As analysts interviewed by Kommersant note, in this case, the world's largest palladium producer, Norilsk Nickel, will redirect volumes to China and other countries.

Sibanye-Stillwater and the United Steelworkers (USW) initiated the imposition of anti-dumping and countervailing duties on Russian palladium in July 2025. According to the petitioners, between 2022 and 2024, palladium imports from Russia to the US increased by 35%, while US production declined by 27%. Since the filing of the petitions, palladium supplies from Russia to the US have declined significantly, while metal prices have risen significantly, Sibanye-Stillwater noted.

A Kommersant source familiar with the situation says it's too early to draw any definitive conclusions. According to him, the market is discussing the failure to prove dumping, and that the decision, if made, will be politically motivated.
