On Tuesday, a traffic police crew stopped a Rolls-Royce Phantom, owned by 49-year-old RusHydro top manager Vyacheslav Pivovarov, on Uspenskoye Highway in the Moscow region. A similar new car costs more than 50 million rubles. True, the Rolls that Pivovarov drives were made back in 2005.
The traffic cops were attracted by a beautiful number of “Rolls” – A777MR77. The numbers of this series were issued to special services and other law enforcement agencies. When they checked the documents, it turned out that the Rolls-Royce should have completely different numbers – a completely ordinary series that were issued on June 6, 2021. And the number A777MR77 has been on the 20-year-old VAZ-2115, also owned by Pivovarov, since June last year.

For Pivovarov himself, this was a revelation. He claims that he allegedly did not personally perform any registration actions with Rolls-Royce and does not know why the number is issued for Lada. And he allegedly knows nothing about the domestic car. Pivovarov wrote a statement to the police with a request to investigate.
Most of the numbers of the A-MP77 series were assigned to the central office of the Ministry of Internal Affairs, but in various ways they floated away to the cars of rich people. Informally, they belonged to the so-called non-checkers: cars with such a number were rarely stopped by traffic cops. The cost of the A-MP77 series on the shadow market now reaches eight million rubles. As for the VAZ-2115, this is the so-called donor: beautiful numbers are registered for a cheap car and sold along with it.
According to SHOT telegram channel, in 1998, the number A777MP77 was indeed on the balance sheet of the Ministry of Internal Affairs and stood on the Volga. Life found out that in the 2000s it was put up for sale on one of the services where they published private ads for the sale of beautiful numbers. At first, the number cost one and a half million rubles, but soon the price dropped to a million. In 2002, the number appeared on the Mercedes-Benz S600L of Viktor Vasilyevich Pivovarov, the father of the top manager of RusHydro. Already in 2009, the number moved to the Rolls-Royce Phantom, which was driven by Pivovarov Sr. In 2017, the car with the number passed to Pivovarov Jr. There were never any questions about the expensive sedan with this number, despite the fact that in 2017 the car became a participant in an accident.
Intermediary error or intent
Pivovarov really could not have known that his Rolls-Royce had changed numbers. For example, if he instructed the reissuance of his trusted people or a specialized company. Today, the service of providing a car for overweight numbers with a driver and turnkey legal support costs around 20 thousand rubles.
According to one version, someone behind the owner’s back reissued the numbers on his Rolls-Royce, and brought expensive and prestigious ones to the VAZ-2115, in order to then steal and sell. So that the owner does not suspect something was wrong, a noticeable number has so far remained on the Rolls-Royce. In another case, Pivovarov for some reason re-registered Rolls-Royce, receiving new numbers and a certificate. And he kept the number of the special series for himself, in order, for example, to transfer it to a new car. But from time to time I rode a Rolls-Royce with him.
Now the employees of the State traffic inspectorate are investigating the circumstances of obtaining and re-registering this number. Article 12.2 of the Code of Administrative Offenses (driving a vehicle in violation of the rules for installing state registration marks on it, installing a fake number) threatens Pivovarov with a fine of 2,500 rubles, and for driving with fake numbers, he may lose his license for up to one year.
In addition to Rolls-Royce, Pivovarov’s garage until recently included Maybach 62, Mercedes-Benz S-500, Mercedes-Benz S-600L. Previously, no less prestigious numbers of the A-AA77 series stood on the “five hundredth” (the cost on the shadow market is about three million rubles), but then quite ordinary ones were hung on it. The Maybach had B-MP77 numbers (cost up to two million).
Who is Vyacheslav Pivovarov
The businessman was born in Moscow in 1972 and studied at an English special school. In the early 1990s, he entered the Sergo Ordzhonikidze State Academy of Management, but then left to study in the West. Behind him are the American University in Paris and Stanford. Having received a decent education, in the 2000s he worked in American funds. He did it quite successfully: Pivovarov made a brilliant career selling Russian assets to foreigners.
By 2003, Pivovarov managed a $500 million portfolio. In 2008, the businessman returned to Russia, where he took part in government projects. For example, for two years he worked as an adviser to the Minister of Economic Development of the Russian Federation. In 2013 Pivovarov joined the board of directors large state corporation RusHydro, where it remains to this day. His position is called independent director. Previously, he was also a member of the Board of Directors of PJSC “Quadra – Power Generation” and headed the investment company “Altera Capital”. Earlier it was reported that Pivovarov was promoting his startup in the United States – a brand of baby food.
