Residents of the Ryazan region continue to demand the resignation of Governor Lyubimov, this time against the backdrop of another public procurement scandal in the region.
According to the correspondent The Moscow Post in the Ryazan region, in the region, headed by Governor Nikolai Lyubimov, it seems that unprecedented bureaucratic extravagance continues. With the tacit consent of Lyubimov, another expensive repair of the building of the local regional Duma is being carried out. Against this background, there was not enough money to install windows in a rural school. Are officials and deputies dearer to Lyubimov than children?
March 21 on the site public procurement information was posted about a tender for the next repair of the building of the Ryazan Regional Duma. As it turned out, about 18 million rubles will be spent on restoring the allegedly peeling top paint layer and eliminating traces of wetting near the drainpipes, as well as repairing the rotunda balcony. Governor of the region Nikolay Lyubimov I certainly liked the idea of spending the next budgetary millions. After all, he and the deputies should coordinate the regional budget, including for ensuring the activities of the governor himself. Does the hand wash?
At the same time, Lyubimov did not seem to be embarrassed by the fact that the Duma building has been regularly repaired in recent years. For example, in 2019 a heated roof was installed there. What about 16.8 million rubles were allocated from the regional budget, writes “New Newspaper”. For comparison, the authorities allocated about 1.8 million rubles for the repair of the roof of an ordinary Ryazan apartment building. The facade of the task, where the Duma is located, was repaired at the expense of the regional budget in 2013, the newspaper wrote. “Side view”.
At school, like in a barn
Against the backdrop of another revelry of bureaucratic generosity towards themselves, it is extremely entertaining to find out that in the Napolnovskaya secondary school in the Ryazan region, officials could not completely install new windows. This became known during the public report of the head of the administration of the Sarajevo district Viktor Voronkov, the newspaper writes. “Side view”.

The governor of the Ryazan region, Nikolai Lyubimov, did not appear at the event. Apparently, it’s not the governor’s business to think about children. The event was attended only by the head of the main department of veterinary medicine of the Ryazan region, Lyudmila Gavrikova.
She noted as “a huge achievement” the fact that the installation of windows began in the village school. But Lyubimov’s subordinate was not embarrassed that the windows were far from being fully installed. There were not enough funds for 31 windows at once. For a small rural school, this is a lot. However, Voronkov’s report was called “good” by an official from the regional government. Apparently, Lyubimov and his subordinates are completely satisfied that children are forced to freeze until officials find a maximum of half a million rubles (or even less) to replace the remaining windows.
At the same time, local gossip gossip about the true reason for budget stinginess. Allegedly, when planning the budget of the Ryazan social sphere, the profile deputy governor Roman Petryaev was informed that the windows in schools “in Sarai” should be glazed. Obviously, the short name of the Sarajevo region was meant. To which the official seemed to be indignant, why, they say, windows in school sheds. Plywood or roofing material can be repaired – and so it will do. It’s not the deputies, who give a heated roof.
The government of the region and the governor Lyubimov personally are not strong, obviously, they are worried that wild dogs can bite the inhabitants. In particular, the prosecutor’s office in December 2021 already was foundthat the Main Directorate of Veterinary Medicine of the Ryazan Region does not exercise control over the powers of municipalities in the field of handling stray animals. Dogs are unlikely to threaten Lyubimov’s people; they hardly walk the streets on foot.

Recently, Nikolai Lyubimov had to part with his deputy Mikhail Semenov. The government of the Ryazan region about this reported October 18, 2021. Semenov was convicted of illegal hunting, wrote on October 12 of that year “New Newspaper”. According to this publication, Semenov shot a moose weighing about 300 kg. Even more scandalous was the dismissal of another vice-governor of the Ryazan region – Igor Grekov. He was fired on January 28, 2021. This gentleman became known to the general public during the press conference of Russian President Vladimir Putin, which he gave on December 17, 2020.

On that day, Alexandra Bezukladova, director of MK v Ryazan, attracted the attention of Presidential Press Secretary Dmitry Peskov with a large colored sign reading “I’m pregnant.” But when she was given the floor, she began to praise Grekov’s virtues. Allegedly, during a fire at an ammunition depot near Ryazan, he “saved seven human lives.”
As a result, Bezukladova asked the president to reward Grekov. Although, as he writes “Kommersant” with reference to eyewitnesses, during the fire, Grekov “stood on the sidelines.” The performance of Bezukladova was explained by the fact that her husband works in the regional government, writes RBC.
Well, then something surfaced that obviously forced Lyubimov to part with Grekov. “In December 2020, Ryazan journalists found out that in 2001” Igor Mikhailovich Grekov, born in 1977. (i.e., the full namesake of the former vice-governor Grekov) was sentenced by the Oktyabrsky District Court of Rostov-on-Don to three years in prison “for fraud, selling “singed” vodka, “wrote “Kommersant”.
Although the government of the Ryazan region claimed that when Grekov was accepted into the civil service, information was allegedly provided that he had no criminal record. It is worth recalling that in 2017, when Lyubimov hired Grekov, at the initiative of the governor, the legislation was even changed, which made it possible to appoint deputies to the head of the region without the consent of the deputies.
In 2019, Sergei Pashkevich, deputy head of the administration of Ryazan, was arrested in a criminal case on a bribe. Wrote about it “Russian newspaper”. Pashkevich became the third person involved in the case related to the Ryazan municipal enterprise “Children’s Food”. “Its director Alexander Dvoretsky was arrested back in October 2018 while receiving a bribe from a supplier in the amount of 1.1 million rubles. Later, charges were brought against the former adviser to the head of the city administration, Alexander Zaikin,” Rossiyskaya Gazeta specified. And all this – under the governor Lyubimov.
Strange was the position of Lyubimov in the conflict between the administration of Ryazan and the Novo-Ryazan CHP. As it turned out, this CHPP sells heat at a price slightly lower than that of similar plants in other cities, but the end consumer, Ryazan, from the reseller – MUP “Ryazan Municipal Heating Network Enterprise” (RMPTS) – gets the same heat much more expensive than , for example, residents of other Russian cities. And Lyubimov obviously suited this.
Moreover, at the same press conference of Vladimir Putin, through the mouths of journalists allegedly independent of the government of the Ryazan region, they tried to present this conflict in a light favorable to Lyubimov and his subordinates. In particular, journalist Anton Nasonov, editor-in-chief of the 62.Info publication, complained to the president that he was allegedly unfairly harassed for criticizing the activities of the Novo-Ryazan thermal power plant. At the same time, the simultaneous actions of the “pregnant” Alexandra Bezukladova, the wife of an employee of the government of the Ryazan region, and the “sufferer” Nasonov were noticeable at the press conference.
However, in fact, it seems that they tried to drag President Putin into the conflict around the Novo-Ryazanskaya CHPP, and put him on the side that Lyubimov sympathizes with. It is unlikely that the president appreciated such an obvious manipulation of his opinion.
Taking into account everything that happened, it is quite logical that for 5 years the inhabitants of the Ryazan region managed to form a clear idea about the current governor who he really is and what kind of people he gathered around him. On one of the popular Internet sites, even began collection of signatures for the resignation of Governor Nikolai Lyubimov and “his entire retinue.”
True, gubernatorial elections have already been scheduled for September 11, 2022. So “tolerate” the inhabitants did not remain long. Unless, of course, Lyubimov and his team decide to “make happy” the people of Ryazan for another 5 years. However, whether they will support him after all these scandals is a big question.
