In this place, Shilo rose to the rank of deputy chairman of the department and even to the early rank of lieutenant colonel, but in the summer of 2021 he left the SBU as part of a big purge.
Then for a whole year he either did nothing and rested, or helped the authorities reform the Security Service of Ukraine in the status of an adviser to the Presidential Office, or was engaged in a fantastically successful business.
In August of this year, Artem Shilo returned to the authorities to head a new unit of the SBU – the Main Directorate for Counterintelligence Protection of Critical Infrastructure Facilities and Combating the Financing of Terrorism. Abbreviated as Main Directorate “I”.
All these years, Artem Shilo remained very non-public.
Shilo himself brushes aside rumors that he received the position as “a Tatar man.” And he even assures that he had no plans to return to the Security Council at all. Artem Shilo, in an interview with Bigus.info, convinced that the apartment registered to his wife is a mother-in-law’s house, and his father’s house is really his father’s. They say he made money from construction and sale of real estate. Shilo Sr. worked in the Ministry of Internal Affairs until the mid-2000s, then for some time in a municipal security company with a low salary, then for several years he did not officially work anywhere. Until real estate fell on my father at the end of 2016, when Shilo Jr. moved to Kyiv. First, office space in Kharkov, then two townhouses for $150 thousand right there, and only then, after the sale of the townhouses, a courtyard near Kiev, where by that time Shilo Jr. had already moved. Which now assures that there is no relation to all of the above.
In May 2022, as soon as the Russian troops retreated from Kyiv, Shilo Jr. took over two large apartments in Lipki. Now the developer sells them for $360 thousand apiece. But Artem Shilo assures that he got it several times cheaper, because prices fell due to the war.
But where does that kind of money come from? After resigning from the SBU, Shilo registered a sole proprietorship and a law firm, but according to him, she never received a single contract. And Artem Shilo does not say where he earned the money.
The owner of the rest of the property in the family is listed as Shilo’s wife, Irina. As is often the case in families of law enforcement officers with a modest salary, Shilo’s wife is a successful and wealthy businesswoman, the founder of a chain of salons and several other different businesses. However, Shila’s wife became successful and rich after she became Shiloh’s wife.
Shilo advised journalists to look at his wife’s declaration, as if everything was written down there. But if you put together everything that is reflected in Irina’s declarations for almost 10 years, you will collect somewhere around a million dollars. But, firstly, it does not cover even half of everything registered for it (commercial real estate in Lipki alone costs two million), and secondly, how that million was collected is a separate and rather funny story.
Irina’s main business brainchild is a chain of beauty salons under the “365” brand.

In one of the interviews, Irina said that when she moved to Kharkov, she got married and gave birth to a child – “business began to fade away”.
But here’s the paradox. It was when Irina married an SBU officer and “went on maternity leave” and her business “came to naught” that the number of zeros in her accounts suddenly began to grow rapidly. Irina is given a share in the business, millions begin to flow through her individual entrepreneurs, Irina herself gradually increases in property, and her Instagram is full of photo reports from all sorts of islands.
2015 Irina marries SBU officer Shilo. A wedding in the Dominican Republic appears in the photo album, and in the garage there is a new Lexus for about $50 thousand.

