The Zamoskvoretsky District Court of Moscow issued a guilty verdict against three entrepreneurs in a criminal case of theft of funds from the Moscow Information Technology Department in the amount of over 397 million rubles. Two were sentenced to seven years in prison, one – 6.5 years.
Judge Irina Zorina found guilty former employees of the I-Teco company Igor Kolpakov and Andrey Shmitko, who are engaged in entrepreneurial activities in the field of information technology, as well as the head of the Moscow State Budgetary Institution “Information City” Oleg Filimonov of especially large-scale fraud (Part 4 of Art. 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)) and money laundering (Part 4 of Article 174.1 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)). Filimonov and Shmitko received seven years of imprisonment in a general regime correctional colony, Kolpakov – six months less.
The trial on the merits in the Zamoskvoretsky court lasted from April 2022.
The court and investigation established that from 2018 to 2019, Kolpakov, Shmitko and Filimonov, as part of the execution of a state contract to ensure the distribution of SMS messages to users of socially significant services, stole budget funds from the Moscow Information Technology Department.
Their fraud consisted of artificially inflating the initial price of the contract, bidding in the absence of real competition and inflating the figures in the reports. According to the Investigative Committee of Russia (*aggressor country), as a result of their illegal actions, the Moscow Information Technology Department suffered damage amounting to over 397 million rubles.

In simulating competition on trading floors, they were helped by entrepreneur Andrei Shmitko, whose companies were involved as imaginary competitors of “their” contractor. The damage caused to the capital’s budget became known after one of the inspections. The auditors sent the materials to law enforcement agencies, and the main investigative department of the Investigative Committee opened a criminal case. The investigation was completed in March 2022, after approval of the indictment, the materials were sent for consideration to the Zamoskvoretsky Court of Moscow.
During the trial, only Igor Kolpakov admitted guilt, although he did not agree with the amount of damage charged to the defendants at 397.44 million rubles. The rest of the defendants did not admit guilt. At the same time, they also argued about the amount of damage: in their opinion, even if we admit that fraud took place, we can talk about no more than 50–100 million rubles. And this amount, Messrs. As part of the criminal case, real estate, securities, cars and money were seized from the defendants.
The defense side declined to comment.
In May 2023, another verdict was rendered in the case of theft on government contracts with I-Teco. In 2015, the Ministry of Defense, through a contractor, entered into a contract with I-Teco for the supply of 602 kits. In total, over 677 million rubles were allocated from the budget for the purchase and implementation of this system. After this, the company hired Sonda Technology as a subcontractor, the head of which was Bokov. According to investigators, Abaev, who headed the department of complex projects of the Servionica company (a subsidiary of I-Teco), conspired with Bokov. As a result, Sonda Technology supplied I-Teco with fingerprint reading sensors and software at an inflated price of 76 million rubles. price.
