From Saratov developers will be removed the last skin – we figure out what it threatens the region
Developers should be prepared for the fact that the Saratov Ministry of Construction will find a way to take away their already issued building permits.
New requirements for the presence of social infrastructure may call into question already started houses, if the business does not make significant concessions, even at a loss. This was openly announced at an extended meeting held today, April 24, in the Saratov Regional Duma.
The development of microdistricts of large cities of the region was put on the agenda. Now, this process in Saratov, Engels and Balakovo will be in charge not of local authorities, but of the regional Ministry of Construction. The procedure for approving changes to regional urban design standards is being completed: developers are required to ensure that schools, kindergartens and parking lots are within walking distance. Otherwise, not only do they not get a new building permit, but the current one can be taken away.
The heads of municipalities were given the command to study all the building permits currently in force and find out which houses do not fit the new standards.
How they will look reminded the deputy chairman of the regional government, the former head of the Ministry of Construction Pavel Migachev: a kindergarten should be located 300 meters from new buildings instead of the previous 500 meters, a school – 500 meters instead of 700, and a distance of 700 meters is only permissible for clinics.
There should be one parking space for each apartment in economy class houses; for business class, the requirements grow to 2 parking spaces. Moreover, parking should be located no further than 150 meters from the houses. A permanent commission will solve the problems with the building.
Now there are 117 permits for the construction of apartment buildings in the region. Not everyone has social facilities at a distance suitable for new requirements.
– We will work out all 117 permits with the Ministry of Construction. Then we will either find measures to cancel permits. Or developers with a commission will decide how to build these social infrastructure facilities,” Migachev promised.
As it turned out, only 18 houses under construction in Balakovo have no problems with the accessibility of schools, kindergartens and clinics. There, in general, there were plenty of free places in schools and kindergartens. At Saratov, as the head of the city reported Lada Mokrousovaall 79 permits were either issued according to the old norms, or generally belong to problematic houses.
The mayor’s office of Saratov divided all the houses into 3 groups. The first is 9 high-rise buildings, which are being completed by the Fund for the Protection of Shareholders. Some of them were erected where there were not enough social facilities even without new buildings. Another 19 houses are long-standing unfinished buildings purchased by the Territorial Development Fund. There are also not enough social facilities for them. The issue is especially acute with the Aviator microdistrict on the lands of SAZ. There is a new school there, but it is already overcrowded, with 1,100 places under the project, it accepted 1,500 students. We need a kindergarten, and so far the issue has been resolved only with a polyclinic, the beginning of its construction was promised in the near future by the governor Roman Busargin.
The third group of houses under construction is 51 commercial projects. And here the mayor of Saratov, following Migachev, also promised developers an individual approach. They will be offered either to reduce the number of storeys of future houses, or arrange a kindergarten on the ground floor.
– For each object, we will review the number of storeys of houses or the possibility of placing social facilities. In stalemate situations, cancel the issued building permit,” Mokrousova warned.
Thus, they want to extrapolate the practice of the Engels district, where the current building permits have taken to slow down without an alternative, forcibly adjusting to the new urban planning standards, they want to extrapolate to the entire Saratov region.
In Saratov, the fresh microdistrict “Zelenaya Gorka” turned out to be especially problematic. There are no social facilities in it yet, and the nearest school No. 71, which they want to expand through the construction of an extension, is 2.8 km away. But in this case, the budget will still have to shell out – the microdistrict is being built by a state developer, LLC “Goszhilstroy”
The Territorial Development Fund, which has already put up for auction several long-term construction projects free of the rights of equity holders, will now also find it difficult to find an investor for them. At the meeting, it was stated that these houses were planned without social facilities, and are being built where there are not enough places in schools and kindergartens even without them. And the “Pearl of Ulesh” on the banks of the Volga, which the Fund is offering for 52.8 million rubles, along with a building permit, was offered not to be completed at all – the building does not even have a parking lot.
“Either the number of storeys should be different, or we should generally get away from building permits,” the speaker of the regional Duma spoke about long-term construction Mikhail Isaev. Pavel Migachev also confirmed that the government will “come out with the initiative to cancel permits for the construction of such houses.” Moreover, they have become problematic, among other things, due to the lack of social facilities.
The developers themselves could express their opinion earlier, at the relevant committees of the regional duma. Their general assessment of the situation, Kommersant wrote, is disappointing: playing by the new rules is expensive and risky. And in the end, all this will affect the price of apartments.
– The construction of social facilities significantly increases costs. With the introduction of escrow accounts, developers cannot raise money from purchasers under equity agreements. It remains to build at the expense of working capital funds or bank loans, – indicates the head of the marketing department of JSC “SZ” Sheldom ” Olga Timoshenko.
According to the developers, this may lead to the fact that the business simply will not have money for new projects. “But if there are no new jobs and new facilities, then in a chain reaction, suppliers and contractors will also be forced to reduce turnover and reduce staff. And if there are no jobs, then there are no people who want to live in this region and want to buy apartments here” , Tymoshenko emphasizes.
