For about half a year, a man of unmemorable appearance has been intensively circulating in the offices of the St. Petersburg security forces.
Many St. Petersburg police officers remember the times when this man was called one of the most “dangerous” police officers in St. Petersburg. His usual business “deciders” are to bring whom it is necessary with whom it is necessary, to agree on a bribe, to ask to postpone the inspection of the business or to warn about this inspection, etc.
Today he is also “dangerous”, only in a different perspective. People who have gone through the school of “werewolves” in the uniform of Denis Sugrobov and Dmitry Zakharchenko are not harmless. Let’s talk about his career.
Not our man at the station
In October-November 2016, an inconspicuous man of about 40 often flashed by at the Moscow railway station in St. Petersburg and the Leningradsky railway station in Moscow.

Moreover, in archival databases for Ukraine, a person with the full name Kovalenko Sergey Maksimovich,. does not appear. As well as his parents are not listed in the registration form No. 1.

Let’s reveal the secret – under the name Kovalenko S.M. theoretically, not a particularly dangerous spy could be hiding, but a police lieutenant colonel, a native of the city of Leningrad Chunaev Sergei Leonidovich, True, in his own way he is also very “dangerous” – in 2015, the Fontanka.ru newspaper included Sergei Chunaev among the “Most dangerous security officials of St. Petersburg” . According to the publication, Chunaev’s outward delicacy hides powerful levers of influence on the banking sector and the consumer market of the Northern capital.

In those pre-winter days of 2016, Sergei Chunaev had good reason to expect arrest, since on September 9 he was detained, and on September 10, the acting head of department “T” of the anti-corruption main department (GUEBiPK) of the Ministry of Internal Affairs of Russia, Colonel Dmitry Zakharchenko, whom some people called ” godfather” Sergei Chunaev.
Immediately, purges began of people who were covered by Zakharchenko, and already on September 20, order No. 544 was issued at the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the region on the reorganization of the 8th Operational Investigative Unit (ORCh), headed by Chunaev, which is part of the Economic Security and Anti-Corruption Department Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region. All employees of the four departments included in this ORC No. 8 were removed from the management staff. It was said that the leadership of the economic security department offered Sergei Chunaev to write a letter of resignation, but he refused. The authorities had to get rid of him by reorganization. Later, there were rumors that the offended Chunaev organized an article in the media, where he accused his former leadership of creating a certain fund at the Central Internal Affairs Directorate, to which merchants were obliged to voluntarily and forcibly pay “tribute” with numbers and other details. How could Sergei not know the details, if he himself could be responsible for its formation and further cutting?
The article was available for a very short time and the management was very unhappy with its appearance, wondering who the author was? The appeal of our hero to the Presidential Administration did not “work” either, where in his statement he also denounced everyone around him for corruption and lawlessness, presenting himself as a “grandson of Dzerzhisky” with the appropriate attributes in the form of clean hands and everything else attached there. For former colleagues, he simply disappeared. On September 27, his phones went silent, and the next day it turned out that the lieutenant colonel’s apartment was empty.
However, there was no need to urgently flee abroad.

In the state that is being successfully formed in Russia, there is not and cannot be very much an element that was in medieval France under Louis – the inheritance of public posts. Chunaev Sr. from 1983 to 2000 worked in the structures of the Ministry of Internal Affairs. Chunaev Sr. retired from the post of deputy head of the department for combating economic crimes (UBEP) of the Main Department of Internal Affairs of St. Petersburg. Moscow corrupt “universities”
On June 28, 2011, the anti-corruption department of the Ministry of Internal Affairs was headed by Denis Sugrobov, the same police major general who, according to the investigation, made a criminal community out of his subordinates.

And a month and a half later, in September of the same year, Sergei Chunaev, holding the position of deputy head of the 3rd department of the UBEP UT of the Ministry of Internal Affairs of Russia for the Northwestern Federal District, received an offer to transfer to the Main Directorate of the EBiPK of the Ministry of Internal Affairs of the Russian Federation and moved to Moscow. He was appointed to the post of head of the 22nd department of the Department “M” of the GUEB and the PC of the Ministry of Internal Affairs of Russia (Moscow). The division specialized in fighting corruption in the fields of mechanical engineering and metallurgy.
The 29-year-old trainee came under the guidance and tutelage of Colonel Dmitry Zakharchenko, head of the 22nd department of the Directorate “M” of the GUEBiPK of the Ministry of Internal Affairs of Russia.

