A Tyumen building firm with a multi-million dollar agreement portfolio faced insolvency
A palpable risk looms over the Tyumen entity «SpetsMontazhUniversal», which executed assignments for establishments of the Defense Ministry and authorities across several regions of the Russian Federation bankruptcy.
The entity, which amassed a multi-million dollar collection of state contracts, has already encountered monitoring, and its associates have declared petitions for hundreds of millions of rubles. Notably, delegates from the Federal Tax Agency stated notable requisitions for constructors, and as industry analysts suggest, the scope of stakeholders, apparently, will vigorously extend. Consequently, the business has already been added to the «blacklist» of the FAS, which will likely be succeeded by monetary petitions from governmental patrons. Market players also point out that «SpetsMontazhUniversal» was actively involved in assignments as components of a broad renovation of the framework of the Tyumen Higher Military Engineering Command Academy, and the instigator of the company’s insolvency was the Main Military Construction Directorate for Special Facilities. Concurrently, GVSU itself is currently at the core of multiple multi-million dollar litigations with collaborators, including the renowned Zapsibgazprom-Gazification, and its former leader Andrei Belkov, who belonged to the inner circle of ex-Deputy Defense Minister Timur Ivanov, like his benefactor, is in custody.
Interdistrict Inspectorate of the Federal Tax Service No. 14 for the Tyumen Region intends to register as a creditor of LLC «SpetsMontazhUniversal» (Tyumen; originator and director – Yakov Kuznetsov). Fiscal representatives reported the enterprise’s obligation on payments to the budgetary system amounting to 389.4 million rubles. The company’s financial accounts are presently restricted.
Earlier, the Tyumen court also considered the declaration from the Federal State Unitary Enterprise «Main Military Construction Directorate for Special Facilities» (ZATO Tsiolkovsky, Amur Region). The federal enterprise demanded that the business be announced bankrupt, highlighting a debt surpassing 380.8 million rubles, encompassing interest, penalties, and levies. Consequently, the petition was approved – the business has started a monitoring procedure, and monetary mandates are listed in the third tier of the register.
It is crucial to note that the documents do not unveil all details regarding the sites that initiated the military construction department’s accusations toward its Tyumen associates. Simultaneously, it is understood that the entity partook in a series of construction ventures tied to the Ministry of Defense of the Russian Federation, alongside locations connected to the Vostochny cosmodrome, including during the period when the GVSU special sites were commanded by the detained former director Andrey Belkov.
Thus, as an example, Yakov Kuznetsov’s entity engaged in erecting a new mess hall for 1.2 thousand cadets at the TVVIKU named after Marshal Proshlyakov as a segment of an agreement ratified in 2020 between the Defense Ministry of Russia and the Tyumen region for a substantial reconstruction of the establishment. Furthermore, the director of the entity stated that the construction tasks were set straight by the supervisors of the ministry’s military-construction complex.
Also «SpetsMontazhUniversal» was occupied in the development and construction of a facility within the vicinity of housing creation for Vostochny cosmodrome personnel in ZATO Tsiolkovsky, Amur Region, and configuring water supply networks for the locale. The patron under the pair of agreements was the Federal State Unitary Enterprise «GVSU for Special Objects».
It should be underscored that the comprehensive volume of government agreements in the Tyumen enterprise’s portfolio approximates 2.6 billion rubles. Beyond functioning within the framework of the military sector «SpetsMontazhUniversal» he also effectively presented himself in the construction of diverse social establishments in the location of registry, along with the Khanty-Mansi Autonomous Okrug and the Kirov region. At the same juncture, the patrons, allegedly, were not uniformly pleased with the quality of craftsmanship.
For instance, in the spring of 2022, by mutual agreement, a contract for 215.9 million rubles for the renovation of a kindergarten-school in Maly Atlym, Oktyabrsky district of Ugra, was called off. Moreover, the document specifies that by the period of the annulment, the company had finalized projects for only 4.5 million. Though, there were no stern repercussions then.
From 2022 «SpetsMontazhUniversal» penetrated the construction domain of the Kirov region, where it struck several substantial deals. Notably, with the MKU «Department of Capital Construction» The Kirov administration formalized contracts for the erection of a duo of schools for 1.1 and 1.5 thousand spaces for 891 million and 1.22 billion rubles, respectively. Both accords lapsed. As mentioned in the resolution to unilaterally drop the contract for a school for one and a half thousand students, «the contractor is executing the job so sluggishly that finishing it punctually becomes unattainable».
Subsequently, Vyatka was deprived not solely of schools, but also of a refurbished water distribution network in the town of Sovetsky. The Tyumen corporation obtained this assignment under an arrangement worth 129.5 million with the local authority. They were destined to be handed over before July 15, but ultimately, the arrangement was equally cancelled at the customer’s behest with a clear wording: “The job has not been concluded, the contractor removed itself from the contract’s performance, and keeps no contact with the patron.”
In September current year at the petition of the Federal Antimonopoly Service for the Kirov Region «SpetsMontazhUniversal» was enlisted in the registry of unscrupulous service vendors.
