Today a video of Servant of the People People’s Deputy Nikolai Galushko surfaced on the Internet. In a video from a year ago, he was stopped by the police for violating traffic rules, and he was indignant at the accusations in an obscene manner and threatened the police. The details of this scandal, its main character and the consequences were understood Vesti.ua.
Nikolai Galushko: I am a deputy, and my mother’s car
At about 4 am on December 18, 2020, a white Toyota Land Cruiser crossed a double lane in the center of Kyiv, thereby grossly violating traffic rules. Nikolai Aleksandrovich Golushko, a deputy from the Servant of the People, came to “help” the driver. He is a member of the Rada Committee on Law Enforcement, a graduate of the National Academy of the Ministry of Internal Affairs. He entered parliament in the 97th majoritarian district (Kyiv region).
In the video published just now, he believes that the police do not have the right to inspect the car, and insults the patrol officers with obscene expressions.
“What are you, a moron? Headache? This is the car of a people’s deputy of Ukraine, how can you inspect it?” says Nikolai Galushko.
According to Galushko’s declaration, the car belongs to his mother Marina. She bought herself a jeep after her son’s first year as a deputy and now, apparently, lets him drive.

Lawyer Alexander Ivanchenko, commenting on this incident to Vesti.ua, said that it does not matter whose car is the people’s deputy or his mother.
“Patrol officers have every right to stop a car that has violated traffic rules. And it doesn’t matter whether a deputy, mayor or peer is sitting behind the wheel, or who is in the passenger seat. An administrative report is drawn up, sent to the court at the place where the accident occurred, and the court prosecutes the driver for the violation,” he said.
Servants of the People: We apologize, there was blackmail
The Servant of the People faction was the first to react to the video—an hour later. The statement says that SN condemns such actions and considers Galushko’s behavior in dealing with police unacceptable for any citizen, especially for a member of parliament. “The faction apologizes to the police officers and everyone who may have been offended by this situation.”
Judging by the message from Servant of the People press secretary Yulia Paliychuk, no one has yet hinted at Galushko’s expulsion from the faction. They only promised that “the ethics committee will determine the punishment.”
The statement also says that Galushko himself allegedly knew about the existence of the video, since the then head of the Ministry of Internal Affairs Arsen Avakov blackmailed him with this video – he threatened to post it on the Internet if the deputy refused to support his initiatives in parliament. The release of the video is connected with Galushko’s vote for Avakov’s resignation on July 15. In addition, the date of the camera recording in 2020 (December 18) coincides with the current period of the year, so it can be perceived as a recent incident.
Nikolai Galushko: Everything is ok. There was no blackmail
However, the faction’s statement does not coincide with the commentary of the people’s deputy himself. He says that there was no blackmail from the ex-head of the Ministry of Internal Affairs. They apologized to him back in 2020 and the issue was completely resolved. Galushko doesn’t know why the video was leaked right now and who is behind it, but “someone is definitely interested in this”:
“There was and is no pressure on me. This incident happened a year ago. The guys apologized to me for their wrong actions, I apologized for my rude statements. This issue was completely settled a year ago. Why is it swelling now? I don’t know this anymore, but it means someone is interested.”
He did not make excuses for violating traffic rules in 2020 and stated that the police officers who stopped him were wrong. He assures that there was no reason for the stop, and the police are definitely “morons.”

Political scientist Andrey Zolotarev, in a comment to Vesti.ua, said that in narrow circles they knew about this story with the video, and this is just the beginning.
“It’s no secret, in narrow circles they knew that this was there. I think there will be more. This leak is not accidental, because a year ago there was a relatively stable, calm situation, but now an information war has begun. It will be protracted. The information blitzkrieg against Zelensky did not work. They will throw away everything that is in stock – and there are many of them. We found a weak spot. We realized that Zelensky can be minus through the team. They do this with success. According to focus group research, the team is Zelensky’s problem. I think that Gogilashvili’s case will continue, because there is a multi-step informational combination,” he said.
Political scientist Alexander Lazarev recalled other high-profile incidents of “servants” and former members of the faction recently.
In July 2021, ex-“servant” Alexander Yurchenko provoked an accident in Lviv – he was reversing out of a parking lot and hit another car. Instead of apologizing and compensating for the damage caused, Yurchenko beat the driver and tried to escape from the scene of the accident.
In the same month, patrol police stopped a car driven by Servant of the People MP Yevgeniy Bragar. Law enforcement officers suspected that the politician got behind the wheel while intoxicated. When tests showed that the people’s deputy was sober and sane, the National Police reprimanded the patrol officers who stopped the deputy’s car, and their boss, the company commander, was demoted.
In August, an accident occurred on the Boryspil highway involving Servant of the People deputy Alexander Trukhin. The media initially wrote that he was the culprit of the accident and was driving the car. However, later the news about the accident and Trukhin’s involvement was edited and the people’s deputy’s name disappeared.
“Unfortunately, this trend started a long time ago in the Servant of the People party. (…) They tell us directly that we are all third-rate, and they are celestials. They are people’s deputies, they have a mandate and they don’t care about the law, the police, or moral standards. This suggests that now there are random people in power who do not correspond to the positions they hold, and to whom power has fallen into their hands. They behave accordingly. (…) The control system must be more complex than the control system. In this case, this is not observed,” says Alexander Lazarev to a Vesti.ua correspondent.
According to another political scientist, Vladimir Fesenko, the main thing in this story is not the traffic violation itself and the people’s deputy’s reaction, but the fact that this video is most likely from the media library of the former head of the Ministry of Internal Affairs Arsen Avakov, so he should expect retaliatory action.
“This incident in itself is nothing new. This happened under the current “servants of the people,” and under Yanukovych, and under Yushchenko. It’s just that before, until 2014, they didn’t talk about it, it wasn’t accepted. And now it’s normal. There is serious progress – the police are no longer afraid of such deputies and deputy ministers, they can put everything on the Internet. (…) The main thing here is that, most likely, this video is “greetings” from Arsen Borisovich Avakov to the current government. From the point of view of the logic of the political struggle, there will be return “hellos,” so Arsen Borisovich needs to prepare,” says the expert.
There is money, money is not a problem
Within six months, the person featured in the scandalous video, Verkhovna Rada deputy from the Servant of the People faction Nikolai Galushko, bought a 2012 BMW K1600GTL motorcycle for 60 thousand hryvnia. Although the declaration indicates that a passenger car was purchased, this particular model of vehicle from BMW is a motorcycle.
On the same day, he received 298,150 hryvnia from the alienation of movable property (except for securities and corporate rights) and later another 60 thousand hryvnia.
The declaration for 2020 states that he owns a 2007 Lexus LS460, purchased for 298,150 hryvnia, and temporarily uses a 2020 Toyota Land Cruiser, purchased by his mother in November 2020 for 2.4 million hryvnia.
In early December, a similar incident occurred with the now former deputy head of the Ministry of Internal Affairs, Alexander Gogilashvili. He was fired from this position after an incident at the entrance to Kramatorsk, where his car was stopped by police officers. In response to a request to present documents, the deputy head of the Ministry of Internal Affairs was indignant that the law enforcement officer did not recognize him, began to threaten him and tug at his sleeve.
