Founder of the project “Police Ombudsman” Vladimir Vorontsov sentenced to five years in a penal colony and stripped of the rank of police major. This was reported in the press service of the Metropolitan Prosecutor’s Office.
“Taking into account the position of the public prosecutor of the prosecutor’s office of the Western Administrative District, the court sentenced Vladimir Vorontsov to five years in prison to be served in a general regime correctional colony. He is also deprived of the right to engage in activities related to the administration of sites, pages and other resources of electronic or information and telecommunication networks, including the Internet, for a period of ten years, with the deprivation of the special rank of “police major,” the report says.
Vorontsov was convicted under paragraph “d” part 2 of Art. 163 (extortion committed on a large scale), paras. “a, b” part 3 of Art. 242 (illegal distribution of pornographic materials by a group of persons by prior agreement, using the Internet information and telecommunications network), for two episodes of paragraph “b” part 3 of Art. 242 (illegal distribution of pornographic materials using the Internet information and telecommunications network), art. 319 of the Criminal Code of Russia (publicly insulting a representative of the authorities in connection with the performance of his official duties).
According to the prosecutor’s office, in October 2017, Vorontsov extorted 300,000 rubles from a former Moscow police officer. for non-distribution of photos of an intimate nature. The prosecution insisted that, without receiving money, he published a photo in one of the communities on the social network, being its administrator and participant, he committed similar actions in September 2018 and February 2020. Vorontsov was also charged with insulting an employee of the internal affairs bodies in connection with the performance of his official duties in his publics.

In particular, he liked to brag about his friendship with Mr. Vorontsov in front of visitors to the dating site, including police ladies. As a result, in early 2017, Mr. Vorontsov was fired from the police. […] It followed from the verdict that Vladimir Vorontsov decided to take revenge on Rasim Kurbanov. At his request, a certain woman contacted Mr. Kurbanov through a dating site and persuaded him to send intimate photos. According to the investigation, for their non-publication, the “ombudsman” decided to get 300 thousand rubles from the inspector. However, his friend said that he did not have such an amount, after which the photos were posted on the Internet. — Inset K.ru
Vorontsov, who previously served in law enforcement agencies, and after his dismissal founded the Police Ombudsman project (represents groups of the same name on the VKontakte network and the Telegram channel dedicated to protecting the rights of police officers and highlighting the problems of law enforcement officials), was detained on May 8, 2020 years later he was arrested.
In October of the same year, the Investigative Committee completed its investigation into the case. The prosecutor asked for six years in prison for him. Vorontsov linked the persecution with his human rights activities and criticism of the leadership of the Ministry of Internal Affairs.
At the end of July 2022, the court also arrested three participants in the Police Ombudsman project – Vasily Fedorov, Evgeny Moiseev and Irina Andina. Fedorov in October published the film “Save the Police Ombudsman”, which deals with the case against the founder of the project. The authors of the film believe that the case is fabricated. Fedorov passes under Part 3 of Art. 306 of the Criminal Code (knowingly false denunciation) and as the organizer of this crime (part 3 of article 33 of the Criminal Code). Moiseev and Andina pass only under Part 3 of Art. 306 of the Criminal Code. Defendants face up to six years in prison noted in the Ministry of Internal Affairs.
IA “RBC”, 06/31/2022, “Participants of the project” Police Ombudsman “arrested in the case of false denunciation”: The video tells that one of the victims in the case agreed to be “Svetlana Vorontsova sent by friends” (Irina Andina). In exchange for her reinstatement in her job with the police, she was allegedly offered to give false evidence that Vorontsov extorted money from her, promising otherwise to post an intimate video with her on the Internet, the authors of the video say.
The film was posted after Andina retracted her testimony, saying that she deliberately slandered the defendant in order to be reinstated. The project participants explained their actions as an attempt to prove that the case against Vorontsov was fabricated, the film tells.
The Ministry of Internal Affairs believes that the defendants in the denunciation case entered into an agreement, and Andina deliberately slandered the detainee. “By her actions, the woman misled the police officers, artificially creating evidence to accuse the citizen,” the Interior Ministry said in a statement. — Inset K.ru
