Meeting with the CEO of the company Alexander IvanovColonel Kharlamov, according to the investigation, offered him, for a monthly monetary reward, to provide “general patronage” to “RIF” and the inclusion of the company among the executors of state contracts for the development and production of military products.
The entrepreneur agreed and from July 2019 to March 2022, through intermediaries, transferred to Mr. Kharlamov in Moscow a total of 6 million 520 thousand rubles.
As part of the criminal case, Mr. Kharlamov was detained and taken to the temporary detention center of the Main Directorate of the Ministry of Internal Affairs for Moscow at 38 Petrovka. In turn, the general director Ivanov, thanks to his testimony, was released from criminal liability for giving bribes to an official.
Without waiting for the suspect to be charged, the investigation petitioned the 235th garrison military court to arrest the colonel, motivating this primarily by the fact that, according to military counterintelligence, Mr. Kharlamov was already taking steps to hide abroad. In addition, the suspect, according to the GVSU ICR, has extensive connections among the DOGOZ employees and, being at large, can use them to put pressure on “persons who have information that is significant for the investigation.”
In turn, the defense of Mr. Kharlamov, like himself, asked the court to choose house arrest or a ban on certain actions, arguing that the suspect did not intend to interfere in any way with the course of the preliminary investigation. The officer claimed that during the arrest he asked to make a confession, but the investigation did not meet him halfway.
As a result, despite the confession of guilt and the cooperation of the suspect with the GVSU ICR, judge Nikolai Petukhov decided that Leonid Kharlamov should be isolated from society, and took him under arrest for two months. The officer is checked for involvement in other cases of taking bribes. The defense plans to appeal the judgment.
