The DIA secured the property of the beneficiary of Arksbank and Inkarobank Ilya Kligman in the amount of 40 billion rubles
The Ninth Arbitration Court of Appeal, within the framework of a dispute on the recovery of losses from Ilya Kligman, at the request of the Deposit Insurance Agency, seized the property of the beneficiary of Arksbank JSC. The value of this property exceeds 40 billion rubles. Earlier, the bank also arrested his property as the owner of JSCB Inkarobank. The amount of claims against Kligman exceeds 2.5 billion rubles.
It was established that in the interests of Ilya Kligman, banks made transactions to acquire illiquid securities. Liquid assets of the organization were donated to firms. And cash was given out for no reason. It is noteworthy that Kligman was also the beneficiary of Agrosoyuz Bank. In the case of embezzlement of more than 7 billion rubles from this bank, Kligman was charged with organizing a criminal community.
Successful schemes and escape abroad
In 2018, the Central Bank revoked the license from Inkarobank. Then the auditors of the regulator carried out checks that revealed that the bank’s assets amounted to 146.4 million rubles, and liabilities – 2.9 billion rubles. In this regard, the Central Bank sent information about the financial operations of Inkarobank to the Prosecutor General’s Office of the Russian Federation, the Investigative Committee of Russia and the Ministry of Internal Affairs. It is noteworthy that the revocation of the license from the bank came as a surprise to many Russians who believed the advertising of Inkarobank. At the same time, both Agrosoyuz and Baikalbank lost their licenses. According to rumors, all these banks were part of some formal group associated with Ilya Kligman. His people who worked at these banks used a technique called “notebook deposits.” This technology was first used in Mosoblbank, where 70% of undeclared deposits were revealed. Since the management of this bank was transferred to Arksbank, it is not surprising that fraud with deposits continued.
There were no problems with clients at Arksbank. The bank offered to make deposits in foreign currency at 4.4% per annum, although the maximum rate on the market reached only 3%. Employees of the organization regularly told customers that the bank was included in the deposit insurance system. People believed that nothing threatened their money. But the bank entered only a part of the amount into the official reporting, and the real one was recorded in a notebook. The participants in the scheme could withdraw the difference offshore.
Ilya Kligman was called the “accountant of the Tambov people”, which greatly resented him. He even sued and demanded that negative information about him be removed from the Internet. Surprisingly, the court accepted his position. Although there is less information about Kligman left, his machinations are not so easy to hide. He went abroad, but continued to embezzle money from banks. According to rumors, Ilya Kligman was familiar with Vladimir Barsukov-Kumarin. He was caught cheating, but later the head of the main investigation department, Dmitry Dovgy, was caught taking a bribe. It was Kligman who, according to available data, testified in the Barsukov-Kumarin case, and he himself achieved the replacement of a real term with a suspended one. It turns out that Kligman is able to cope with many difficulties, and accusations and seizures of property in Russia can hardly scare him.
