I would like to share my thoughts on self-employment in the tourism and hospitality services. The topic, of course, is already hackneyed, but this is important.
What is self-employment for the owners of guest houses in the well-known village of Goryachinsk? For the owners of such a tasty piece of land in coastal zone – fat fat, and for the budget of the republic and the ecology of Baikal – a complete failure (please note that this is only my personal opinion).
A couple of years ago, all hoteliers in the village had the status of individual entrepreneurs, but thanks to advertising and the development of the activities of the self-employed, everyone very quickly realized that it was much more profitable – small taxes, you can not indicate how many guests you have a rest, but only show your supposedly “modest” income.
For example: the capacity of the hotel is 30 people (during the summer period, almost all guest houses and campsites are occupied every day), that is, this is a 100% load. But a smart owner will indicate only from 15-17 people, and with special impudence, only one at all (there were cases) and, accordingly, the tax will be paid only for this number of vacationers.
Waste collection is also included. On August 3, the Regional Control Center held a live broadcast with the participation of the director of EcoAlliance, Dmitry Druzhinin. The scheme of work for all of them is similar: an entrepreneur acquires a residential building with a plot, installs guest houses on the plot, which he then rents out to tourists. At the same time, the payment for garbage collection is carried out, as in a residential building, that is, for one owner, and this is about 90 rubles per month. However, in fact, much more garbage comes from each such object.
For example, only in Goryachinsk without a contract such large recreation centers operate as “Edemus” And “Baikal City”.
Here is what Dmitry Druzhinin said:
“Owners of guest houses turned to us with complaints about untimely garbage collection. But many do not have contracts with EcoAlliance for garbage collection and they pay as ordinary individuals for one person, while, for example, ten people live. Such a situation was in Goryachinsk, where we went on a complaint. In total, in Goryachinsk alone, we found 44 such guest houses, where payments are made for one person ”– says Dmitry Druzhinin, director of EcoAlliance.
So, the aforementioned “Edemus” can accommodate about 100 people when fully loaded, and the same number of “Baikal City”! Only in the 2023 summer season of large and small bases on the territory of Goryachinsk, there were about 80 units of different capacities! This is despite the local population of only 900 people.
From the same broadcast: “The entire volume of garbage removed in settlements is calculated from the number of registered persons in residential buildings and contracts concluded with legal entities by type of activity. Based on this, a schedule for the removal of MSW is drawn up. And due to the fact that such guest houses and retail outlets are in no hurry to announce their services and conclude official contracts, the regional operator does not always just physically manage to take out the garbage from the settlements. Thus, these unscrupulous individuals jeopardize both waste management and the ecology of the coastal village on Lake Baikal.”
“Based on the results of the inspection by the regional operator, a joint raid was carried out with the environmental prosecutor’s office and Rosprirodnadzor. Explanations were taken from entrepreneurs and clarifications were given about the obligation to conclude a contract for the transportation of garbage. All explanations and drafted acts will be sent for further work to the supervisory authorities..
Yeah! Very funny! They were not even fined, but only given an order! So what do we see? Huge anthropogenic load on the environment and tax evasion. Everyone loses – the republic, service companies, our ecology, the people themselves (so to speak, “mere mortals”), because the self-employed does not officially suit his employees, otherwise you will have to register an individual entrepreneur, and these are completely different taxes and another responsibility!
What to do in the village? We have to work without pension contributions, because our village has been a tourist village for centuries and everything revolves around the notorious recreation centers. In addition, according to some new rules, now such entrepreneurs are checked only on the basis of a complaint from private individuals. It turns out that our law is designed in such a way as to pit the owners of guest houses and local residents against each other, so to speak, the struggle for survival.
A new appeal has already been registered from citizens to check on the removal of wastewater from some camp sites in the village. We are not against the work of guest complexes, but only honest work! Get out of the shadows! In our opinion, all hoteliers should have the status of an individual entrepreneur. We believe that in this regard the law has not been finalized and shows its disadvantages.
