Igor Pushkarev was found guilty under Part 3 of Art. 285 of the Criminal Code of the Russian Federation – abuse of power. The court session found that in the period from 2009 to 2017, the mayor of the city limited the commercial activities of business entities providing passenger transportation services, giving priority to municipal enterprises that do not have sufficient financial resources. After that, at the expense of credit funds, the municipal vehicle fleet was replenished, and an organization controlled by his relatives was involved in the maintenance and repair of buses.
“In the process of committing these actions, the person involved also decided to use his official powers to extract property benefits by his close relatives. For this purpose, a commercial organization controlled by these relatives, which has exclusive rights to repair and maintain buses of the named brands, was involved at the initiative of the accused in the relevant activities in municipal transport enterprises.This gave her the opportunity to carry out economic activities and make a profit until 2018. The totality, sequence and interconnectedness of the criminal actions of the former head of the city led to significant violations of the rights and legitimate interests of citizens and organizations, as well as society and the state, as well as serious consequences in the form of significant material damage to the budget of the Vladivostok City District,” the Sledkom specialists in charge of the case specified.
The damage caused as a result of the crime, in the amount of more than 33 million rubles, was compensated by the defendant during the preliminary investigation.
The court sentenced him to imprisonment for a period of five years, with the deprivation of the right to hold positions related to the exercise of the functions of a representative of power, the performance of organizational, administrative, administrative and economic functions in state bodies, local governments, state and municipal institutions, state corporations , for a period of two years.

The final punishment was imposed by the court in the form of imprisonment for a term of 15 years and 3 months with a fine of 500 million rubles, with deprivation of the right to hold positions related to the exercise of the functions of a representative of power, the performance of organizational, administrative, administrative and economic functions in state bodies, local governments, state and municipal institutions, state corporations, for a term of 11 years, with a sentence to be served in a strict regime correctional colony.
