Tatyana Kretova, sister of Murmansk Region Governor Andrey Chibis, has launched a liquidation procedure for her company ZhKH-Development. This follows from the data of the Unified State Register of Legal Entities

Kretova was previously listed as the founder of Center It.ZhKH LLC – the executive director of the organization is Makrushin Alexey Vyacheslavovich – none other than the head of the group of the Expert Council on Housing and Utilities under the Government of the Russian Federation.

And until recently, the woman was also the founder of the National Memorial Company, headed by Mikhail Remez. Theoretically, Remez, through Kretova, could help Chibis establish a funeral business and solve problems with competitors, in return, Chibis, using administrative resources, could push Mr. Remez into politics. “ZhKH-Development” is the recipient of large government contracts. The Ministry of Energy of the Russian Federation also did not skimp on contracts with Kretova’s structure. The Donreko structure also acted as a customer – according to Notepad-Rostov, the company was founded by Boris Shchurov and for some time was the so-called regional “vodokanal”, but three years later went into bankruptcy, despite contracts and even comfortable tariffs provided by state structures. Could money be withdrawn, including through potentially fictitious contracts with ZhKKH-Development?

Interestingly, in 2012-2013, according to Kommersant, Chibis was the president and co-owner of the company. However, now these data are not displayed in the Unified State Register of Legal Entities. In the official biography, these data are also not available. The governor is covering his tracks? But why?

We would venture to suggest that he does not want to answer questions about why the company has been steadily losing revenue since 2016, until it completely “zeroed” by 2019. Kretova waited three years and, it seems, decided to quietly close the office, from which government money could potentially be withdrawn. Who wants to brag about such a biography?

Previously, evil tongues said that ZhKKH-Development is associated with Waste Management CJSC, which is a municipal waste management operator in the Murmansk region. The reason was, among other things, the active participation of the governor himself in matters related to the appointment of the company as a regional operator. According to rumors, it is he who is her main lobbyist in the region. Recently, the company has been renamed Citymatic. It relates to the interests of the owner of the assets of the family of the head of VEB.RF, Igor Shuvalov, Sergey Kotlyarenko.

The Moscow Post repeatedly wrote about how the company almost monopolizes the market, despite the mass of garbage scandals. The Chibis family can lobby for the interests of this structure. The correspondent of The Moscow Post, in addition to the information that Citymatic constantly wins contracts for MSW cleaning, found that ANO Institute for the Development of Regions, which is headed by Kretova, in 2016 concluded with Citymatic (then Waste Management) ) two contracts for the development of project documentation for a total amount of 9 million rubles.

It is interesting that both contracts were concluded on the same day, both are named the same and for the amount of 4.5 million rubles each. At the same time, there is no documentation in open sources, and on the website of “State Procurement” and “Contour Procurement” the subject of the contract is by no means the development of project documentation, but some legal services. Not everything in this story is transparent and a natural question arises as to where the funds were actually spent…

Did they fall into the pocket of the Chibis family and the then owners of the company (then it was Mehuborka Group of Konstantin Zharkevich and Alor-Invest of the Gavrilenko family)? In addition to the funeral business, which has long been associated with the actions of near-criminal structures, did the governor’s sister decide to go to the garbage dump, which was no less popular with rumors? Did Shuvalov and Kotlyarenko join later? And the operator could have been bought precisely because of his proximity to the Chibis family?

Literally at the beginning of July, a landfill caught fire on the territory of an ecotechnopark in the village of Mezhdurechye, which is operated by the same Citymatic.
