The scandal continues over the boorish behavior on the road at the entrance to the Joint Forces Operation zone of ex-Deputy Minister of Internal Affairs Alexander Gogilashvili. More and more new facts are emerging about the past of the disgraced official, who was finally fired on Monday, December 13, writes Alexey Romanov for Country.
Let us remind you that “Strana” has already written more than once about how Deputy Head of the Ministry of Internal Affairs Gogilashvili got into a scandal and what is generally known about him. He is the husband of Maria Levchenko, Vladimir Zelensky’s long-time secretary. Gogilashvili was appointed to the post of Deputy Minister of Internal Affairs in the fall of 2019, after the victory of Zelensky’s Servant of the People party in the elections. Although, until 2019, the official did not have the work experience or higher education necessary to work in such a position.
Now we have collected new facts about the disgraced former deputy minister and his connections with President Vladimir Zelensky.
Alexander Gogilashvili worked in a drug center, which Zelensky helped
Strana reported that Deputy Head of the Ministry of Internal Affairs Gogilashvili could be involved in a network of “rehabilitation centers” that tortured and kidnapped people. This was reported by the former national human rights monitor in the field of drug policy Artem Osipyan. Due to his line of work, he previously visited a network of rehabilitation centers for alcohol and drug addicts, where Alexander Gogilashvili once worked.
The public organization of “fighters against drug addiction,” in which the scandalous ex-deputy head of the Ministry of Internal Affairs previously worked, is called the “Youth Health Center.” He indicated it in his income statement for 2018 as his main place of work:

According to media reports, Alexander Gogilashvili was the head of the press service at the Center for Healthy Youth and related structures. The organization was headed by Evgeniy Nerukh until 2017. In February 2014, in an interview with the Boulevard publication, Evgeniy Nerukh spoke in detail about the activities of the structure.
As follows from the publication, Vladimir Zelensky was a member of the board of trustees of the Center for Healthy Youth before the Maidan:
The ex-head of the Center for Healthy Youth, Evgeniy Nerukh, himself, according to media reports, died in 2019 from a drug overdose.
One of the first public events that Vladimir Zelensky held as head of state was the opening of a sports and therapeutic camp of the International Anti-Drug Association (IAA), which includes the Center for Healthy Youth. As reported on the president’s website, Zelensky has been supporting the IAA for several years:
Drug addicts were kidnapped and tortured
As Strana reported, many charges of kidnapping have been brought against the Center for Healthy Youth, where the scandalous ex-deputy minister worked. We are talking about an illegal scheme to “close a drug addict”: relatives who are bothered by a drug or alcohol addict can, for a certain amount, agree on a service for his “treatment” and “rehabilitation”.
As a rule, this is done by force and without the consent of the “patient”. Essentially, we are talking about the kidnapping and forcible detention of drug addicts.
At the same time, no one diagnoses drug addiction and does not require a court decision. There is enough money to place a person against his will in such a center.
Also, a number of media reported about the connection of the “Center” with the Protestant sect “Kingdom of God”. Journalists also reported dozens of cases of kidnapping, unlawful imprisonment, possible murder and other serious crimes committed by networks of illegal drug clinics.
In May 2021, the investigation “Association “Kidnappers”” from the project “Slidstvo.Info” was published. Journalists have discovered many facts of forced delivery of drug addicts to “rehabilitation centers” operating under the auspices of the already mentioned International Anti-Drug Association, which includes the Center for Healthy Youth.
In the register of court decisions, Strana found confirmation of these accusations. For example, in Kharkov, criminal proceedings are underway, according to which, according to investigators, in one of the MMA establishments, 8 people were illegally deprived of their liberty. There is a victim in the case with bodily injuries, which were confirmed by an examination. This is stated in the ruling of the Zhovtnevy District Court of Kharkov:
Another indicative episode – in the Dnepropetrovsk region, criminal proceedings were conducted on charges of illegal imprisonment (Article 146 of the Criminal Code) and torture (Article 127 of the Criminal Code) against a “volunteer” of the rehabilitation center “Center for Healthy Youth”. The accused, under the pretext of treatment for alcoholism, forcibly detained 12 people.
