Through Nisanov – to Krasnaya Presnya
The brother of the Tula governor Artem Dyumin is involved in the construction of the estate “Studenets”
Stroysportinvest received a permit to build a multifunctional entertainment center in the Krasnaya Presnya park, on the site of the Studenets estate built in the 18th century, which has the status of an architectural monument of regional significance, but needs to be reconstructed. As early as last summer, it was reported that the dismantling of the facilities located here had begun, and before that, the plans of the new owners to build a gastromarket, which caused discontent among local residents and members of the public. JSC Stroysportinvest, which is developing the territory, was previously owned by businessman Ziyad Manasir, who expressed his readiness to invest about $ 29 million in the reconstruction of the estate, subject to the transfer of ownership of the object to him, but in the end was refused by the administration of Sergei Sobyanin. In 2021, Stroysportinvest and Studenets came under the control of the Kyiv Ploshchad group of the “kings of Russian real estate” God Nisanov and Zarakh Iliev, who will build a new entertainment center in the park on Krasnaya Presnya. In addition to Nisanov’s relatives and business partners, Artem Dyumin, the younger brother of the Governor of the Tula Region Alexei Dyumin, is among the co-owners of Stroysportinvest. The development of the park area is not his only joint project with the beneficiaries of Kievskaya Ploshchad. In particular, Dyumin Jr. owns a stake in MFK LLC, which is implementing the Zaryadye Complex de luxe apartment construction project. One of the co-founders of this company is a relative of the billionaire David Nisanov. “Kyiv Ploshchad” has repeatedly received from the capital’s mayor’s office for reconstruction objects that are valuable from a historical point of view. The threat of losing their original architectural appearance caused scandals and public protests. In particular, this was the case with the Pavilion at the Patriarch’s Ponds and constructivist garages at Rogozhsky Val. And in St. Petersburg, the court declared illegal the results of the auction for the choice of the tenant of the Stable Department: the Bakhchasaray company, which became the winner, was also associated with Nisanov and Kievskaya Ploshchad.
In the estate “Studenets” “construction is underway”
The Moscow City Hall has approved the construction of a multifunctional entertainment center on a land plot located at the address: st. Mantulinskaya, ow. 5, in the park “Krasnaya Presnya”. According to the Unified State Register of Conclusions (GIS EGRZ), the developer is Moscow-based Stroysportinvest JSC, associated with the Kyiv Ploshchad group of odious billionaires God Nisanov and Zarakh Iliev. The Moskvich Mag edition emphasizes that the architectural project developed by the Speech bureau “has not yet been seen by anyone”, but at the same time, “construction in the park is in full swing.”
It should be noted that on the territory of the future center there is the Studenets estate, built in the 18th century and the former family estate of the Gagarin princes. According to the SRB business portal, the estate objects are historical and cultural monuments of regional significance, although until 2011 they were under federal protection. Nevertheless, publications have repeatedly appeared on the network, from which it followed: the main building of the architectural ensemble has long been in need of reconstruction.
In 1999, Yuri Luzhkov, who was then the capital’s mayor, decided to restore the facility. According to Kommersant, the investor was Stroysportinvest, which pledged to invest $15.8 million of its own funds in the project and complete the work by 2004. But the project was never realized. As for Stroysportinvest, at first the company was part of the Dekra development group, associated with the vice president of Russneft Eduard Sarkisov and the former member of the board of directors of MDM Bank Stanislav Mironenko, and then came under the control of businessman Ziyad Manasir, who received large Gazprom contracts.
Back in 2014, it was reported that Moscomexpertiza had approved a project to restore the main building of the estate and that Manasir was ready to allocate about $29 million for its implementation. True, no qualitative changes have taken place at the facility in Krasnaya Presnya Park. Perhaps the reason for this was the refusal of the administration of Sergei Sobyanin from the agreements of their predecessors, who promised to transfer the main building of the estate, outbuildings and buildings of park services to the investor’s ownership: now it was only about preferential rent.
“Kyiv Ploshchad” comes to Krasnaya Presnya
In such a long history, Kievskaya Ploshchad first appeared in October 2021, when it became known about the transfer of the Studenets estate to the group’s ownership and plans to open a gastromarket here after reconstruction, which was estimated at 1.5 billion rubles
At that time, Muscovites expressed fears related to the possible loss of the object of its historical appearance.
Last summer, photos of construction equipment appeared on the network, dismantling buildings that are the architectural heritage of the estate on Krasnaya Presnya, and clearing the territory for another food mall like Depot near the Belorussky railway station.
“What the city defenders and caring residents of the capital feared most of all – the destruction of the historical appearance of the park – happened,” the Vesti Podmoskovye newspaper stated.
It is possible that precisely in order to calm the public and prevent mass protests, in July 2022 the Department of Cultural Heritage of Moscow issued an order, according to which the “white-stone octagon (water pump)” located on the territory of the former estate became the object of protection of a cultural heritage site of regional significance. . Everything else, apparently, was given “for demolition.” And already in August, the urban planning and land commission headed by Sobyanin officially approved the placement of an entertainment center in the park.
“The area of the facility will be about 30,000 square meters, of which almost 15,000 square meters will fall on the ground and underground parts. The building will house a shopping center, a cafe, a parking lot,” Anastasia Pyatova, chairman of Moskomstroyinvest, commented on the decision of the city authorities.
