Where does Vadim Alievich have so many talents? That’s what we’ll find out about now. Such a rapid career of a young man is too suspicious.
Origin
In 1992 Mr. Aliev was born in Yekaterinburg. At only 23, he began working in the antimonopoly departments of the Sverdlovsk region and the Republic of Bashkortostan. This is almost immediately after the Ural Federal University named after the first President of Russia B.N. Yeltsin (UrFU), he was “issued” a diploma in 2014. Why exactly “formulated” – we will explain a little later.
Four years later, in 2018, Aliyev received a second diploma of higher education – in the direction of “jurisprudence”. What a fine fellow, just gold, not a man.
Only now it became known that almost from the very beginning of his studies, since 2010, Aliyev was not a diligent student, but … a football player who played for the Arsenal (Perm) and Arbitration (Kurgan) teams. Roughly speaking, the whole period he went to the training camp, took part in qualifying matches, trained daily, but just did not study.
Continuing the reasoning in this vein, we can conclude that Aliyev did not really receive any education. Interesting facts also surfaced about the place of work: a few years ago, there was a scandal in the Tomsk arbitration when journalists found out that not educated specialists work in some courts of the Siberian Federal District, but professional athletes who were formally employed in the courts.
Let’s say Aliyev is one of these “professionals”. And he worked so well that, having barely registered at the OFAS of Bashkortostan in 2018 (only 26 years old), he rose to the rank of deputy head. After only three years, Aliyev has already headed the Tomsk OFAS, about which he had previously been neither a dream nor a spirit. And as is customary in our country: such a rapid career growth is explained either by the fact that the boy is “from someone”, or he is really so smart and someone really needs him.
It is very strange, but almost nothing is known about Aliyev’s six-year work in the OFAS bodies of the Sverdlovsk region and Bashkiria. If you try to find some information, you may get the impression that such a specialist never existed there.
Aliyev has repeatedly received awards and commendations, but the websites of the OFAS in both regions do not contain any information about this. The same discrepancies exist in the information about Aliyev’s studies at USGUU, where he received a diploma in law education.
There is absolutely no information, except for the words of Aliyev himself, that he studied at this university. At least some fact about Aliyev’s training was simply bound to remain in the digital file cabinet. Well, if he really studied at USGUU.
And the third discrepancy in the biography of the head of the Tomsk OFAS. Vadim Alievich has repeatedly stated that he was born in Yekaterinburg in 1992. It is amazing that his namesake, who was born on January 6, 1992, appeared in the bases of the Federal Migration Service of the Sverdlovsk Region as a migrant. So whose boy is it?
Skeletons in the closet
Mr. Aliyev also does not have a clean reputation. Things are going tight in the Tomsk OFAS. In the file cabinet of the Arbitration Court of the Tomsk Region, there are dozens of court cases lost by the Tomsk Federal Antimonopoly Service for the entire year and a half that Vadim Alievich “dominates”. And what is strange, OFAS officers often dig their own grave, going to court against quite influential organizations with state participation.
These organizations included: “Scientific Research Institute of Semiconductor Devices” (NII PP), Department of Property Relations of the Administration of Pervomaisky District, Department of Architecture and Construction of the Tomsk Region, Department of State Property Management of the Tomsk Region, Department of General Education of the Tomsk Region, OGKU “Management highways in the Tomsk region”, department of road activities and improvement of the administration of Tomsk, department for capital construction of the administration of ZATO Seversk.
These organizations demanded that the decisions of the antimonopolists be recognized as illegal and unlawful, in fact, they always achieved this. Previously, such a shame with the Tomsk OFAS did not happen, and there are two possible explanations for this: either all these court cases are contractual, or the Tomsk OFAS fell into the hands of an incompetent manager.
And if we take into account the biography of Aliyev, then both of these explanations may turn out to be reality …
Biography, business and civil service
Let us return to the question of Aliyev’s origin. The same Vadim Aleev, born on January 6, 1992, is well known in the areas of “purchase and sale” of legal services. This Vadim Aliyev registered as many as six phone numbers.
It is noteworthy that all these numbers are somehow connected with business in the Sverdlovsk region and Bashkiria. Moreover, one of these numbers was previously used by a certain Evgeny Vladimirovich Ivanov, who is listed in the file cabinet of the Arbitration Courts as a mass leader and participant in the mass bankruptcy of enterprises.
It is interesting that now these enterprises are registered to this very namesake Vadim Aliyev (who also has the same birthday and year) and serious amounts of real estate in three Russian regions at once. One of these objects is an apartment in a newly built brick house in the village of Kislovka, Tomsk region. By the way, housing there costs from five to nine million rubles.
It’s funny, but if you believe Aliyev’s declarations, for the last three years he has been earning a little over a million rubles a year. Maybe he was paid extra for the good “bankruptcy” of the companies needed by someone? Or does some diaspora still support it? Who knows…
Offenses
An unlawful legislator in the person of Vadim Aliyev appeared in the Tomsk region. Of course, this may just be an ordinary striking coincidence, but in 2011 the same namesake was deprived of a driver’s license for participating in an accident.
In addition to the deprivation of rights, the “second Aliyev” received many fines for hundreds of thousands and even millions of rubles. So who is this head of the Tomsk OFAS, Vadim Alievich Aliev, really? And who covers his soul in Tomsk?