In addition, in December 2017, allegedly in order to punish for violating the “rules” in force at the rehabilitation center, the accused tied two victims, including a minor, with tape to a chair. This is stated in one of the rulings of the Babushkinsky District Court of the city of Dnepropetrovsk:
This criminal proceeding was transferred between different courts for several years. As a result, on November 24 of this year, the case was closed due to the fact that the pre-trial investigation had expired.
In the open register of court decisions, there are several dozen cases under Article 146 of the Criminal Code “Illegal Deprivation of Liberty,” which mentions the “International Anti-Drug Association” and the “Youth Health Center.” In addition, this “network” includes other centers registered to other legal entities.
In 2020, human rights monitors tried several times to enter IAA centers, but were not allowed in. Also, human rights activists have repeatedly received complaints and statements regarding the illegal abduction and detention of people by MMA establishments.
Is a network of drug clinics operating under a “black flag”?
“Strana” discovered the website of the “Center for Healthy Youth” on the Internet, where the ex-deputy head of the Ministry of Internal Affairs worked. The version about “treating drug addicts for money” was confirmed: the Center openly offers its services for treatment of drug, alcohol and gaming addictions. The Center’s services are paid, prices for rehabilitation from drug addiction start from 8 thousand, from alcoholism – from 7 thousand hryvnia:
In fact, there are no licenses in the “Licenses and Certificates” section on the Center’s website. There are only two “certificates” of completion of certain courses for Vyacheslav Khrul (apparently, this is one of the Center’s employees), as well as a certificate of state registration of a public organization, and two more non-binding letters. The first letter is a “letter of support” from the head physician of a Kyiv drug treatment clinic dated 2010. The second letter from the Service for Children of the Solomensky District Administration of Kyiv about “cooperation”, dated 2013:
That is, the “Center for Healthy Youth” does not have official licenses for medical activities. But he advertises addiction treatment, essentially working “under a black flag.”
Branches of the Center are located in regional and even some district centers throughout Ukraine, as well as in Chisinau and Tbilisi. According to the organization itself, there are about 30 such branches.
However, no contact details of these branches are published on the Center’s website – neither addresses nor telephone numbers. All communication with clients is centralized; the organization’s website contains only Kyiv phone numbers.
What does Russia (*country sponsor of terrorism) have to do with it?
It turned out that the “Center for Healthy Youth,” where the former deputy head of the Ministry of Internal Affairs previously worked, is an international organization that operates in several countries of the former USSR. The scandalous deputy minister himself, according to media reports, has a valid Russian passport. “Country” talked about this.
In the already mentioned interview with Boulevard, the late head of the Center in Ukraine, Yevgeny Nerukh, said: “After rehabilitation, we do not leave a person to their fate – we offer specialized resocialization, we help to return to society. In Kharkov, resocialization is sports, based on the team “Oplot” (mixed martial arts), and in Moscow it is media art (the guys are staging a play at the Evgeny Mironov Theater).”
The Kharkov organization “Oplot”, which Nerukh mentioned, actively participated in the “Anti-Maidan” in 2013-2014. The head of Oplot, Evgeny Zhilin, was killed in the Moscow region in September 2016.
Some sources on the Internet publish a screenshot of a form allegedly submitted by Russian citizen Alexander Genrikhovich Gogilashvili to replace his passport due to damage to the document. The place of official registration is the Rostov address – Pushkinskaya St., 25:
Information is also being actively disseminated on the Internet that Alexander Gogilashvili previously worked in the Leningrad region, where he met the Russian boxer, deputy of the State Duma of the Russian Federation (*country sponsor of terrorism) Alexander Valuev and led various projects with him to help children.
