A few months ago, the author of this material spoke with an influential official, writes UP.
—I recently wanted to rent a car and you know what was the first thing I thought?
—What?
– What will I say to journalists, in particular, to you, when you take a picture of me and ask what kind of car it is?
– The feeling of control over power is useful not only for society, but also for power . It's your safety catch, even though you usually don't want to understand it.
—Do you know what I thought right after that?
—No.
– What you won't shoot. That there will be no questions. You don't need to answer. The country is under martial law.
(Due to the curfew and a number of martial law restrictions, it is now almost impossible to control those in power – ed.).
It is because of martial law that we decided to tell this story.
In The editors of Ukrainska Pravda had a long professional discussion about the topic that will be discussed further.
In the end, we agreed that the lifestyle of one of the most influential members of the presidential team at least does not correspond to “martial law ”, in which the country has been living for the tenth month already.
Is it possible during the war to choose as a means of transportation a new, one of the most expensive brands of cars in the world and live among the richest people in the country?
Can the representatives of the authorities of the country, a quarter of whose territory is already in ruins, live luxuriously?
And most importantly, were these advantages obtained in a transparent way, and not with the help of the authorities?
Test drive of Kirill Timoshenko's Porsche Taycan
At the end of June, city cameras recorded a new Porsche Taycan in Kyiv in 2021.
The car was purchased on June 8, 2022, and already on June 25, it was recorded seven times during the day by the cameras of the Safe City video surveillance system. She was seen on the Novoobukhovskaya and Staroobukhovskaya highways, near the main settlement of Ukrainian millionaires – Koncha-Zaspa, or officially – Kozin.
The cost of a car on profile sites is about 100,000 dollars.
The next day, Sunday, the car again falls into the field of view of the cameras several times.
In one of the photos taken at 4 p.m. in the urban-type settlement of Kozin, we see a man behind the wheel who looks like Deputy Head of the Presidential Office Kyrylo Tymoshenko with a woman in the passenger seat.
We have decided once again not to burden the official's guards with observations during a full-scale war. Therefore, they began to work on finding evidence without the usual fixation from the vehicles of the powerful people.
Journalists managed to get photos for other days from the Safe City system.
The next time, on July 9, again at the weekend, the camera on the Stolichnoye Highway captures a man behind the wheel – and again similar to Tymoshenko. .jpg” class=”wpg_image” title=”Porsche Taycan by Kirill Timoshenko” width=”690″ height=”659″ alt=”Porsche Taycan, Kirill Timoshenko” />
After a few hours, the car returns — and again to the right of the driver we see a woman.
Next, the camera captures a man who looks like one of the leaders of the President's Office on July 17. And again on Sunday morning.
After a while, a woman is already driving a car, and in the passenger seat the camera captures a man who looks like Kirill Timoshenko.
On July 23, a man resembling Tymoshenko driving again falls into the field of view of cameras in the same area.
Next, already on July 30, on Saturday afternoon, the camera captures the same man behind the wheel again. This time, the quality of the photo suggests that it is Kirill Timoshenko with his son.
You can also notice that on there is a KSCA pass on the windshield for the curfew period.
Kirill Timoshenko driving a Porsche gets into the camera's field of view in August as well. In particular, the 6th and 7th. This is also a weekend.
The vehicle belongs to Novem Logistik LLC ”, registered in Kyiv at Parkova Doroga, 16a. This is the address of the Parkovy Congress and Exhibition Center, where the faction of the Servant of the People party regularly met until February 24.
The only owner of the company is non-public businessman Vemir Davityan.
UP sources in political and business circles call Davityan an informal curator from the authorities of the Zaporozhye region.
A year ago, it was said that Davityan visits the President's Office and regularly contacts the head of the presidential faction in parliament, David Arakhamia. Arakhamia and Davityan explained such contacts as friendship. However, then Davityan refused to explain who he visits in the OP.
Could a valuable car have been purchased by Tymoshenko and registered to Davityan's company? Or did the businessman give the Porsche to the deputy head of the OP for free use?
Ukrayinska Pravda addressed questions to both heroes of the material.
Kyryl Tymoshenko replied that the car was not his, and he really took it from Davityan, used this car 3-4 times and returned it already a few months ago.
At the same time, evidence published by the editors indicates that this time it was at least twice as much. The car drove along the same route on other days, but the camera did not capture the driver's face.
