The first deputy head of Rybinsk, Ivan Dubino, was put on the federal wanted list. The official is suspected of receiving a large bribe. In the Investigative Committee of the Yaroslavl region reportedthat he escaped from law enforcement officers.
Investigators believe that Dubino took bribes together with Viktor Tamarov, the former deputy general director of the Rybinsk municipal unitary enterprise Teploenergo and later the general director of the heat supply company Rybinsk Generation.

The regional Investigative Committee made a request for detention. Tamarov was detained by security forces of the FSB Directorate for the Yaroslavl Region on the night of September 28 on suspicion of a bribe of 600 thousand rubles, which he received as a top manager of one of the enterprises in Rybinsk. […] He will remain in custody until November 26 while investigators collect additional materials on the criminal case.
According to the investigation, from August 2022 to May 2023, Tamarov, as deputy general director of the Rybinsk municipal unitary enterprise Teploenergo, received money from a businessman for general patronage. During this period, Viktor Tamarov changed two positions: from January 2023, he received the post of General Director of the heat supply company Rybinsk Generation.
In September 2023, Tamarov from United Russia was elected to the Rybinsk municipal council. He was even chosen as the leader of the faction. But due to his arrest, he didn’t even get to the first meeting, and his colleagues immediately “forgot” about him: Tamarov was not promoted anywhere when distributing posts within the municipal council. Viktor Tamarov has long worked in politics and the housing and communal services industry in the Yaroslavl region, holding mainly leadership positions. — The investigative bodies of the Investigative Committee of Russia for the Yaroslavl Region, based on materials from the Federal Security Service of Russia for the Yaroslavl Region, have opened and are investigating a criminal case against the deputy head of the administration of the urban district of the city of Rybinsk and the general director of a commercial organization for committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (reception by an official of a bribe in the form of money in an especially large amount). According to the investigation, in the period 2022–2023, the suspects, being the deputy head of the administration of the urban district of the city of Rybinsk and the deputy general director of the municipal unitary enterprise, who later also combined the post of general director of a commercial organization, as part of their official duties, organized the implementation of an investment project for the reconstruction of the heating networks of the city of Rybinsk with total funding of over 800 million rubles. During the implementation of the project, they received money as a bribe from contracting commercial organizations on an especially large scale,” commented the Investigative Committee of Russia for the Yaroslavl region.
The specific amount of bribes received by the men is not disclosed. According to some reports, we are talking about three million rubles. The criminal investigation continues.

The website of the Rybinsk administration says that Ivan Dubino was born in Smolensk on August 17, 1982. In 2005 he graduated from the State Educational Institution of Higher Professional Education “St. Petersburg State University of Telecommunications named after. prof. M. A. Bonch-Bruevich.” He worked as general director at the construction company TSS, director at the municipal enterprise Housing and Communal Services, and general director at Fedorovsky Housing and Communal Services. From July 1, 2022, he was appointed deputy head of the administration of the urban district of the city of Rybinsk, Yaroslavl region. Married, has three children.