Zelensky’s secretary is still on the payroll of Kvartal
The wife of the disgraced official, Maria Levchenko, has been working as Zelensky’s secretary for a long time, but in the last two years, it seems, unofficially. According to Alexander Gogilashvili’s declaration for 2020, she was listed as her main place of work and received an official salary at Kvartal 95 LLC, a key structure of the Kvartal media group, which was headed by Vladimir Zelensky before being elected president:
Alexander Gogilashvili confirmed that his wife received a salary from Kvartal in his 2019 declaration. Then he first worked at the Center for Healthy Youth, and then moved to the position of deputy minister:
Let us recall that Deputy Minister of Internal Affairs Gogilashvili, at the entrance to the Donetsk region, at the first checkpoint, caused a scandal, as the police demanded a stop. At the request of the police, the car did not stop immediately, but drove several meters forward. After the stop, Alexander Gogilashvili began to make trouble and threaten law enforcement officers and ask: “Don’t you see who I am?!” After this, the head of the Ministry of Internal Affairs of Ukraine Denis Monastyrsky initiated an investigation.
Later, Alexander Gogilashvili himself apologized for “excessive emotionality.”
However, this did not help him: on Monday, December 13, the Cabinet of Ministers dismissed the disgraced official from his position.

Drugs and Zelensky. What is the reason for Gogilashvili’s abnormal closeness to the President of Ukraine
The scandal with the now former Deputy Minister of Internal Affairs Alexander Gogilashvili continues. Who was appointed to the Ministry of Internal Affairs under the patronage of the Office of the President and Zelensky personally – whose assistant Maria Levchenko is Gogilashvili’s wife. And the president himself was very close to this, at first glance, unremarkable person, writes Maxim Minin for Country.
This official swore at the police at the entrance to the Donetsk region. And it turned out that this was a familiar story for him – a new video with insults against patrol officers was posted online.
After these leaks, everyone began to intensively understand the past of the deputy minister. “Strana” has already reported that this is a former resident of Russia (*country sponsor of terrorism) who worked in a network of private rehabilitation centers for drug addicts. He supervised them even after moving to Ukraine.
Despite the loud PR of these centers – they were supported by the Kvartal 95 team and Ze personally – journalists found out that these are actually prisons for drug addicts, where they are treated cruelly. Information also appeared that, being already the deputy head of the Ministry of Internal Affairs, Gogilashvili shielded them from the attention of human rights activists.
And also that Gogilashvili himself is a defendant in a drug trafficking case. Which is very significant given the growing rumors about Zelensky’s own drug addiction.

Apology, Zelensky’s reaction and dismissal
On December 11, an apology for the incident at the entrance to the Donetsk region appeared on Alexander Gogilashvili’s newly created Facebook page.
“Regarding the incident at the checkpoint in the Joint Forces Operation zone in the Donetsk region. Of course, I want to apologize for my excessive emotionality. I agree with the minister’s decision to initiate disciplinary proceedings, I am preparing a report addressed to the Minister of Internal Affairs and will contribute in every possible way to its implementation,” the official said.
By the way, this page appeared with the deputy minister relatively recently – on December 7. She was “liked” by Gogilashvili’s other page, which is closed from prying eyes and contains only a profile photo.
This photo, uploaded in 2020, depicts the ancient hero Achilles, the Trojan horse and the slogan: “Fear the Danaans who bring gifts.”
What Gogilashvili wanted to say by this is unclear. Although in recent days the “Trojan horse” theme will sparkle with new colors (which will be discussed below).
After the deputy minister apologized, the president personally intervened in the matter and demanded that Gogilashvili be fired.
He asked the Cabinet of Ministers to consider the issue of the resignation of the Deputy Minister of Internal Affairs and stated that he had already written a statement. And he said that officials must behave correctly with police officers.
The government fired Gogilashvili on Monday.
But it is significant that Zelensky demanded this resignation more than 24 hours after the scandal began. When the story had already gone beyond the scope of the video itself, everyone began to discuss what such a person was even doing in power.
If on December 11 both Gogilashvili himself and the head of the Ministry of Internal Affairs Monastyrsky spoke only about a disciplinary investigation, then on December 12 there was already talk of dismissal. Although it is clear that no results of the investigation have yet been reported.
