Trekin and Yaroshenko will show “B12” on the ice
The contract for the construction of another “expensive toy” went to the company, through its CEO Albert Lushchik, associated with construction on military lands.
In St. Petersburg they are going to build another ice arena. This time, according to Kommersant, B12 was entrusted to create it in the Kalininsky District. There is one firm with this name in the Northern capital, created in 2022 and controlled by Albert Lushchik.
As the correspondent of The Sankt-Peterburg Post managed to find out, the company may be part of the interests of the founders of the KVS development group Vladimir Trekin and Sergey Yaroshenko, and the construction of the arena is not a fact that is legal.
While no one sees
Groups of initiative residents of the district provide great assistance in collecting information. It was they who were the first to publish a post back in 2018 that something was wrong on the territory of the Kalininsky district. According to the authors of the post in the group “ZhK Kantemirovsky, ZhK Kalina Park, ZhK Kaleidoscope”, allegedly “Former barracks were transferred to the ownership of Korolkova Olga Dmitrievna (1/2 share) and Lushchik Albert Nikolaevich (1/2 share) from 13.02.2018 under a mortgage by virtue of Yaroshenko Sergey Dmitrievich (General Director and Founder: KVS LLC) … Total: Today, this strip of land and construction on it belongs to the KVS developer and may have been formally allocated to another owner of KOSMONAVT LLC (laying)”. Attached papers and plans.

At the same time, the type of permitted use of the site at that moment was “for the placement of military facilities.” Although according to the documents belonged to “Cosmonaut”. How the state property should have been suddenly given to private owners for construction is an open question.

Moreover, now on this site there is an object used for medicine. Although the cadastral maps at the moment say that the land can only be used for a military facility.
Apparently, for the permission, “Cosmonaut” repaid the officials by building a facility nearby for them. In 2022, the KIO (property committee) signed a contract with “Cosmonaut” Lushchik for almost 100 million “road transport facilities” in the municipality of Piskarevka.
According to the cadastral map, the plot with the number 78:10:0005125:20900, which was purchased by the officials, is located right behind the same “outpatient facility” that was built on the lands of an allegedly military facility.

By the way, even the building bought by KIO should not actually exist: according to the cadastre, there should be an intra-quarter passage here. Apparently, this was in many ways embarrassing for the residents of the area – they decided to stick a couple of buildings into a small passage anyway – who would like it?
Right next to this place, according to media reports, on Piskarevsky Prospekt, which crosses Marshal Blucher Avenue, where the disputed site appeared, they are now going to build an ice arena.
The specific point is not known. Therefore, we will not assume that the arena will also be built on lands not intended for this. However, given the reputation of the companies associated with Lushchik, let everyone think about how he gets the plots for himself.
Not thanks, but in spite of
Mr. Lushchik is, apparently, the nominal value of the owner of the KVS construction company, Vladimir Trekin, and his colleague Sergei Yaroshenko. Lushchik is the director of the structure “Titan” of Mr. Trekin, he also headed the “KVS-Vyborgsky”.
Trekin’s companies in the glorious city on the Neva have been chosen by government contracts since the time of Valentina Matvienko. Apparently, Trekin managed to maintain a good relationship with the authorities even despite the change of managers. One of his “KVS” since 2008 receives government orders and in total received almost 25 billion rubles from the authorities.
Yaroshenko is also credited with friendship with the former vice-governor of St. Petersburg for construction, Roman Filimonov. In addition, he is often seen in the company of the current head of the committee, Igor Kreslavsky.
“FAC” at the same time in the courts, as in silks. Recently, there was a high-profile trial with another developer, Settle City, which, through its subsidiary, accused KVS of poor-quality construction under a contractor agreement and failure to eliminate the identified shortcomings. What was there: cracks in tempered glass, peeling of the plaster layer, mold formation on the surface of the outer wall, freezing, traces of leakage due to the destruction of the expansion joint, multiple blows, peeling of tiles, and so on and so forth.
Here you have a “verified” developer that has been operating on the market for more than 20 years …

At the same time, the shares of the founders, for example, the same KVS-Vyborgsky, are encumbered by VTB Bank.

And “KVS-SPb”, the director of which is Trekin personally, is registered at the closed-end investment fund “Tiferet” under the management of “UK” Svinyin and Partners “, owned by local tycoon Vladimir Svinin. The Moscow Post investigated his activities and connections. There are traces of the governor Moscow suburbs Andrei Vorobyov, and known in certain circles as the “Antiquarian” Ilya Traber.
But that’s not the point. Closed-end mutual funds are typically used for non-transparent cash transactions. And given the loans and the not very brilliant position of Trekin and Co. in the market, there is an assumption that some part of the money, possibly from government contracts and loans, may not be where it should be.
Finally, I would like to outline the very idea of creating an ice arena. There are several of them in St. Petersburg. The most famous one is near Prospekt Bolshevikov metro station, and is under construction on Gagarin Prospekt. The latter causes a wave of criticism about the expediency of the project and its appearance. Several tens of billions of rubles have already been poured into it, and construction has risen in price from 25 billion rubles to 65 billion. They promised to complete the construction by the current year, but it seems that even by the end of it we will not see the finished “washer”.
Boris Piotrovsky is in charge of the project on the part of the profile committee, one must think that he is also responsible for another stadium that is potentially not much needed by the city. We won’t be surprised if the history of its creation repeats what is happening now with hzikhidtidekrt SKA Arena.
