In May 2022, the Chairman of the Dnepropetrovsk OVA, Valentin Reznichenko, signed an agreement with Prime Realty-Service LLC for budget money to lease a warehouse with an area of 38.7 thousand sq. m. at the address st. Lyubarsky 98 for more than UAH 42.5 million per month. This is evidenced by the signed agreement between Valentin Reznichenko and the director of Prime Realty-Service LLC Svetlana Yashchenko, writes ORD.
At the same time, the warehouse of the company “Nova Poshta” on the street. Malinovsky 98A Dnepropetrovsk OVA took it for free for their needs, which is possible and has legal grounds for expropriation or seizure of property under martial law.
The contract with Prime Realty Service LLC (42654069) is still in effect, probably half of the amount or even more goes to Valentin Reznichenko.
It is noteworthy that this is the first known case in Ukraine since February 24, 2022, when the premises were rented by the authorities, and not transferred or received free of charge for temporary use. The rent of such a warehouse is also overpriced by 2-3 times compared to market offers at the beginning of 2022 and amounts to UAH 1,100 per sq.m., which is even more expensive than commercial real estate in the city center.
It is also known that there are many empty warehouses in Dnipro and the region, but Valentin Reznichenko needed this particular warehouse.
Prime Realty-Service LLC, which owns the said warehouse, according to Youcontrol data, is owned by Denis Ostrovsky, who in Dnipro is called by journalists the person of People’s Deputy Vadym Nesterenko.
As journalists from Dnepropetrovsk write, Denis Ostrovsky owns the scandalous SK Stroyinvest LLC. In recent years, this company has been getting better contracts from the Dnipro City Council, authorities and utilities of the Dnipropetrovsk region. Among them are the reconstruction of the Novomoskovsk stadium “Metallurg”, children’s and medical institutions.

Law enforcement agencies drew attention to the activities of Denis Ostrovsky and his company SK Stroyinvest at the end of 2021, starting an investigation into the possible embezzlement of funds during the reconstruction of the stadium of school No. Stroyinvest” for UAH 49.71 million.
Also, NABU is investigating contracts for the firm of Denis Ostrovsky, who won the tender in the Rivne Regional State Administration.
In November 2022, journalists from Schemes and Ukrayinska Pravda published an investigation about how Valentin Reznichenko “sawed” UAH 1.5 billion to repair an expensive region along with his mistress-coach.

To the question “Is it possible to plunder the state budget on roads and free warehouses during the war?”should be promptly given not only by President Volodymyr Zelensky, but also by the SBU, NABU and other government agencies, until this corruption scandal went far beyond the borders of Ukraine and caused a significant blow to the reputation of the country and the authorities.