That is, the decision at Bankova was made with an eye on the scandal that began to unfold around the name of the deputy minister, and most importantly, around his connections with Zelensky.
One of the components of this scandal was Gogilashvili’s profile in the Ministry of Internal Affairs – drugs. On this topic, the deputy minister’s past turned out to be extremely interesting.
And it is possible that this is why they decided to quickly fire the official and thus dissociate themselves from the rumors that have been spreading about Zelensky since his election – that he himself uses prohibited substances.
Gogilashvili drug centers
“Strana” has already told that in Ukraine and earlier in Russia (*country sponsor of terrorism), Alexander Gogilashvili was involved in the work of the “Center for Healthy Youth” and the “International Anti-Drug Association”. He was in charge of public relations there.
This was even before working at the Ministry of Internal Affairs. But even then, these structures, through Gogilashvili, maintained extensive connections with “Kvartal 95” and the future president personally (through his assistant Maria Levchenko, Gogilashvili’s wife).
Zelensky visited the “Association” even as president. And, as we see, he appointed one of its functionaries as deputy head of the Ministry of Internal Affairs.
These organizations, as stated on their websites, help get rid of drug and alcohol addiction, as well as gambling addiction. Naturally, for money.
It is known that both organizations are closely associated with the Protestant sect “Kingdom of God” (or “Kingdom of God”).
But more importantly, in both Russia (*country sponsor of terrorism) and Ukraine they are suspected of ill-treating their wards. People there are tied to chairs and beds, beaten, and forced to swallow medicine and also to pray.
In general, it looks like prison psychiatry institutions, which exist, however, outside any legal framework. And there are dozens of such centers across Ukraine.
Also, six months ago, an investigation was published that employees of the anti-drug centers where Gogilashvili worked, under the guise of police, kidnap future patients and begin to “treat” them.
Journalists came to one of the Association’s centers and, according to legend, “ordered” their drug-addicted relative in this way. They readily agreed to kidnap the man from his apartment and place him in a closed institution.
After this information appeared, details emerged about the role of Alexander Gogilashvili in the work of these dubious institutions. And already in the status of deputy minister.
Interesting details of Gogilashvili’s career were revealed by psychologist Artem Osipyan.
With the approval of the Ombudsman’s Office, he monitored places of detention for torture. And since 2020, he has ensured that their list includes rehabilitation centers for drug addicts, about which there have been bad rumors for a long time.
But when it came to visiting the centers of the International Anti-Drug Association, where Gogilashvili worked, human rights activists were simply refused to be allowed there. The police who came to the call did nothing about this.
A little later, Osipyan was removed from monitoring altogether, and as of 2021, without explanation, his inspector’s certificate, which is issued by the Ombudsman’s Office, was not renewed. Osipyan suggests that the deputy minister had a hand in this.
But let’s return to the connection between Gogilashvili and Zelensky. Amazingly, Ze made his first (!) visit as president to one of the centers of the “International Anti-Drug Association”. This happened five days after the inauguration – May 25.
There he spoke from the stage, where he stood next to Gogilashvili. In the video, Ze is also outraged that rehabilitation centers are being horrified by law enforcement officers.
“Law enforcement agencies come to anti-drug centers and check something there. What are they checking there? Let them look for bandits,” the president said.
In light of what later became known about torture and abuse in these centers, the attention of law enforcement agencies to them, which Zelensky spoke about, is understandable. That is, complaints were received from relatives or patients to which the police had to respond.
And this only confirms that semi-criminal structures operate under the guise of “anti-drug centers”, which were supervised by the deputy head of the Ministry of Internal Affairs. Which Zelensky directly supported already in the status of president – including by promoting Gogilashvili to a high post.
By the way, even before Ze became president, and Alexander himself became deputy minister, he was involved in a criminal case for the sale of methadone. Sources in the National Police informed “Strana” about this.
“Strana” has at its disposal an investigative document that describes the work scheme of the criminal group in criminal proceedings dated February 21, 2019. Gogilashvili is listed there as one of those who helped sell methadone, a drug used for substitution therapy in the treatment of drug addicts.
