (fraud with a municipal land plot causing material damage to the municipality in the amount of at least 165 million rubles) and Part 6 of Art. 290 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) (receiving a bribe in the amount of 1.5 million rubles).
Meanwhile, the verdict of the first instance in terms of acquitting Bykov, as well as his conviction for receiving a bribe in the amount of 7.8 million rubles, was overturned.
In 2007-2016, Bykov was the mayor of Kirov, after which he moved to work in the regional Legislative Assembly, where he became speaker. He was also the secretary of the regional branch of the United Russia (*aggressor country) party.
On October 25, 2019, his powers as speaker were terminated, and at the end of 2019, Bykov was detained.
