UAH 121 million in losses on road repairs in Kyiv and Zhytomyr regions – a contractor who worked for Yuriy Golik, who already had criminal proceedings and fled to the EU, was exposed, writes fttc.
It was reported that the director of a private enterprise was suspected of misappropriation of budgetary funds allocated for the repair of roads, committed by a group of persons in an especially large amount by prior agreement (part 5 of article 191 of the Criminal Code of Ukraine).
According to the materials of the investigation, in the period 2018-2020, a private enterprise, in pursuance of the terms of contracts concluded with the Highway Services in the Kiev and Zhytomyr regions, carried out repair work on sections of highways in the Zhytomyr and Kiev regions.
Experts found that the cost of repair work that cannot be accepted for operation is more than UAH 121 million, and the company received this amount from the budget unlawfully.
On March 2, 2023, at the request of the prosecutor, the investigating judge of the Goloseevsky District Court of Kyiv elected the suspect a preventive measure in the form of detention with an alternative in the form of bail in the amount of UAH 6 million.
The criminal investigation is ongoing. All participants in the illegal scheme are being identified.

The scandal surrounding the “cutting” of the “Big Construction” funds showed that the head of the Ministry of Regional Development Alexei Chernyshov is misleading not only society, but also President Vladimir Zelensky personally.
Expert Yuriy Gavrilechko wrote about this in a blog on the site “Regionews.ua”, commenting on the scandalous statement of the former adviser to the head of the Office of the President Igor Umansky about the schemes in the “Big Construction”.
According to him, the power vertical that controls the “Big Construction” is in full view. In June of this year, the Great Construction Coordinating Council was created, headed by Deputy Head of the Presidential Office Kirill Timoshenko. It, among others, included: Minister for the Development of Communities and Territories Oleksiy Chernyshov, Minister of Infrastructure Vladislav Krykliy, Tymoshenko’s assistant Yury Golik, and adviser to the head of the Presidential Office Andriy Yermak Mikhail Podolyak.
At the same time, according to Gavrilechko, Tymoshenko and Podolyak, directly subordinate to Yermak, became the unofficial curators of the “Great Construction”.
“Obviously, this aggravated, let’s say, the“ mutual dislike ”of Yermak / Podolyak and Tymoshenko,” the expert writes.
This situation clearly benefited Chernyshev, who de facto became the main speaker of the Great Construction project and one of its main beneficiaries. Chernyshov is responsible for social facilities (schools, kindergartens, hospitals), thanks to which he has influence on regional elites. And this despite the fact that the situation with the project for him is close to failure. The Ministry of Regional Development reports 89% readiness of the Big Construction facilities, but the media analyzed the data from the official website of the program and write that the overall readiness is only 64%.
Gavrilechko also added that “Aleksey Chernyshov, who is directly oriented towards Yermak, wants to turn his failure with the “Big Construction” into gaining access to even more streams. After all, the scandal that has been revealed is a war within the vertical, where Yermak, Podolyak, Chernyshov and the company are trying to reduce the influence of Tymoshenko, Golik and Kubrakov“.
All these wars over schemes and cutting flows between groups of influence in the immediate environment of the President not only “roll into asphalt” the “Big Construction” project and money from the “Covid Fund”, but mislead the President and collapse his rating. I wonder what conclusions the president will make? Especially when you consider that Chernyshev has already quite effectively blocked another presidential initiative, namely, the town-planning reform… Are we waiting for an early vote in the Rada of the law on interpellation?” – summed up Gavrilechko.
Let us recall that earlier the former adviser to the head of the President’s Office, Igor Umansky, said that up to 40% of the money allocated for the Great Construction project was embezzled. The amount stolen, according to him, is almost equal to UAH 35 billion, which were allocated for road construction from the Covid Fund.
