Three high-ranking officials of the Ministry of Housing Policy of the Moscow Region were arrested in a corruption case. But the minister himself, Inna Fedotova, has not yet been touched by the security forces. Who is she and what does she own?
Inna Fedotova drives past a checkpoint and heads for Scandinavian townhouses, where she has a three-level, 314-square-meter apartment with huge windows and a glass balcony. Such a property can cost in the region of 100 million. Neighborhood property sold for 65 million rubles — and those were bare walls.
57-year-old Inna Fedotova is from Krasnoyarsk. Throughout the nineties, zero and half of the tenths, she served in the local administration. Her highest position was the Deputy Head of the Regional Property Department. And then Fedotova moved to the Government of the Moscow Region and headed the Department of Moscow Regional Architecture. A couple of years later, the Moscow region governor personally handed over her Breakthrough of the Year award. He raised it three times before finally appointing him Minister of Housing in 2018.
The pictures were taken from the apartment, which is located in a pompous Stalinist building, a kilometer from the Kremlin. This property was elite in Soviet times, and remains so today. A square costs about 1.6 million rubles, apartments – over 200 million.
“A living room with a bay window, a kitchen with a balcony, two bathrooms, ceilings of 3.6 meters, authentic stucco molding, a guarded yard,” realtors praise.
It is possible that this is the Fedotov family apartment in the center of Moscow.
Life found the place from where the girl takes a photo – next to a large mansion, as if hanging over the Yenisei from the steep slope of the forest. This building may not have been registered with the cadastre, and because of the foliage it is not visible on satellite images. But Rosreestr has data on who owns the adjacent 15 acres – the youngest daughter of the minister.
It is difficult to guess the price of the cottage. There is a commensurate object (in the forest, but far from the Yenisei) – beyond 20 million rubles. The Fedotov mansion may be more expensive.
Vladimir Fedotov has been in possession of weapons for a long time – this follows from the old bases of the Ministry of Internal Affairs. The occupation of the man is unclear. According to the SPARK database, he had three businesses in Krasnoyarsk. The Dostochkin sawmill, which submits zero reporting, is functioning. The Avtoforum company, which supplied foreign cars, was closed: the buyers were dissatisfied with it and demanded through the courts to break off the deals.
Another enterprise – the private security company “Rotex-Okhrana” operating without profit – Fedotov transferred to another person a couple of months ago. This structure is a subsidiary of a large agency in the field of cleaning and food “Rotex” with an annual revenue of over eight billion rubles and a total amount of government contracts of about twenty billion. Formally, the official’s husband has never been involved in this organization, but for the past eight years, her son-in-law has been working in her internal financial control service.
Previously, Vladimir Fedotov owned 1.4 hectares of land in Krasnoyarsk with car services and spare parts stores, a checkpoint and an office two-story building. But in 2021, Fedotov rewrote everything to CJSC Krasnoyarsk Installation Administration Hydromontazh, a private company with annual income of about 800 million rubles. There is no bill of sale in the extract from the USRN.
The only property that Fedotov has left is a 200-square-meter gymnasium in Krasnoyarsk. It is empty, the simulators are sold.
Who manages the assets of the official’s family
The official’s family is connected with mysterious people, very similar to the nominals. For example, Zinaida Plotnikova, a 66-year-old pensioner from Krasnoyarsk, owned a three-level apartment a couple of years before the minister. This woman has always lived in the north of the country and therefore could hardly use real estate in the Moscow region. Perhaps the townhouse was originally occupied by Inna Fedotova.
A year ago, Fedotova’s husband copied 147 square meters to Zinaida Plotnikova in a club house on Menzhinsky Street in Krasnoyarsk. The official’s family lived there before moving to the Moscow region. Despite the change of owner, the minister’s daughters continue to visit the Krasnoyarsk apartment. The housing is considered elite by local standards. City center, secluded boulevard. Inside there are three-meter ceilings, a sauna, a jacuzzi, floor heating, a loggia. The price goes up to 25 million rubles.
Zinaida Plotnikova in Krasnoyarsk at various times owned six apartments with a total value of 55 million rubles, as well as a warehouse, estimated at 50 million, which can be rented for 350 thousand per month.
In 2019-2022, Plotnikova owned the premises on Perenson Street, which previously had McDonald’s, and now Tasty – period. This rental business can bring three million rubles every month. Recently, the property was transferred to 45-year-old Svetlana Burmistrova. She is a relative of Plotnikova, women have the same registration.
Svetlana Burmistrova was a partner of the minister’s eldest daughter in the Capital Premium enterprise, which built a car dealership in Krasnoyarsk and was about to build industrial base. Burmistrova sold the office of the official’s husband for 60 million rubles. One of Burmistrova’s firms tried without competition to build a hub for transporting oil on agricultural land – the regional prosecutor stopped. Her other Krasnoyarsk companies were called “Sibneft” – like a bankrupt developer who missed deadlines. Burmistrova established and liquidated a legal entity in the Dubrava tourist center near Moscow in order to sell real estate.
Plotnikova and Burmistrova used an e-mail registered by 58-year-old Yuri Sobolev from Krasnoyarsk. He is a longtime business partner of the minister’s husband. Sobolev had a sawmill, a car service, a lignite production and a construction company. It was he who rented land in Krasnoyarsk for the construction of McDonald’s. The prosecutor unsuccessfully challenged the deal.
Judging by the SPARK database, there are about a dozen such managers in the family of the official. Among them may be a son-in-law. He established the Service Plus company, on whose balance sheet a hectare of land in Ivanteevka, near Moscow, was allocated for the construction of a sports base.

The latter gave the paw to the officials near Moscow to build a new ugly residential complex on the territory of the urban district.
The plans of Gordeev and the officials he bought were thwarted by the Alley of Veterans, planted 70 years ago by participants in the Great Patriotic War. However, the deforestation of the Alley was stopped by the local residents, and now the story of the building permit has been taken up by law enforcement agencies. Everyone turned out to be tied: Loktev, and the minister of housing policy Inna Fedotova, and the head of the Ministry of Architecture of the Moscow Region and the Moscow Regional Architecture Vladislav Gordienko.
