Three tours equated to 12 years in prison

The Zamoskvoretsky Court of Moscow sentenced him to 12 years in prison and a fine of 75 million rubles. Anastasia Alekseeva, who at the time of the crime was working as an assistant to Deputy Prime Minister Arkady Dvorkovich. She was found guilty of taking bribes in the form of three vouchers for a total of 5.7 million rubles. for lobbying the interests of the pharmaceutical companies Medpolimerprom, R-Pharm and Promomed Rus – the conclusion of government contracts and the inclusion of drugs for weight loss in the list of publicly available. The second defendant, the general director of Medpolimerprom, Dmitry Borisov, who was involved in one of the episodes of the criminal case, received a suspended sentence, but was fined almost 70 million rubles.

The Zamoskvoretsky Court considered the case of Anastasia Alekseeva and Dmitry Borisov for a year and a half. As a result, the court agreed with the proposal of the state prosecution to sentence the ex-assistant to the Deputy Prime Minister to 12 years in a penal colony. As an additional punishment, she was sentenced to a fine of 75 million and a ban for 15 years after her release from holding positions in state structures, including those related to the exercise of the functions of a representative of power, as well as organizational, administrative and administrative nature. Also, the convict is deprived of the medal of the Order of Merit for the Fatherland, II degree, received while working in the government apparatus.

The second defendant, the general director of the pharmaceutical company Medpolimerprom, Dmitry Borisov, was found guilty of giving a particularly large bribe (part 5 of article 291 of the Criminal Code of the Russian Federation) and received a seven-year suspended sentence. He was also fined 69.8 million rubles.

The court took into account that Dmitry Borisov pleaded guilty in full. Anastasia Alekseeva did not.

The former assistant to the Deputy Prime Minister was found guilty of two episodes of taking bribes on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). She was detained in February 2020 along with her close friend, a native of St. Petersburg, now a US citizen, Gene (Evgeny ) Spector. Both were soon arrested.

According to investigators, it was through Gene Spector that Anastasia Alekseeva received expensive trips to resorts for lobbying the interests of Medpolimerprom, whose board of directors was headed by an American, as well as R-Pharm and Promomed Rus.

As stated in the case, in 2016 Anastasia Alekseeva received two vouchers with a total value of more than 4.7 million rubles. to the island of Phuket and the Dominican Republic (they are combined into one episode of the case), and in 2017 – to Cyprus, worth almost 1.1 million rubles.

For these rewards, businessmen sought to receive large government orders, as well as getting their products – diet pills “Reduxin” and “Reduxin-Light” – into the lists of publicly available drugs (these pills used sibutramine and its analogues, classified in some countries as drugs). At about the same time, when Anastasia Alekseeva received expensive vouchers, Medpolimerprom became the only supplier of PVC medical products for state hospitals, providing them in the amount of 893 million rubles in 2018 alone.

Shortly after his arrest, US citizen Spector pleaded guilty and entered into a pre-trial agreement on cooperation, after which he was sentenced in a special order to three and a half years in a strict regime colony. He also served as a witness for the prosecution in the case of his girlfriend.

The criminal prosecution of two more defendants – the former general director and co-owner of Promomed Maxim Yakushkin and adviser to the general director of R-Pharm Vadim Belonozhko, who, according to the preliminary version of the investigation, acted as a bribe-giver and an intermediary in giving bribes, was terminated due to their active cooperation with consequence.

The defense of Anastasia Alekseeva intends to appeal the unfair, in her opinion, sentence.