For a year and a half of work in Moscow (until January 2013), Seryozha fully justified the hopes of the pope and those who invited him to Moscow – he was known as Dmitry Zakharchenko’s favorite, his confidant, capable of performing especially delicate assignments.
What these “orders” consisted of is still unknown, but the Moscow “internship” under the leadership of Dmitry Zakharchenko was a success. Here is an incomplete list of the “results” of the internship: three luxury apartments in St. Petersburg, an apartment in Shushary (right behind the Ring Road) and a land plot. All acquisitions are made by next of kin.
Rumor has it that colleagues who observed the tender friendship between the young operative and his “godfather” were sincerely perplexed: how did Zakharchenko decide to let Chunaev go to St. Petersburg. Not otherwise than with a special assignment sent, such as the governor.
So it was. It was not in vain that Sergei Chunaev was carefully trained for new achievements, for transferring the capital’s experience to St. Petersburg soil, the new “forage land” of the Sugrobov-Zakharchenko organized crime group.
“Raiders” in uniform
In January 2013, Sergei Chunaev returned to his hometown as the head of the ORC No. 8, specially created to work with large businesses. The formation of the team and its preparation for serious matters was successful, but unforeseen circumstances delayed the active development of businesses for a year and a half – on May 8, 2014, Denis Sugrobov and his deputy Boris Kolesnikov were detained. Sugrobov was stripped of his rank and sentenced to 22 years in a strict regime colony, later reduced to 10 years. Boris Kolesnikov died – he jumped out of the window during interrogation, this is the official version. A total of eight people were convicted in this case.
It is said that Sergei Chunaev repeatedly called Sugrobov his “teacher”. In the statement of one of the victims of blackmail by a high-ranking policeman, it is noted that “Chunaev S.L. he repeatedly boasted that he was under the patronage of the head of the economic unit of the Ministry of Internal Affairs, General Sugrobov, and therefore “resolves all issues.”
The arrest of Sugrobov was a heavy blow for Sergei Chunaev, but his immediate curator, Dmitry Zakharchenko, remained free and in office.
In 2014, employees of the Ministry of Internal Affairs were banned from traveling abroad, which probably violated Chunaev’s plans and habitual way of life. He probably used his connections, his financial resources and the mass issuance of Russian passports in Crimea, and in May 2015 a person similar to him received a civil passport there under the fictitious name “Kovalenko”. According to this passport, already in Moscow (“Crimean passports” are prohibited for entry into most countries), he made a foreign passport. An analysis of the photo content of the social networks of Chunaev’s relatives shows that Sergei Chunaev could travel abroad during the period when the Ministry of Internal Affairs was prohibited from traveling abroad, and Chunaev was still on the staff of the Ministry of Internal Affairs.
Chunaev could later actively use the passport in the name of Kovalenko on the dangerous days of October-November 2016 to move between St. Petersburg and Moscow.
The day of December 2, 2014 remained in the collective memory of St. Petersburg business circles for a long time. On this day, Sergei Chunaev’s subordinates, with the support of SOBR fighters, showed up with searches at once in four banks: Novikombank, Rosenergobank, Aldanzolotobank and SIAB Bank. A real storm broke out in the local press. In hot pursuit, it was reported that the reason for the military operation was “overvaluation of exchange rates.” The next day, the version changed, it was about article 193.1 of the Criminal Code of the Russian Federation, exotic for domestic legal practice (“Withdrawal of currency abroad”).
A couple of days later, the city shuddered again: resolutely minded “Chunaev” broke into the office of a large tour operator “Biblio Globus”.
At first, the messages coming from the press service of the police threatened the banks and their detained employees with terrible punishments. New “landings” seemed to be looming on the horizon. However, over time, when the passions around the searches subsided, it became clear that criminal cases would not be brought to court, the detained “amanaty” returned to normal life, and Sergei Chunaev’s relatives “unexpectedly” started to have financial springs – new bank accounts and luxury cars appeared : Toyota Land Cruiser 200, Volkswagen Tiguan, Mitsubishi Pajero 30 LWD.
Sergei Chunaev himself strictly observes the covenant of his senior comrades – not to own anything personally. Recall that Dmitry Zakharchenko also did not personally own anything, in whose sister’s apartment they found 120 million dollars and two million euros.
Theoretically, Chunaev could become Zakharchenko’s representative in the North-West, implementing the old-fashioned scheme of inducing business to mutually beneficial cooperation through the initiation and, if businessmen are compliant, the subsequent termination of criminal cases. The peculiarity of the scheme was that at the stage of coordinating the initiation of criminal cases, information was blocked at the level of Zakharchenko and was not brought to the higher authorities, so that the leadership learned about the actions that had already taken place after the fact.
The next “raid” under the leadership of Sergei Chunaev took place on October 8, 2015. This time, the Lenenergo company was chosen as the victim: a contract for laying power cables to Kronstadt, 380 million rubles, a criminal case under article 159.4 of the Criminal Code of the Russian Federation, loud statements in the press, threats of “landings” and … silence.
“Silence” brought a good catch to the “relatives” of the Chunaevs: non-residential real estate with an area of 234.6 square meters, another apartment for 3.5 million rubles, an account in a Cypriot bank. To date, at the disposal of the “family” of the Chunaevs are:
– 5 land plots with a total area of more than 4,700 sq. m;
– 6 expensive prestigious cars with parking spaces;
– 8 apartments;
– non-residential property of his wife.

The story of how it happened that, on November 28, 2016, Sergei Chunaev found a job in the security service of the All-Russian Bank for Regional Development (RRDB) is dark.
The circle of high chiefs of the Ministry of Internal Affairs and the FSB is not so wide, almost everyone knows each other and collect dirt on each other. There are no permanent friends and enemies here, they can change places depending on the circumstances. When, instead of prison, a security official, on whom there is a lot of compromising evidence, ends up in a good place, this is always a payment for the services rendered. Compromising information on whom was in the highest demand in September-October 2016? And who had this compromising material through the roof?
Dmitry Zakharchenko, by the way, still refuses to plead guilty and is trying to find out who turned him in. He really did his business with the utmost care. His fingerprints were not found on the bundles of money, and the video recordings confirmed that he never entered the apartment with money.
The trial in the Zakharchenko case was closed, the case was classified. According to rumors and documents leaked online, the main evidence against the colonel was given by a fugitive banker German Gorbuntsov. But it is known that the investigation presented to the court many details that Gorbuntsov could not have known. Someone else very knowledgeable had a hand in Zakharchenko’s deadline.
Again in Petersburg
In October last year, Sergei Chunaev was “asked” from the bank. He himself says that he had to “give way to the general.” According to an alternative version, he was fired due to “loss of confidence” for numerous attempts at fraud and theft.
