The court acknowledged that in the fall of 2016, Vice Governor Yuri Gritsenko, who oversaw the construction sector of the region, became aware of problems with financing the construction of a perinatal center in Sochi: the funds allocated under the regional program were not enough to complete the next stage, while the regional ministry of construction had to report on completion of work no later than December. In the difficult situation that arose, Yuri Gritsenko, according to the prosecution, decided to use the funds of the regional GAU Krasnodarkraygosexpertiza (200 million rubles were on the account of the institution in the treasury, intended for the repair of the building). As follows from the verdict, through his assistant Roman Shchedrov, Vice-Governor Gritsenko gave Lyudmila Pankratova, director of Krasnodarkraygosexpertiza, an order to transfer the institution’s funds to an account in the Kuban Universal Bank. After that, the bank, controlled by the mayor’s office of Krasnodar, issued a loan in the amount of 175 million rubles. construction company “Kuban”, which was the general contractor in the construction project of the perinatal center. Soon, the bank’s license was revoked, in connection with which Krasnodarkraygosexpertiza lost its funds.
The second episode of the criminal case against Yuri Gritsenko is related to the acquisition of a 1.8-hectare plot in the village of Berezov in the suburbs of Krasnodar. The land owned by the municipality was leased to members of the garage cooperative for the construction of parking and service facilities, the land was allocated without a competition by the decision of the expert municipal investment council. Then the tenants changed the purpose of the site for residential construction, erected several houses and bought the territory at a reduced price (374 thousand rubles at a market value of 40 million rubles). The investigation and the court came to the conclusion that the organizer of the illegal scheme was Yuri Gritsenko, who eventually registered the site for his wife.
The criminal case against Yuri Gritsenko was initiated in February 2017, and a few months later he was removed from office. During the investigation and trial, the former vice-governor pleaded not guilty. Defense counsel for the defendant Alexander Shutkov, the managing partner of the Moscow law firm Shutkov and Partners, told the editors that the verdict of the Leninsky Court would be appealed.
