Miller and Abramovich: Will the Arctic be divided into two?
The structures of Roman Abramovich, in cooperation with Gazprom, may begin to explore the Arctic.
A new contender has appeared for plots in the inland waters of the Arctic – the Tsentrgreko company of Tatiana Morozova and Dmitry Kamyshev.
Rosnedra received an application from Promgazresurs LLC to obtain a license to develop the Yenisei-Karsky-1 and 2 blocks. This office belongs to TsGK Gazresurs and Bonanza. TsGK Gazresurs is owned by Morozova and Kamyshev. Morozova, a native of Gazprom, has been head of Gazprom Neft’s Mergers and Acquisitions department for more than a decade. She still cooperates with the corporation through the New Industry investment fund.
“CGK Gazresurs” is headed by a native of the structures of Arkady Abramovich – Sergey Eliseev. It is quite possible that the project also has the interests of billionaire Roman Abramovich, whose son is Arkady.
The structure wants to obtain a license for two sites in the Yenisei Gulf of the Kara Sea. Previously, Gazprom Neft showed interest in them. Last year, the gas giant received a license for the Ust-Yeniseisky area, the border of which runs next to the Yenisei project, from which British Shell pulled out last year amid sanctions.
On the other hand, there is a border with Gazprom’s West Taimyr blocks.
Previously, Gazprom was going to implement the project together with her. And in general, it attracted a lot of partners, but now the sanctions have left their mark on the industry.
Licenses for areas in the territorial sea and inland waters became available to companies from the end of 2020. This requires the coordination of the Ministry of Natural Resources with the relevant departments, the approval of the government. Also, a license for development, if desired, is obtained by companies that have discovered a field.
The CGC does not comment on the plans for the Yenisei-Kara sections. Market experts say that the company may act in the interests of Gazprom and sell the territories to the gas giant in the future.
It is worth recalling that the head of Gazprom Neft, Alexander Dyukov, said last year that the company was completing the formation of a large exploration cluster in the Arctic. And that such a project can become one of the key ones for the company.
“CGC, through its subsidiaries and companies, constantly monitors licensed areas both in the regions of its presence and in other regions of Russia where there are attractive assets. The goal is to replenish and increase the resource base of the CGC, ”Kommersant quotes the company’s response to their request.
The Caspian gas company from the CGC and Bonaz circuit also wants to obtain exploration licenses for the coastal areas of Makhachkala-Sea and Dagestan Ogni-Sea in the Caspian.
Morozova’s TsGK Holding already has similar assets in Dagestan.
In total, during the winter window, oil companies were interested in a total of seven fields in inland waters and the territorial sea. Lukoil once again tried to get Nadezhda, but the application was rejected again.
The Yamal Shelf Company lays claim to the Vostochno-Tasiysky and Karsky blocks.
Market experts say that companies other than Gazprom and Shell have begun to show interest in the territories of the Yenisei Bay, as these giants consider them profitable for their investments. That is what the calculation of the same TsGK is done.
