The Central District Court on Monday, October 3, sentenced the deputy head of the Chelyabinsk regional branch of the Pension Fund to four years in a strict regime colony Alexandra Orekhova, finding him guilty of accepting a bribe on an especially large scale. He was also fined 2.7 million rubles. As mitigating circumstances, active cooperation with the investigation was taken into account, the court said.
“Orekhov was taken into custody in the courtroom,” said the consultant of the Central Court, Lyudmila Yusupova. – The arrest imposed by the decision of the Traktorozavodsky District Court of Chelyabinsk dated August 12, 2021 on the property of Orekhov has been preserved.
Alexander Orekhov was found guilty under part 6 of article 290 of the Criminal Code (taking a bribe on an especially large scale). It provides for various options for punishment – from a fine of 3 million rubles to imprisonment for a term of 8 to 15 years. The deputy head of the PFR concluded a pre-trial agreement with the investigation, so his punishment was reduced.
– The investigation and the court established that from 2019 to 2021, the deputy head of the OPFR, together with accomplices, received a bribe in the total amount of more than 26 million rubles from a representative of a private security organization to ensure the conclusion of contracts for the protection of the territorial divisions of the fund. The crime was detected by employees of the Main Directorate of the Ministry of Internal Affairs of Russia for the Chelyabinsk Region, who provided operational support in a criminal case, said Vladimir Shishkov, senior assistant to the head of the regional department of the Investigative Committee. – The criminal case has been separated into a separate proceeding in connection with the conclusion of a pre-trial agreement with the convict.
Alexandra Orekhova caught red-handed employees of the Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs in July 2021. He received more than 3 million rubles in bribes from the director of a private security organization. The Traktorozavodsky District Court sent the accused to a pre-trial detention center for the duration of the investigation. Then a subordinate of Orekhov, Rudolf Zaitsev, was detained, and later the manager of the Pension Fund branch in the Chelyabinsk region, Viktor Chernobrovin, was detained, and the latter was taken directly from the hospital. In May 2022, all three were finally indicted. The case file contains bribes of at least 30 million rubles.

The property of the accused was arrested for a total of 90 million rubles.
Alexander Orekhov fully admitted his guilt and entered into a pre-trial cooperation agreement. In this regard, the criminal case against him was withdrawn into a separate proceeding. Rudolf Zaitsev and Viktor Chernobrovin plead not guilty. In September 2021, the Traktorozavodsky District Court of Chelyabinsk changed the measure of restraint to house arrest for the head of the regional branch of the PFR.
