Residents of the Rostov region claim that Gazprom’s subsidiaries, led by Vladimir Revenko, are engaged in extortion and imposition of services.
A letter has come to the editors of The Moscow Post, they write letters to the editors asking them to deal with the very strange (if not irresponsible) behavior of representatives PJSC “Gazprom Gas Distribution Rostov-on-Don”.
If you look for those who are responsible for what happened, then, whatever one may say, questions should arise for the head of the structure, Vladimir Revenko, and his subordinates. And also indirectly – to the head of the state corporation Alexei Miller and the authorities of the region, headed by Governor Vasily Golubev.

A seal against the “norm”
The situation concerns gasification. As follows from the appeal of a local resident sent to our editorial office, in April 2021, an agreement was signed between him and Gazprom Gas Distribution Rostov-on-Don PJSC on the technical connection of capital construction facilities to the gas network. Apparently, we are talking about a residential building where you need to conduct gas.
Subsequently, the resident changed his mind and refused the proposed gasification project, this is not prohibited by law. Nevertheless, the gas workers completed the construction and installation work, and subsequently the owner again changed his mind and still decided to conclude a contract for the supply of gas. In November 2021, finally, gas began to flow into his house. But then strange things began to happen with gas prices.
Not wanting to pay for gas according to the standard (that is, to overpay the monopolist for not consumed volumes), our reader applied for the primary sealing of the gas meter. The company was supposed to do this within five working days, but did not. In December, the reader again turned to Gazprom Gas Distribution Rostov-on-Don PJSC with the same request. And again to no avail. All this time, he was charged for gas “according to the standard.”

In return, the resident received replies that his applications did not meet the established form. But the thing is that there is no form of appeal established by law in such cases.
Later, he found out from his neighbors (the case took place in the Oblivsky district of the Rostov region) that they did not submit similar applications at all, and they nevertheless carried out sealing of gas meters. True, not at all within five days, as it should be, but several months after connection, during which the neighbors were also forced to pay for gas “according to the standard.”
The reader, who does not want to overpay for gas in the presence of a meter showing a much lower amount, began to apply to the authorities. However, no one responded to his appeals – neither the OFAS nor Rospotrebnadzor. All were taken to court.
In addition, the reader raised another issue, also related to the violation of his rights, but now when gas equipment is connected to networks as part of regasification.
The reader claims that the employees of the Oblivsky Regional State University of the Morozov branch of Gazprom Gas Distribution Rostov-on-Don PJSC refuse to return the funds paid under the completed connection agreement to the applicants.
Later, we managed to find out from other residents of the region that the situation described by the author of the letter to the editor was not isolated. By the way, Gazprom Gas Distribution Rostov-on-Don PJSC has already become a defendant in proceedings in the same FAS. Just a couple of months ago, the company was fined for imposing additional services. Information about this is on OFAS website. True, it was about the development of project documentation for connection. The fine amounted to 600 thousand rubles – a drop in the scale of the company’s activities.
Snowball of Complaints and Courts
The real sums that the companies under the leadership of Vladimir Revenko earn are huge. At the end of 2020, the structure showed revenue of 7.6 billion rubles, profit exceeded 700 million rubles. At the same time, he, Revenko, also manages PJSC Gazprom Mezhregiongaz Rostov-on-Don, whose revenue for the same period amounted to 36 billion rubles, and profit – 40 million rubles.

Returning to the problem of the reader, let us recall how a pensioner, labor veteran Antonina Vasilievna Kravtsova turned to us a year ago and told how Gazprom Mezhregiongaz Rostov-on-Don LLC is suing residents of the village of Sandata, Rostov Region, mainly pensioners.
According to the gas monopolist, the “cunning tenants” created a real “OPG” (united criminal group) – according to Kravtsova, this is how the company’s general director Vladimir Revenko called them. Antonina Vasilievna claimed that he was dissatisfied with the modest volumes in which, by the standards of the company, residents consume gas. If it’s not enough, then it’s stealing?

In the past, not only ordinary people, but also organizations were dissatisfied with the actions of the monopolist. For example, in March 2020, the Arbitration Court of the Rostov Region accepted the claim of the Gorgaz company for consideration.
The structure argued that the above two Gazprom subsidiaries under the leadership of Revenko, without the consent of the plaintiff, use the gas pipelines owned by him and conclude agreements with third parties on the supply of gas through them. That is, it turns out that Gazprom saves not only on residents, but also on pipes? The publication wrote about the situation “City N”.
But that’s not all. In 2020, claims against the company were made by … its own minority shareholders. We are talking about the companies Avinem Investment and Boreas Asset Management, which considered that corporate work in a company with an annual turnover of 7.5 billion rubles was built in violation of the law. Apparently, we can talk about a possible lack of transparency in the activities of the structure.
Behind the “omnipresent” Ali
And what about Vladimir Revenko himself? In the region, he is considered close to businessman Ali Uzdenov. The latter, we recall, has developed a long-standing relationship with the governor of the region Vasily Golubev. What is even more interesting – previously Mr. Uzdenov himself was the head of Gazprom Mezhregiongaz Rostov-on-Don! Could, after Uzdenov, a person whose candidacy was not agreed with him be in the place of the head of the company? Unlikely. It is not for nothing that back in 2012, Governor Golubev, Mr. Uzdenov, received an award – the Order of Merit for the Rostov Region. It is still proudly reported on site company “Gazprom mezhregiongaz Rostov-on-Don”.
According to the website authors “Russian crime”, allegedly “he (Uzdenov – ed.) appoints the heads of the territorial divisions of Gazprom, according to the principle” who brought more, “and also has a business related to the development of microdistricts in Rostov and the region.” Whether this is actually so, we do not undertake to assert.
In addition to Mr. Revenko, there are other very interesting personalities in the leadership of Gazprom’s subsidiaries in the Rostov Region. For example, Vyacheslav Tolstik is Revenko’s deputy for interaction with public authorities in “gas distribution”.
The latter is a native of the security forces. According to rumors, it was he who was authorized by Revenko to keep in touch with the regulatory authorities in case of claims from disgruntled consumers.

As for the authorities, in fact, the team of Governor Golubev appeared so often in the context of corruption scandals that complaints about problems with gasification, most likely, are no longer taken seriously there – this is the impression.
