According to the Unified State Register of Legal Entities, the enterprise ceased to be considered operating from January 20, 2023, and its general director Ruslan Salimov, who came only in September, changed his position to the chairman of the liquidation commission. It seems that it was in this role that the employers initially saw him: Ruslan Salimov was listed as the liquidator of three Bashkir LLCs, he never had his own business.
The FSIN-developer has already changed its status once, from 2000 to 2021 it was a federal state unitary enterprise, then it was transformed into a joint-stock company. It is impossible to say with complete certainty how the current procedure will end, liquidation or another change in the form of ownership, joining another enterprise. Practice shows that companies go into liquidation just as quickly as they return to operating status.
In the Saratov region, the enterprise of the penitentiary system went on a grand scale. Its status made it possible to obtain government contracts bypassing competitive procedures. As a result, US-3 of the Federal Penitentiary Service of the Russian Federation from 2021 to 2022 concluded more than 50 contracts in the region as a contractor, for a total amount of over 1.2 billion rubles.
The company acted as a universal performer, it completed the construction of the infectious diseases hospital, and the beach in Volsk, and the stadium in Rtishchevo repaired, and landscaped parks in the districts, and prepared design estimates for new clinics, even had a hand in the new embankment. True, most of the design contracts for some reason turned out to be terminated at the moment when most of the money had already been paid. Then the Saratograzhdanproekt institute completed the design documentation.
The list of OKVEDs from the Federal Penitentiary Service was initially immensely wide and allowed you to do whatever you want, and build houses, make furniture, and sew clothes, and produce ice cream. Of course, de facto Saratov contracts were executed by subcontractors. It is hard to imagine that a company with a legal address in Bashkiria would bring with it a large staff of workers of various qualifications to the neighboring region. But the departments that concluded contracts with the Federal Penitentiary Service-builder, such trifles did not bother at all.
The administration of the Balakovo district was the first to be alarmed. The cultural center ordered by the company, which was supposed to be built for 174.9 million rubles, was practically not started by the contractor. Under the terms of the first contract, the facility was to be completed this spring. But in August 2022, it only came to planning the territory and dismantling the soil for the foundation. In November, the contract with US-3 of the Federal Penitentiary Service of the Russian Federation was terminated.
Now, after this march on Saratov purchases with separate inclusions of contracts with customers from Bashkiria, the Nizhny Novgorod Region and the Perm Territory, the company announced its departure from the scene. Meanwhile, yesterday’s partners begin to make claims to her. Interestingly, the most active arguing with ISM-Invest LLC is another Saratov champion in tenders, which was engaged in the improvement of the region’s districts with grants from the Ministry of Construction of the Russian Federation. In November last year, the company filed a lawsuit against US-3 for 3.2 million rubles. As a third party, the administration of ZATO Svetly, Tatishevsky district, was involved in the case.
The ISM-Invest company has recently declared self-bankruptcy, and customers also have complaints about the quality of execution of its own contracts. But in Svetloye, ISM-invest reconstructed the water intake, and US-3 acted as its subcontractor. It seems that there are also questions about the quality. The case was accepted for consideration, the next meeting is scheduled for March 20.
The Department of Capital Construction of the Saratov Region also sued US-3, trying to force the company to eliminate the shortcomings in the work at the stadium in Rtishchevo as part of the warranty. The case was heard in arbitration from May to November last year, as a result, the applicant withdrew the claim, it seems that an agreement was reached. US-3 itself, just before liquidation, on January 18, managed to seize 4.9 million rubles from the department of the Gagarinsky district of Saratov (the former administration of the Saratov district) for work under a contract in Dubki, where the company pulled sewers to one of the houses.
