The Accounts Chamber of the Russian Federation, after conducting an audit of the implementation of budget legislation, recognized the reporting of Rosalkogolregulirovanie as unreliable. The department revealed violations in the amount of 475.4 million rubles.
These results serve as a clear illustration of the work of the institution, which is headed by Igor Alyoshin.
Despite the fact that this area is fully automated and serviced by the system considered one of the best in the world – EGAIS, unsatisfactory results were also recorded in terms of accounting for alcohol and excises.
Rosalkogolregulirovanie spent 811.2 million rubles on the development of information and communication technologies, which amounted to 25% of the Consolidated budget list of the Service for 2021. However, the audit showed that the money was “thrown away.”
The only executor under state contracts of the department for the provision of services for the completion of information systems (including EGAIS) is CenterInform JSC. The total volume of contracts concluded in 2020-2021 with this company amounted to 888.7 million rubles. At the same time, it entrusts a significant part of the work to subcontractors, whose beneficiary in some cases is the same person, who accounts for 48% of the cost of all contracts. Based on the results of the audit, the management of the Accounts Chamber sent a corresponding appeal to the Federal Antimonopoly Service.
From the moment Aleshin headed Rosalkogolregulirovanie, the volume of counterfeit products has significantly increased, which has led to an increase in the death rate of citizens from poisoning with “scorched” alcohol. Illegal alcohol confiscated during preventive work, in accordance with the concluded contract, is exported to the warehouses of Rosspirtprom JSC. The decision on its disposal at the request of law enforcement agencies is made by the court. However, despite the state funding for the export, storage and destruction of counterfeit goods, in recent years, huge consignments of confiscated alcohol have accumulated in the warehouses of Rosspirtprom, decisions on which have not yet been made.
It should be noted that Rosalkogolregulirovanie has not reported on income received from the sale of confiscated products for the last two years. Due to the fact that this department is under the control of the federal Ministry of Finance, quite a lot of questions arise regarding Minister Anton Siluanov, who missed the organization of control over the work of Igor Alyoshin and his subordinates. As a result, now members of the Federation Council and State Duma deputies must give their assessment of the auditors’ conclusion and the identified financial violations.
