Until the end of 2023, the infectious diseases department at the Kyiv City Clinical Hospital No. 4 must be overhauled. To carry out these works, the medical institution, without a competition, chose Absolut-Klimat LLC as a contractor in the capital, which is related to the business of the deputy of the Verkhovna Rada of previous convocations Yuriy Voznyuk (VO “Batkivshchyna” and “Front of Changes”, in the collage on the right). This firm had no competitors in the procurement, as its potential participant hinted, the tender conditions were prescribed for a specific company. This is despite the fact that Absolut-Klimat LLC is suspected in criminal proceedings of mediating in the scheme of the leaders of the capital's engineering center for laundering budget funds, KV writes.
As it became known to KV from announcements of the ProZorro electronic system, on November 24, 2022, the non-profit utility company “Kyiv City Clinical Hospital No. 4” * concluded Absolut-Klimat LLC ** an agreement to overhaul the premises of its infectious diseases department on st. Solomenskaya, 17 in the Solomensky district of Kyiv. The contract price was UAH 55.95 million.
The contract provides that Absolut-Climat LLC, by the end of 2023, must carry out general construction and electrical work in the premises of the hospital’s infectious diseases department, upgrade water supply, sewerage, ventilation, air conditioning, heating systems, and also perform work on the improvement of the adjacent territory.
The purchase was carried out according to a simplified procedure. An offer to participate in it was submitted only by Absolut-Climat LLC, with which they entered into an agreement without involving competitors. Note that on the purchase page in ProZorro, an anonymous company indicated to the overhaul customer that the terms of this purchase have a discriminatory condition, namely, the participant was required to have a valid certificate for the DSTU ISO 9001:2015 quality management system. At the same time, as the anonymous person assured, the presence of such a certificate in no way affects the quality of the overhaul. In response to this, the KNP Kyiv City Clinical Hospital No. 4 stated that they have the right to demand such a certificate, respectively, the requirement to eliminate this condition is not subject to satisfaction.
It should be noted that prior to this, Kyiv City Clinical Hospital No. 4 ordered a large-scale overhaul of its premises at KNP in November 2021. Then an agreement was signed (price – UAH 39.56 million) with Ukrventpromsnab LLC for repair work in the department of anesthesiology and intensive care, which should be completed before the end of this year.
According to the Youcontrol analytical system, Absolut-Climat LLC was registered in 2008 in Kyiv. The authorized capital is UAH 51.5 thousand. The main activity is the installation of water supply networks, heating and air conditioning systems. The founder and ultimate beneficiary is Vyacheslav Berezovsky, the head is Sergey Bolshakov.
Absolut-Klimat LLC is a co-founder of the Eurobudinvest corporation, which, according to Youcontrol, is related to the Vozniuk Family Group, the key person of which is Yury Voznyuk, deputy of the Verkhovna Rada of the 7th and 8th convocations. The main assets of this group are LLC Ekoremstroy Ltd, which specializes in construction and installation works at industrial facilities, and LLC Tivoli-Land, which sells equipment for sports and playgrounds.
Yuriy Voznyuk will renovate the Kyiv Clinical Hospital
Before his political career in the Verkhovna Rada, since 2010 Yuriy Voznyuk was a member of the Rivne City Council from the Front for Change party. He was elected to the parliament of the 7th convocation (2012-2014) from the single-member constituency in the Rivne region from the VO “Batkivshchyna”, the 8th convocation (2014-2018) – from the party “People's Front”. He also tried to become a deputy of the Verkhovna Rada in the 2019 elections as a self-nominated candidate, but was not elected. In 2020, Yuriy Voznyuk ran for the position of mayor of Rivne from the political party “For the Future”, taking sixth place.
Absolut-Climat LLC, based on the results of public procurement, signed 125 contracts worth UAH 1.73 billion. The largest customers are the metropolitan KP “Engineering Center”, which gave the company contracts for 457 million hryvnias, and the KNP “Center for Emergency Medical Care and Disaster Medicine of Kyiv”, which made orders for 431 million hryvnias. In addition to the current one, Absolut-Klimat received another order from Kyiv City Clinical Hospital No. 4 — in 2020, for a major overhaul of premises for UAH 3.45 million.
LLC « Absolut-Klimat” was “lit up” in several criminal proceedings.
So, since November 2019, investigators of the Main Department of the State Fiscal Service in Kyiv have been investigating proceedings No. 42019100000000747, in which the directors of this company are suspected of deliberately evading taxes on an especially large scale. According to the materials of the case, the head of Absolut-Climat LLC, together with companies with signs of fictitiousness, in 2018-2019 overstated the VAT tax credit by UAH 7.5 million.
Since November 2018, SBU investigators, within the framework of criminal proceedings No. 42018100000001118, have been suspecting Absolut-Klimat of participating as an intermediary in the scheme of the leaders of the Engineering Center and a number of commercial firms in 2016-2018. Investigators believed that the contractors of the Engineering Center – Pluton-S LLC and Armabud Ltd. LLC – transferred money to other companies, including Absolut-Climat LLC, for work that was not performed. After that, the funds were transferred to companies with signs of fictitiousness, which, in turn, withdrew money for a kickback to the management of the utility company and these contractors. In total, according to the SBU, the Engineering Center KP illegally transferred UAH 13 million to contractors.
KNP Kyiv City Clinical Hospital No. 4 was founded in 1998 by the Kyiv City Council. Tatyana Mostepan temporarily performs the duties of the director. The hospital is subordinate to the Department of Health of the Kyiv City State Administration (KSCA), which has been headed by Valentina Ginzburg since October 2017 (pictured on the left). The activities of this department are coordinated by the Deputy Head of the Kyiv City State Administration Anna Starostenko.
