The Investigative Committee put on the wanted list 36-year-old thief in law Viktor Zharinov, better known as Caesar. Caesar became another defendant in a criminal case under Art. 210.1 of the Criminal Code of the Russian Federation (occupation of the highest position in the criminal hierarchy). The basis for initiating a criminal case was the results of an audit conducted by employees of the investigative unit together with the FSB of Russia and the Federal Security Service of Russia in the Nizhny Novgorod region.
The investigation believes that in May 2013, Caesar, being one of the leaders of the criminal environment in the Nizhny Novgorod region, took the highest position in the criminal community. From that time until November 2019, he organized the commission of several grave and especially grave crimes.

The purpose of the kidnapping was to force the victims to transfer control over one of the commercial organizations to persons from the criminal environment.