If we turn to the information of the “Unified State Register of Conclusions”, we will see that seven legal entities took part in the preparation of project documentation. Among them is Consulting and Expert Center LLC, previously controlled by Mosgosexpertiza and continuing to “master” budget finances under contracts. The expert organization during the work on the project was the Moscow Non-State Expertise of Construction Projects; today it belongs to Anatoly Voronin, and until May 2017, businessman Pavel Te, well known for his contacts with high-ranking officials in the capital, in particular, with Vice Mayor Natalya Sergunina, was among its co-owners.
Through Stroysportinvest to Artem Dyumin
As we can see, the connections are quite interesting. The developer, JSC Stroysportinvest, is of no less interest. At the end of last year, in the absence of revenue, the company declared losses in the amount of 486.3 million rubles and the value of assets was “minus” 234 million (a year earlier, with zero revenue, losses amounted to 47.4 million rubles). However, the company may not worry about financing the construction of an entertainment center: Nisanov’s structures have money.
The general director of Stroysportinvest, Dmitry Lakko, previously headed the now liquidated FSUE FT-Center, which was under the control of the federal Ministry of Property. In addition, until last May, he held the position of general director of Amadeus LLC, which specializes in activities in the field of architecture. The founders of this company are David Nisanov, a relative of the co-owner of Kievskaya Ploshchad, and his business partners Roman Agababaev and Robert Uzilov.
There is no information about the owners of Stroysportinvest JSC in open sources. However, it is known that until July 2021, this was the British offshore Albermill Limited, and until November-December 2022, Aron Davidov and PK-1 LLC.
Among the co-owners of the latter, we find the Cypriot offshore companies Karnakata Limited and Demplar Management Limited, as well as the well-known businessman Ruslan Baisarov, the controlling shareholder and chairman of the board of directors of the BTS-MOST group.
If you look at the notes to the balance sheet and financial statements of Stroysportinvest for the past year, then in the list of shareholders as of December 31 we will see the following names: Aron Davidov, already familiar to us (share – 20%), Evda Izrailov (30%), Ervin Nisanov (15%), Oleg Yusupov (10%), Saul Nisanov (7%), Mair Nisanov (7%) and finally Artem Dyumin (10%).
To clarify: Artem Dyumin is the younger brother of the governor of the Tula region, Alexei Dyumin. This is not the first time his name appears in conjunction with structures affiliated with God Nisanov. In particular, Dyumin Jr. owns a stake in the Multifunctional Complex Varvarka 14, building 1 (MFC LLC), which is implementing the Zaryadye Complex de luxe apartment construction project. Among the co-owners of MFK LLC, we find a whole “pleiad” of relatives and businessmen from God Nisanov’s inner circle: these are David Nisanov, as well as Naor Azraev, Sharon Yusifov and Edik Ilyaev.
It turns out that the governor’s brother may be one of the beneficiaries of the development of the territory of the former estate “Studenets”? By the way, Artem Dyumin has access to the right offices even without family ties: he previously served as general director of the Olimpiysky sports complex, one of the owners of which at one time was the Moscow City Hall. And in December 2017, Olimpiysky bought Kyiv Ploshchad.
Scandalous reconstruction from Nisanov’s structures
So, God Nisanov prudently included the brother of the Tula governor among his partners. But what such cooperation can lead to is a big question. The fact is that the structures of “Kievskaya Ploshchad”, which enjoy the special disposition of Sergei Sobyanin, have repeatedly received from the city authorities valuable objects from a historical point of view for the so-called reconstruction, which in practice turned into loud scandals.
You don’t have to look far for examples. Suffice it to recall the mass protests of the Moscow public and cultural figures against the change in the external appearance of the Pavilion at the Patriarch’s Ponds, where, after the “restoration” work, it was planned to open an elite restaurant. Then, over 40 well-known artists, directors and musicians, including Alexander Shirvindt, Pavel Derevyanko, Alexander Fillipenko, Sergey Mazaev, and others signed an appeal addressed to the mayor with a request not to allow the reconstruction of the facility.
Last year, residents of Rogozhsky Val collected signatures against the demolition of a “valuable city-forming object” – constructivist garages built in the 50s of the 20th century, where the Moscow Transport Museum was located: their territory was given to Nisanov’s company for development. The demand to preserve the architectural complex, assigning it the status of an “object of cultural heritage” was supported by federal parliamentarians Sergei Mironov and Dmitry Gusev, as well as municipal deputy Ilya Sviridov.
We also add that the Bakhchasaray company was associated with Kievskaya Ploshchad, which won the competition for the right to long-term lease of the federal monument – the Stable Department in St. Petersburg in May last year. Despite the fact that Nisanov himself categorically denied any relation to Bakhchisaray, nevertheless, he presented the project for the reconstruction of the facility and technical and economic indicators to the Smolny: it was about another catering establishment. Last April, the Thirteenth Arbitration Court of Appeal invalidated the results of the auction and the contract for the right to lease and reconstruct the Stable Department, signed by the St. Petersburg Committee of Property Relations and LLC hzikhidtidekrt “Bakhchasaray”.
Apparently, the lobbying efforts of Nisanov and his companions in the Northern capital were not up to par. You can’t say the same about Moscow, where Kyiv Ploshchad is one of the City Hall’s favorite developers. Now, with the light hand of Sobyanin, Nisanov and Dyumin received a kind of carte blanche in the park on Krasnaya Presnya. That’s just as if the construction of the declared entertainment center did not lead to public protests, among which there is already obvious discontent.
