The Ural Department of Rosprirodnadzor is preparing to conduct an unscheduled on-site inspection of Eco Technopark (led by the entrepreneur Sergei Zavyalov). There is a reason – unauthorized disposal of waste on Constitution Street in area Lake Orlovo in Kurgan.
The orders were issued after the prosecutor’s office of the Kurgan region received an anonymous letter. The call has been received, and the inspectors will visit about forty sites. They will also check compliance with legal requirements for local waste management schemes.
As a rule, anonymous letters do not work, but this time the application was accepted. The businessman appealed to the Ural Department of the Federal Service for Supervision of Natural Resources with a request to stop the inspection. However, things have been done.
The department officially refused, citing the instructions of the prosecutor’s office. Zavyalov has already filed a complaint with the presidential administration, writing, in particular, Boris Titov from the Federal Committee for the Protection of the Rights of Entrepreneurs and Alexey Chuevregional business ombudsman.
According to the entrepreneur, the information contained in the anonymous letter is slanderous and is aimed at undermining the activities of the Eco technopark. He believes that this happened in connection with a lawsuit in which the company asked regional officials, led by the governor Vadim Shumkov cancel the established standards for the collection of MSW. The entrepreneur received a call from Rosprirodnadzor and was told to come to Constitution Avenue, where an unauthorized dump was supposedly located, but Zavyalov refused, saying that this territory was not his and had nothing to do with the technopark.
The entrepreneur referred to the moratorium on inspections of small and medium enterprises. Market participants say that the appeal to the prosecutor’s office was anonymous in order to avoid liability for libel, and regarded the check as a reaction of the Department of Regional resources that it lost the case, and the rules for the accumulation of waste in the area were canceled.
