The Great War changed everything, but not the desire of individual deputies of the Kyiv City Council to cash in on the redistribution of precious land. Every day, a wave of indignation rolls through social networks and the media over the allocation of land plots to dubious individuals and firms. Some of them are connected with the fifth president, Petro Poroshenko, while others have Russian roots in general. Almost unanimously, land projects are supported by the most numerous and, as some people think, the most patriotic faction – European Solidarity, writes Oleksandr Zheleznyak.
All this is claimed by Vladimir Prokopiv. At the same time, security memos are increasingly falling under the rink of developers. Recently, the deputies changed the purpose of the site on Tatarka in the Shevchenkovsky district, allowing the construction of a high-rise building in the historical area of the city, ignoring the comments of the Ministry of Culture and their own lawyers. Constant public control and publicity are still saving the Kyiv fortress and caves of the 12th century from development, the deputies tried to give it to the builders at least five times. However, some developers still got the coveted piece of property in the capital.
Poroshenko's allies
The EU faction votes most actively for such decisions. An analysis of the votes of the plenary meetings of the Kyiv City Council showed that over 11 months of 2022, the faction unanimously (and this is 31 votes) supported the transfer of land plots in Kyiv to commercial structures and individuals. As a result, more than 110 plots in the capital were given away for development absolutely free.
For example, the site was received by Monitor Sports and Health Complex LLC (also known as the 5th Element fitness club), which is controlled by Poroshenko’s business partner Igor Kononenko. The Tandem LTD LLC, owned by the owner of premium class hotels InterContinental Kyiv and Fairmont Grand Hotel Kyiv, billionaire Leonid Yurushev, will also build. Gleb Zagoriy's Borshchagovsky Chemical and Pharmaceutical Plant also got a tasty morsel. Generous metropolitan deputies “donated” plots to the companies of two odious ex-regionals Viktor Pilipishin (Stoick Invest Group LLC) and Vladimir Zubik (Intergal-Bud). Alexander Gerega's “Epicenter” was also involved.
The most egregious among these cases is the provision of land to the VS Energy group of companies controlled by Russian oligarchs. A full-scale war and sanctions do not prevent the group from controlling critical infrastructure facilities: Khersonoblenergo, Kirovogradoblenergo, Zhytomiroblenergo, Rivnooblenergo and Chernivtsioblenergo. VS Energy is owned by Vice Speaker of the Russian State Duma Alexander Babakov, who actively supports the genocide of Ukrainians, and sanctioned Russian oligarchs Mikhail Voevodin and Yevgeny Ginner. On November 30, the SBU informed Babakov of suspicion of encroaching on the territorial integrity and inviolability of Ukraine.
To cover up the Russian owners, the said company was re-registered as a junior partner of VS Energy, a Ukrainian millionaire from the Peacemaker Alexander Spektor base.
