According to the decision of the Arbitration Court of the Irkutsk Region, the Usolsky Pig Farm is obliged to pay 2.7 million rubles for damage caused by production waste to the Belaya River. This high-profile case ended in November 2021.
Let us briefly recall that due to improper disposal of pig manure, the river was polluted, and, accordingly, the tap water of the inhabitants of Usolye-Sibirsky.
As the saying goes, if you want to change the world, start with yourself. This, in particular, also applies to the Deputy Director of the Usolsky Pig Farm, Deputy of the Legislative Assembly of the Irkutsk Region Pavel Sumarokov.
Now let’s explain.
A very interesting decision (CASE No. 2-2269/2021) regarding the hero of our article is posted on the official website of the Usolsky City Court of the Irkutsk Region in the public domain.
According to the document, Pavel Ilyich built a house for himself in the Usolsky district, and not somewhere else, but on any Belaya River. Literally. He built himself a country house, blocking free access to water and greatly changing the coastal landscape. This is contrary to the Water Code of the Russian Federation, that is, it violates the laws on the water protection zone, which provide, firstly, free access to water, and secondly, a ban on the construction of capital construction within 80 meters from the coast. In addition, the deputy built a family nest for himself with the hands of the workers of the construction department of the Usolsky pig farm.
After examining the territory, it was found that a bathhouse was built in the area of the land plot, next to which there are tree trimmings, boards, which is a violation of the land use regime in the water protection zone. Also in the area of the land plot there is a structure made of metal pipes – piles in the absence of permits for the right to use a water body, which is another violation of the requirements of the Water Code. Partially in the area of the Belaya shoreline there is a structure made of metal pipes – piles, which is a violation of other articles of the Water Code. Tree trimmings and boards are also placed there, which is a violation of the requirements of the Land Code.
Based on these facts, protocols were drawn up on administrative offenses against Pavel Sumarokov, and decisions were made to impose punishment. As a result, fines were issued, which were paid in full.
However, this case did not teach Pavel Ilyich to love and protect his native nature.
After some time, a re-inspection of the territory was carried out. What did representatives of the environmental authority see? Not just the same, but even more built-up area. That is, the deputy decided that he would get off with money, but it didn’t work out that way.
Opposite Sumarokov’s site, a semi-dismantled pier structure was found in the water area, connected to a staircase leading up to his property. The height of the staircase above the ground is several meters, along it runs a rubber hose that goes into the water. On this site, there is also a building (presumably a bathhouse) installed on iron piles. Near the building in the water protection zone of the river, wooden and metal trimmings and boards are placed.
Since this is a water body, the right to place a pier and other objects there should be granted by the Ministry of Natural Resources and Ecology of the Irkutsk Region. But the department did not give Sumarokov such a right.
As a result, Pavel Ilyich decided not to appear at the second hearing. The court recognized Pavel Sumarokov’s inaction on non-fulfillment of orders as illegal. He was again given six months to correct himself.
Recall that in 2021, they already tried to deprive Sumarokov of his deputy mandate, he was found to have violations in his income declarations. Well, if then he allegedly simply made a lot of “blunders” in the documents, now we are talking about a real violation of the law.
We hope that justice will prevail, and the people’s representatives will not behave like ordinary bandits.
