The Tverskoy District Court of Moscow sent House arrest RANEPA Vice-Rector Ivan Fedotov, who is suspected of embezzlement of funds through fraud (part 4, article 159 of the Criminal Code). This was reported to RBC in court.
“By the decision of the Tverskoy District Court of the city of Moscow dated July 12, a measure of restraint in the form of house arrest was chosen against the accused Fedotov until August 7, 2022,” the court said in a statement.
The decision to arrest was made by Judge Ksenia Panova, who on June 30 of this year sent the Rector of the RANEPA under house arrest Vladimir Mau.
A RBC source familiar with the course of investigative actions said that searches at Fedotov’s were carried out on the same day as Mau’s. “He is a defendant in the same case,” the source said.
“Investigative actions are taking place in a case initiated last year. University employees provide comprehensive assistance and assistance to the investigation, ”the press service of the RANEPA reported.
RBC sent a request to the press center of the Ministry of Internal Affairs with a request to confirm this information. At the time of the publication of the material, the phone of the lawyer representing the interests of Ivan Fedotov was disconnected.
At a court session during the arrest of the rector of the RANEPA saidthat his case was based on the testimony of the former Deputy Minister of Education Marina Rakova and on the basis of materials of operational-search activity, in particular telephone correspondence.
The Ministry of Internal Affairs reported that Mau is being accused in a fraud case initiated against Rakova and Director of the Institute of Social Sciences of the RANEPA, Rector of the Moscow Higher School of Social and Economic Sciences (Shaninka) Sergei Zuev. We are talking about fictitious employment of employees in order to steal funds from the RANEPA. Wages were credited to the accounts of the so-called dead souls, but they did not do the work.
Kommersant.Ru, 07/22/2022, “The rector and his deputy were approached with one measure”: At the same time, the court authorized house arrest only until August 7, and not for the standard two-month period, and the vice-rector’s defense did not appeal the preventive measure. […] According to the investigation, in 2018, Vladimir Mau, Marina Rakova and Sergey Zuev, who served as director of the Institute of Social Sciences of the RANEPA, entered into an agreement, as a result of which false contracts were concluded, on the basis of which the Institute of Social Sciences, which is part of the RANEPA, was fictitiously 12 people were employed, among whom were employees of the Ministry of Education.
The case also includes an episode about the fictitious employment of Marina Rakova’s assistant at the Federal Institute for the Development of Education, which was also part of the academy. Until 2020, all figureheads illegally received salaries, which, according to the investigation, caused damage to the RANEPA in the amount of 21 million rubles. Mr. Fedotov, according to the investigation, was the executor of the criminal plan. Like his boss Vladimir Mau, he does not admit guilt.
It is worth noting that fictitiously arranged citizens and part of those under investigation, including Marina Rakova, are actively cooperating with the investigation, and the accusations against other defendants, including Ivan Fedotov, are based, among other things, on their testimony. — Inset K.ru
