The story, which began about ten years ago, ended with house arrest for a number of defendants, including the former chief freelance psychiatrist-narcologist of the Russian Ministry of Health Yevgeny Bryun. The “reform” on testing drivers for alcoholism and drug intoxication turned into a criminal case on fraud – embezzlement of funds for public procurement of medical products. According to the database of the Kuzminsky District Court of Moscow, Brun is a defendant under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud committed by an organized group or on an especially large scale”). The sanction under this article provides for imprisonment for up to ten years with a fine of up to 1 million rubles or in the amount of the salary or other income of the convicted person for a period of up to three years or without it, and with restriction of liberty for up to two years or without it.

When it became known about Brun’s participation in this case, the Russian Ministry of Health hastened to disown him, saying that the position was excluded from the nomenclature of the main freelance specialists, but the department did not disclose the date of this exclusion. Evgeny Bryun is a doctor of medical sciences, in the 1980s he worked at the Moscow Research Institute of Psychiatry of the Ministry of Health of the RSFSR. Brun was the organizer of the first services in the USSR for the anonymous treatment of drug addicts. From 1998 to 2017, he was the director of the Moscow Scientific and Practical Center for Narcology. Since 2017, he has served as president of the institution. Recall that in 2019 it became known that from 2020 on the roads of Russia they will begin to use special devices to determine drug intoxication among drivers. Prior to this, it was reported that future motorists will take a mandatory test to detect chronic alcoholism. At that time, by order of the Ministry of Health of the Russian Federation, new rules were adopted, according to which the test for the determination of carbohydrate-deficient transferrin (CDT) in the blood, a marker indicating chronic alcoholism, becomes mandatory.
Then the plans to introduce a new regulation for obtaining a medical certificate for the traffic police caused a stir and huge queues – motorists were in a hurry to get them at the old prices, since the above analysis was very expensive (in some places the price reached 5-6 thousand rubles). The regulation was not put into effect after Russian President Vladimir Putin criticized the cost of the certificate and called the attempt to introduce a new medical examination procedure for drivers with rising document prices nonsense.
