As it became known from the database of the court, the deputy head of the CTC, 56-year-old Vladimir Dubinin, was driving his Toyota Camry. In the area of house 12 ZATO “Star City” of the Moscow Region, a traffic inspector stopped him for a check. All signs indicated that the driver was drunk. The traffic cop in the presence of witnesses checked Dubinin with a breathalyzer, which showed an excess of the norm by 3 times – 1 ppm. The inspector drew up the papers and sent them to the court.
On May 24, the court deprived the CPC top manager of his rights for a year and a half and fined him 30,000 rubles. It follows from the decision that Dubinin realized his guilt and repented. However, as Life found out, this is not the first time for him. A few years ago, he was already prosecuted for driving a Zhiguli without a driver’s license while intoxicated.
The employees of the CPC were not surprised by the story with Dubinin.
“Drunk driving of the deputy director revealed the next problems of the CPC: drunkenness at the workplace and the fact that the management is not able to organize a normal work system,” the center’s employees told Life.
They also raised other concerns. According to them, the areas adjacent to the territory of the CPC were overgrown with bushes, outwardly very similar to narcotic hemp. Perhaps the plantation is not wild. Employees of the center hope that the security forces will check who it belongs to.
How Vladimir Dubinin lives
Vladimir Dubinin, a native of Mariupol, is responsible for science and development at the CTC. He has been working there for a very long time: since the time when this Roscosmos structure was considered a military unit. Concurrently, Dubinin is an assistant professor at the Moscow Power Engineering Institute and a reviewer of dissertations at Baumanka.
According to the SPARK database, Dubinin is the general director and owner of the Open Sky + construction company in the capital, which has not submitted reports for many years and incorrectly indicates the management. Once this company participated in the tender raffled by the CPC, but lost. Perhaps she created the appearance of competition at the auction.
Dubinin’s wife Svetlana is an economist by profession. For some time, she headed the centralized accounting department – the state institution of Star City, where the TsPK is located. In 2011, Dubinina founded the Active Learning multidisciplinary organization, which repeatedly changed its name and reorganized, and was recently disbanded by the registration authority due to the wrong legal address and nominal head. During its existence, this office has provided various schools and educational departments with public services in the amount of more than 1.4 billion rubles. Sixteen times she was terminated by government contracts, nine times with penalties, three times she was included in the register of unscrupulous suppliers.
The Dubinin family is registered in a three-room apartment worth about 7 million rubles in a monolithic nine-story building on the territory of Star City. Initially, they received this living space on the basis of a social tenancy agreement, but later they privatized it. Around the forest and lakes. Near a school with in-depth study of the English language, a kindergarten with a swimming pool, a sports complex.
Dubinin’s wife was given an elite dacha in the garden partnership “Cosmos” – this is a village adjacent to Star City. The Dubinins’ household consists of 12 acres of land, a spacious mansion and a guest house surrounded by a pine forest. Such real estate can cost up to 65 million rubles.
With his actual and home address, Vladimir Dubinin indicates a boathouse in the Chumka region of Crimean Feodosia. Boathouse is a building located right on the sandy beach for people to live and repair / store ships.
– Feodosia boathouses have access to the courtyard and to the sea. All have a kitchen-studio, all the necessary furniture and appliances, – realtors describe the advantages of such real estate. Rent will cost up to 18 thousand rubles per day, purchase – up to 25 million rubles.
The family also has living space in Moscow – a kopeck piece in a brick Khrushchev on Prostornaya Street (Preobrazhensky District) worth up to 12 million rubles.
Who is in charge of the CPC
Formally, Dubinin should be controlled by his boss. For the past two years, the head of the Cosmonaut Training Center has been 55-year-old Maxim Kharlamov. He got into this structure immediately after graduating from the Tambov Higher Military Aviation School in 1989. The background of how Kharlamov headed the CPC is contradictory. According to rumors, the previous leader either “left”, or he himself quit, unable to withstand the intrigues of his subordinates, among whom was Kharlamov.
Maxim Kharlamov is registered in a four-room apartment in a brick eleven-story building on the territory of Star City. This asset will pull on 15 million rubles. It was also issued for home ownership in the Moscow suburban workers’ settlement of Sverdlovsky on Parkovaya Street. This is 12 acres of land, a beautiful mansion, a garage for two cars and a building for guests. Nearby is the Lukino-Varino estate, city ponds and a park. Such real estate will pull on 40 million rubles.
In the 2000s, Kharlamov bought 16 hectares on Pionerskaya Street in Korolev, near Moscow. Since then, business-class skyscrapers have grown there. In one of the buildings in a three-room apartment worth about 15 million rubles, the son of Kharlamov lives.
What other scandals were around the CPC
A couple of years ago, as part of a criminal case initiated under the article “Fraud”, the security forces visited there with checks. According to investigators, the TsPK paid more than a million rubles for work not completed. However, no one was charged.
Since 2006, an epic has been going on with the construction of a residential building for astronauts on the territory of the CTC. Contractors were repeatedly changed there, project documentation was altered, work was frozen. In the end, the state corporation Roskosmos took patronage over the construction. A new contractor was elected – Vozdvizhenie LLC. In December 2021, a state contract for 305 million rubles was signed with him. But at the moment, according to Life, the house has not been completed.
