As it became known to Kommersant, the Supreme Court of the Russian Federation, at the request of the Prosecutor General’s Office, changed the territorial jurisdiction of the high-profile criminal case of 18 alleged members of the organized crime community, headed by crime boss Oleg Medvedev (Shishkan, Oleg Ramensky), who, according to the TFR, controlled the Ramensky urban district suburbs. The military court will consider the case. In the meantime, the “authority”, who disagrees with the decision of the administration of the pre-trial detention center, went on a hunger strike.
The decision to transfer the criminal case for consideration on the merits to the 2nd Western District Military Court was taken by the Supreme Court (SC) after considering the corresponding submission from the Prosecutor General’s Office. It was received by the Supreme Court in September last year, but the hearings dragged on, as more than three dozen lawyers for the accused took part in them. It is assumed that the military court will start selecting jurors in the case in February this year.
The crimes incriminated by the organized criminal group headed by Oleg Medvedev (formerly Oleg Shishkanov) were subject to the jurisdiction of the Moscow Regional Court.
However, the supervision decided that, taking into account, among other things, the connections of the criminal authority in law enforcement agencies and state authorities, it would not be possible to ensure the issuance of an impartial judicial decision in the region. According to Medvedev’s lawyer Elena Senina, the criminal case of her client “simply did not dare to submit to the Moscow Regional Court for fear of acquittal.”
The investigation of the Main Investigative Directorate of the ICR was completed at the end of November 2020, after which the parties got acquainted with the case materials.
18 defendants, led by Oleg Ramensky, are charged with a number of grave and especially grave crimes, including murder, extortion, bodily harm, illegal possession of firearms and ammunition, organization and participation in a criminal community, as well as occupying a higher position in the criminal hierarchy (Art. 105, article 163, article 111, article 222, article 210, article 210.1 of the Criminal Code of the Russian Federation).
One of the most brutal crimes Oleg Medvedev and his accomplices are accused of committing is the murder of Tatyana Sidorova, the general director of ZAO Plemzavod Ramenskoye, a deputy of the local government, and three members of her family. They went missing in 2012. According to one version, the woman and her family were dealt with after she issued a loan of 4.5 billion rubles for her company. at the request of the members of the OPS. They took these funds.
The first arrests of the suspects took place in September 2019. One of the detainees spoke about the circumstances of the killings, pointing, among other things, to the burial place of the bodies of members of the family of Mrs. Sidorova. After they were found in the quarry and identified, Oleg Medvedev was charged with the murders. Among other things, the investigation found that in order to finance the criminal community of Medvedev, its participants were engaged in extortion from entrepreneurs in the Ramensky urban district. They also killed people in order to eliminate competition in the extraction of natural resources, caused harm to health of varying severity and set fire to the property of citizens who refused to comply with the demands of gang members.
The TFR noted that at first the defense of Oleg Medvedev tried to put forward a version of his insanity, but it was refuted by the relevant examination. Then the defense of Oleg Ramensky began to position him as a major businessman and philanthropist who donated huge sums to charity and support the Saturn football club. However, the TFR established that not only was he not an entrepreneur, but he never had any legal income at all.
Now, according to lawyer Senina, her client is on a hunger strike in the Matrosskaya Tishina pre-trial detention center. The conflict with the guards of the detention center began on New Year’s Eve, after the “authority” was forbidden to watch TV in the cell, and then the electricity was allegedly cut off in it, which caused the food stockpiled for the New Year holidays to deteriorate. Ramensky himself was sent to a punishment cell for disobedience.