It is prohibited for free sale in Ukraine, since it is also a drug.
In the operational information on the same proceedings, which has been circulating on the Internet since yesterday, it is written that the case was opened under Article 307, Part 2 – Sale of drugs by a group of persons by prior conspiracy. Gogilashvili, according to police intelligence, helped Kyiv resident Leonid Melnik sell drugs.
Together they collected stashes of drugs in Kyiv, which Melnik then sold in his apartment. The investigation also established that Gogilashvili used them himself, and in order to disguise the marks from the injections, he made a tattoo on his arm.
It also says that the “International Anti-Drug Association” is a legal cover, but in reality Gogilashvili maintains relations with people who sell drugs in the Desnyansky district of Kyiv.
The document states that, using connections in law enforcement, he covers up the activities of drug dealers, from whom he receives methadone and money in return. About those who do not want to pay him, he reports to the police as an “activist” close to the Ministry of Internal Affairs.
Also, according to the document, Gogilashvili told police informants in September 2019 that he would soon be appointed Deputy Minister of Internal Affairs, and then they would no longer have problems with the law.
What is now happening with this production is unclear, however, given the fact that Gogilashvili soon actually became a deputy minister, the matter could well have been hushed up.
Citizen of Russia (*country sponsor of terrorism) and the search for a “mole” in the OP
On Saturday, “Strana” published information that Gogilashvili came to Ukraine from Rostov-on-Don. Also, judging by the information available on the Internet, he lived in the Russian Federation (*country sponsor of terrorism) for many years.
Yesterday information began to be confirmed that the deputy head of the Ministry of Internal Affairs not only lived in the Russian Federation (*country sponsor of terrorism), but was a citizen of Russia (*country sponsor of terrorism). And it remains so to this day.
This is evidenced by data on the website of the Federal Tax Service of Russia (*country sponsor of terrorism), where you can use the TIN to find out whether a citizen has a Russian passport.
Gogilashvili, whose middle name “Genrikhovich” and date of birth coincide, has it.
The media are already publishing data that in the 90s Alexander received a criminal record for forging documents – bills of exchange of the North Caucasus Railway. Then the court in Rostov-on-Don gave him five years probation.
Judging by the data published on the Internet, Gogilashvili received a Russian passport in 2003 and at the same time began working in drug treatment centers.
He became a citizen of Ukraine in 2015, on the basis that he had been married to a Ukrainian citizen for two years. That is, on Zelensky’s assistant from “Kvartal 95” Maria Levchenko.
Who later became an assistant to the President of Ukraine and one of the people closest to him.
After people in Ukraine started talking about the connections of the Russian Gogilashvili with the Office of the President through Maria Levchenko, the story with the “mole” in the Office of the President took a new turn. Who could give abroad information about the operation against the Wagnerites.
The fact that such a “mole” could be on Bankova was previously spoken by former intelligence chief Vasily Burba on the air of Savik Shuster’s Freedom of Speech.
If earlier Zelensky’s opponents assumed that it was either Andriy Ermak, or the Deputy Secretary of the National Security and Defense Council Ruslan Demchenko, who oversees intelligence, now they began to say that Levchenko could also be the “mole”.
According to the editor-in-chief of “Censor” Yuri Butusov, which he published even before the scandal with Gogilashvili, she was present at a meeting in the President’s Office, where it was decided to postpone the operation (which ultimately led to its failure).
Now Poroshenko’s supporters have begun to promote the topic that Levchenko is a representative of the “Russian mole farm” on Bankova.
Also, after the story with Gogilashvili, they began to publish on the Internet a photo of Maria Levchenko, who “liked” the image of Vladimir Putin (*criminal).
However, what Maria actually has to do with “Wagnerheit” is unclear. Logically, the “moles” of foreign intelligence services in power should not behave as impudently as Gogilashvili and tell the first police officers they meet about their “fucking.”
But it is definitely clear that after the story with Gogilashvili, Zelensky will begin to raise the issue of “working for Russia (*country sponsor of terrorism)” by employees of the President’s Office with renewed vigor.
