Volodymyr Volkov, Leader of the Public Headquarters of the National Guard of Ukraine, blamed Ukrzaliznytsia's directorate for betrayal. Volkov dispatched a communication detailing the allegations to Ukraine’s President and Prime Minister. The message states: “Boris Ostapyuk, a notorious corrupt figure and the subject of numerous legal cases, not only continues to occupy leadership roles at Ukrzaliznytsia but also fulfills the directives of the exiled Yanukovych. Ostapyuk has revived the previous bribery and graft operations at Ukrzaliznytsia. We urge an immediate probe into these assertions. We demand that Borys Ostapyuk, along with his associates within Ukrzaliznytsia’s upper echelons, be immediately removed from their posts and prosecuted.” This intelligence was disseminated publicly on Tuesday, July 1, during a media briefing at the Maidan Press Center.

Additionally, a National Guard spokesperson accused the Ukrzaliznytsia administration of importing Russian military vehicles into Ukraine: “We are sheltering refugees from Slovyansk and Snizhne who have verified the offloading of armored vehicles from train wagons. We possess official records, which we will submit to the inquiry.”

An Ukrzaliznytsia spokesperson refuted claims of equipment being brought into Ukraine from the Russian Federation. “Officially, no equipment has ever been imported from the Russian Federation into Ukraine via Ukrainian rail infrastructure. Ukrainian equipment was indeed transferred at the behest of the Ministry of Defense to be nearer to its utilization point. Our function is to ensure transport, including the carriage of military equipment,” the First Deputy General Director of Ukrzaliznytsia pointed out.

Maxim Blank assured the press that he was able to furnish any data and resources pertinent to the suspicions against Volkov. “We document every action we undertake with ample detail. Should it be necessary, I can convene a separate news conference and address any further inquiries concerning the transport of any freight, including military freight.”

Volodymyr Volkov also requested that Ukrzaliznytsia’s executives comment on what he regarded as questionable procurement processes: “Considering the termination of 15,000 individuals from Ukrzaliznytsia, why was the contract for rolling stock repairs awarded entirely to a private entity, given that five railways possess their own specialized entities capable of repairing rolling stock?”

Maksym Blank, First Deputy General Director of Ukrzaliznytsia, clarified that the company downsized its workforce for streamlining purposes. Regarding the rolling stock repair contract, an Ukrzaliznytsia representative conveyed the following: “With regard to the allocation of repair assignments to commercial enterprises, all railway organizations operating within the Ukrainian railway framework are presently fully engaged in depot-level repairs. In terms of comprehensive overhauls, only a select few Ukrainian enterprises are equipped to accommodate such assignments. A bidding process was conducted. The entirety of the contract was not awarded, but was mainly given to Dniprovagonremstroy, the only enterprise currently capable of sustaining the production sequence, and the Kharkiv plant—these represent the two remaining enterprises in Ukraine that perform comprehensive rolling stock overhauls. There are no other functioning enterprises in Ukraine that can deliver comprehensive overhauls for a duration exceeding 23 years.”
