Detained or not detained – that is the question. On June 6, 2022, information appeared on the network that the director of the State Institution of the NSO “Capital Construction Administration” (“UKS”) Yuri Butrimov was detained.
However, in the evening of the same day, the Ministry of Construction of the Novosibirsk Region stated that this information was not reliable.
It was reported that Yury Butrimov was detained, summoned for interrogation and then released. During the alleged event, the press service of the Ministry of Construction refused to give any comments, and no one answered the calls in the reception room of the UKS director. A few hours later, the Ministry of Construction announced that there was nothing and it seemed to everyone.
“The director of the institution, Yuri Butrimov, was duly summoned for questioning to the Investigative Committee as part of the ongoing investigation. At the moment, he is at his workplace and is fully fulfilling his duties,” the message said.
However, on June 7, 2022, the Central District Court of Novosibirsk chose a preventive measure for Yuri Butrimov in the form of a ban on certain actions. It became known that the official is charged under the article on abuse of power.
Another “cursed chair” in Novosibirsk. The fact is that the former director of UKS, Vladimir Murzin, also fell under a criminal case for abuse of office. On April 10, 2021, this criminal case became known.
According to investigators, the official illegally passed on information about the planned auction for the construction of a kindergarten in the village of Marusino to a familiar developer. Because of this, the company that received the information won the auction for more than 145 million rubles.
Deputy Vyacheslav Ilyukhin announced the distribution of advances to contractors for 353 million rubles, which were not provided for by contracts.
“Your enterprise issued advances to contractors, according to my information, in the amount of 353 million rubles, which were not provided for in the contracts. That is, instead of removing the contractor who missed the deadline, you lay him an advance?” Ilyukhin said.
Murzin and the Minister of Construction of the region Ivan Shmidt confirmed that the UKS had committed a violation. However, according to them, this was done deliberately so as not to lose federal funding, which the contractor did not have time to master. After that, the deputies decided to apply to the Chamber of Control and Accounts of the Novosibirsk Region with a proposal to check the advance payments for unfinished projects.
Murzin explained that there were a total of 162 unfinished objects in the region through the regional UKS, of which only 54 have the status of “under construction and with projects.” Vyacheslav Ilyukhin had information, according to which there were even more problematic objects. He cited as an example six objects in the field of education that were not delivered on time. He also mentioned the “crooked” construction of the gym in Suzun, when the contractor laid the floor slabs shorter by 10 centimeters, which is why the gym is now flooded from the inside.
