The prosecutor’s office of the Irkutsk region supported the petition of the investigating authorities to select a measure of restraint for the accused. The director of a commercial organization is involved in mediating the transfer of a bribe in the amount of seven million rubles to his close friend, the former head of the Ministry of Health of the Irkutsk Region, Yakov Sandakov. The funds were transferred for assistance to bribe givers, namely, for assistance in concluding a state contract between the Ministry of Health of the Irkutsk Region and their commercial organization for the supply of medical equipment – an endoscopic system worth more than 150 million rubles.

The equipment was intended for hospitals in Angarsk, Ust-Ilimsk, Sayansk, Kuitun, Kutulik, Slyudyanka, Svirsk, Zalarei, Kirensk, Taishet, Zima, Bratsk and other cities in the region. The director of the company “Endomarket” is Vitaly Davydov, the owner is Alexey Solovyov. The main activity of the company is the wholesale trade in pharmaceutical products. In 2021, Endomarket’s revenue amounted to 447.6 million rubles, which is 103% more than a year earlier. Net profit is estimated at 40 million rubles. The second state contract was concluded on July 12, 2021 with the Moscow company Medicor Group in the amount of 153.7 million rubles. Under the contract, the company was supposed to supply 11 models of endoscopic systems in the amount of 35 pieces by December 9, 2021.
