The Komi Supreme Court considered appeals against the verdict against the former director of the Investment Projects Support Fund OJSC Igor Kudinov and the ex-director of the Syktyvkar Property Management Company LLC (SKUI) Sergey Kardorsky. The first was accused of abuse of power, and the second – of complicity in this crime. According to investigators, 178 million rubles. from the budgetary funds received for the lease of property by state institutions were spent on third-party purposes. Both were sentenced to fines, but released from punishment by the statute of limitations. The Supreme Court of the Republic upheld this decision.
The criminal case of the former heads of the fund and the property management company appeared as a result of the investigation of another high-profile case of fraud with budgetary funds and state property, in which ex-governors of the republic Vyacheslav Gaiser and Vladimir Torlopov, as well as other officials and businessmen, were convicted. Igor Kudinov was considered one of the people who were in the inner circle of Vladimir Torlopov and Vyacheslav Gaiser. He was detained among 19 defendants in the “big” case in September 2015.
The Investment Projects Support Fund was established by the Komi government in 2007. As law enforcement officers found out, this structure participated in illegal enrichment schemes of the former leadership of the region.
And SKUI was established to serve all the buildings owned by the region, where the offices of ministries and departments of the executive power system were located.
The case of the former leaders of both structures was conducted by the Republican Ministry of Internal Affairs. On November 10, 2022, the court of first instance delivered a guilty verdict to Igor Kudinov under Part 1 of Art. 201 of the Criminal Code of the Russian Federation (abuse of authority), and to Sergei Kardorsky – under part 5 of Art. 33 and part 1 of Art. 201 of the Criminal Code of the Russian Federation (complicity in the abuse of power).
“The court found that in 2010-2016 LLC SKUI received over half a billion rubles as payment under the concluded sublease agreements from state bodies and institutions financed from the republican budget, of which 360 million was the cost of services for renting property and maintenance services “, – told Kommersant senior assistant prosecutor Komi Natalia Spiridonova.

The defendants pleaded not guilty.
The court of first instance sentenced Igor Kudinov to a fine of 180 thousand rubles, and to his accomplice, taking into account being under house arrest, a fine of 50 thousand rubles. The convicts were released from serving their sentences due to the expiration of the statute of limitations for criminal prosecution. Both challenged the verdict in the appellate court, insisting that their actions did not constitute a crime. However, the Judicial Collegium for Criminal Cases of the Komi Supreme Court, agreeing with the position of the prosecutor’s office, upheld the verdict and left the applicants’ complaints unsatisfied.