Also, according to sources of “UP” in law enforcement agencies, the car disappeared from view of the cameras. For example, on June 26 at 16:18 the car was recorded by cameras in the Kozin village, and the next fixation took place on August 9 in Kyiv at the intersection of Institutskaya and Shelkovichnaya streets near the President's Office. This may indicate that the car could also have other license plates, or the cameras could not fix the car for technical reasons.
The question arises, could Vemir Davityan give a brand new car to Kirill Timoshenko for two months two weeks after the purchase?
In a comment to journalists, Davityan said that he provided the car for a test drive, because it did not suit him. Based on the materials from the Safe City cameras available to the editorial staff, Davityan was not recorded driving even once.
Kirill Timoshenko's “eOselya” on 1000 m2
In early summer, a new unexpected level was reached not only non-public, but also public life of Kirill Timoshenko.
Almost for the first time since getting into the high offices of power, he began to publish photos and videos from his runs on social networks. =”wpg_image” width=”690″ height=”1201″ />
Attentive readers immediately noticed this and recognized on these rhinestones one of the top suburban settlements of representatives of the Ukrainian elite.
We do not name the name of the settlement for security reasons. For the same reasons, we do not disclose Tymoshenko's new influential neighbors. Although, for a general understanding, these are former formal and informal heads of state and large businessmen.
Further, through sources in political and business circles, we managed to find out in which estate the deputy head of the presidential office settled.
This is an estate of almost 1,200 square meters with its own access to a pond, which belongs to businessman Igor Nikonov.
Nikonov is among the 100 richest people in the country according to Focus and is considered one of the largest developers in Kyiv.
In a comment to reporters, Kyrylo Tymoshenko noted that he rents the estate for security reasons, since his own premises are located in dangerous place, given the regular rocket attacks.
Tymoshenko also agreed to show the lease agreement concluded with Nikonov in July this year. According to the agreement, the estate is rented by the wife of Kyrylo Tymoshenko, and the rental price is UAH 230,000 per month, which is about $6,000 at the current exchange rate.
The editors turned to experts in the real estate market for advice. We also analyzed public announcements. Given the data obtained, we can draw conclusions about the underestimated price of renting an estate in this cottage town as of the summer of 2022. According to experts, the average cost of renting houses of a similar area in this cottage town can range from $10,000 to $25,000. The cost can be affected by the state of the estate and the quality of the materials used in the decoration.
Timoshenko is a public curator of the construction area, and Nikonov's business is in this plane. When asked about a possible conflict of interest, the deputy head of the OP replied that Nikonov was not involved in government projects.
A few weeks after our communication, a message appeared on the page of the Nikonov construction company that two residential blocks of KAN Development had joined the eOselya state program, a preferential mortgage for housing.
Thanks to this program, Ukrainians of certain professions can buy apartments on credit for 20 years at a rate of 3%, and developers get the opportunity to sell apartments that, for obvious reasons, have hardly been sold since the beginning of a full-scale Russian invasion.
The editorial office does not know whether the deputy head of the OP could influence the accession of the company of the owner of the estate in which he lives to the state program of preferential lending.
But, it is obvious that all developers are now in a difficult situation and, to one degree or another, need state participation, and therefore, the participation of the authorities.
Why money, if there is power
In a commentary to the UP, Tymoshenko added that he and his family have an official fortune both to rent an estate and to buy a Porsche, if they decide to take this step as well. And this really matches the data of his preliminary declarations.
A month ago, our colleagues from Bigus.Info published an article stating that Deputy Head of the Office of the President Kyrylo Tymoshenko uses a Chevrolet Tahoe as a company car. Such cars are not sold in Ukraine, but the American company General Motors donated 50 cars to Ukraine for humanitarian purposes and the removal of people from the war zone this spring. After the publication, Tymoshenko abandoned this car.
Judging by the material, Tymoshenko used the car already in May of this year. It turns out that Tymoshenko, having enough of his own money to buy cars, simultaneously used the humanitarian Chevrolet Tahoe for official purposes for six months and Vemir Davityan's Porsche Taycan 4S on weekends for at least two months.
At the same time, Tymoshenko and his wife own , according to his declaration for 2020, there were already a 2019 BMW X5, a 2017 Porsche Macan, a 2014 Volkswagen Caravelle.
If among the heroes and readers of this material there are those who say: now is not the time to tell that the Deputy Head of the Office of the President drives a new Porsche, we hope these same people will be able to ask themselves at least one more question.
Is it time for the Deputy Head of the Office of the President to drive a new Porsche?