In the fall, he just took over – and immediately his wives Kritsina and Artem Shilo received jobs at the Alfa-Omega Accounting Center, which provides legal and accounting services, including in the area of IT, which was precisely supervised by the Kritsina-Shilo department . Over the six years that Irina was part of the owners of this company, she received more than 5 million hryvnia in dividends.
2016 There is still no word about the resumption of business, but her private entrepreneur has another million plus in her account. On Instagram – Cuba and Mexico. Moreover, Irina is on maternity leave, and Shilo is in the SBU.
2017 — Irina is still planning to return to business; the first small studio will start working in test mode only at the end of October. But through Irina’s sole proprietorship they are again chasing a million. On insta Israel, Türkiye.
Then Irina actually set up salons a few years later. By the way, these are investments first, that is, expenses – and only then income. But it seems that no costs are a problem for her; salons are growing like mushrooms. And another period begins: even when she complains about problems and losses in business, her sole proprietorship is still filled to capacity with money, and Instagram with photos of vacations all over the world.
2018 – Irina opens another studio at Zhulyany airport. She did not live long – the studio was closed due to a lack of clients. At the same time, there is plus one and a half million in the accounts, and Bali on Instagram.
And somewhere else there are funds – for designer renovations and the arrangement of a full-fledged large salon on the Left Bank. And immediately – another studio in the cottage town of Zoloche, where the house is registered in the name of Shila’s father.
2019 – on Instagram, Irina complains about a bad year: “I did not receive the proper moral and material benefits from my favorite business.”
But if there is no exhaust, who financed the grandiose, year-long construction of the next salon: a flagship, two-story, in the center of Kyiv? An individual project from a cool design bureau, everything is expensive and super environmentally friendly – right down to the sofa, which was brought from Bali.
2020, when everyone, especially the service sector, was hit hard. On Instagram, Irina wrings her hands:

“We suffered, like everyone else, big losses and we can’t plan not only to grow, but also to stay afloat.”
Meanwhile, another 6.5 million passes through its individual entrepreneurs. A new Toyota Camry appears in the garage, and in the photo album – “I’ve lost count of how many times” Türkiye and a week’s vacation, probably in Mexico.
2021 – Artem’s wife Shilo no longer complains about anything, but simply adds a new Mercedes to her collection (this one now costs around $85 thousand) and flies to the Seychelles. For the anniversary – to Paris, and to close the season in Saint-Tropez. Two weeks with the whole family in a hotel, which Irina offers us for such dates and such a number of people, for almost 2.5 million hryvnia.
Even that year, a new apartment appeared in Instin. It was rented out for 180 thousand UAH per month.
In November 2021, she buys the first bundle of commercial real estate – in Lipki (this is approximately $1.8 million), and a few months later – the second, on Tarasovskaya (and it could be somewhere else a million dollars).
This year, Irina is starting another construction – her largest salon – this time a three-story one, in the residential complex on Oblon – Oresidence. Construction that even war cannot stop. And this despite the fact that, according to Shila himself, her business is now barely vegetating – only two salons are operating and those are at 20% capacity.
Journalists discovered another room in the center (basement in the business center), next to the main salon, where Irina set up not only an office, but also a mini-salon-bunker so that bombing would not interfere with her beauty. At the same address they found the company “365 Acts” LLC, which is engaged in real estate and has a charter of 23 million. Only it’s not registered to Irina, but to a certain Violeta Bankovskaya. This is Irina’s HR account and something like her personal assistant.
And one day Irina decided that there should be a bar in the salon. And the company “365 bar” appears in the state register, registered under the name of a certain Alexander Skuratov. Who Skuratov is can be better explained by the tags that his number has in the phone books of different subscribers:

Skuratov, who previously had rather deplorable official income, was later issued with:
- a house of 190 sq m near Kyiv (these were sold for $200 thousand);
- the AUDI S6 car that Shilo drove (now it costs $60 thousand);
- Mercedes GLE 63 (costs $125 thousand), wife Shilo will record the car’s car, and in the end the car will later be re-registered directly to Irina.
In addition, this year Skuratov was registered in Ukrzaliznytsia, where Kritsyn works.
Currently, the Main Directorate “I” is engaged in the protection of critical infrastructure facilities. Light, water, transport, communications, medicine and access to food. Today, among the tasks of the SBU is not only to catch saboteurs at these facilities, but also to deprive enemies and traitors acting in the interests of the Russian Federation (*country sponsor of terrorism) of influence over these industries.
In addition, although this is not the arrival of the SBU, so to speak, in connection with a great public demand, Shilo also undertook to de-Russify the gaming market. And not just to deprive Russian-controlled companies of their licenses, but to impose sanctions on software platforms in order to cut off the Russians’ path to the Ukrainian market.
In particular, we are talking about 1xBet. Artem Shilo is accused of being involved with the most scandalous player on the market today.
1xBet is one of the most famous online bookmakers in the world. This business was created by three Russians and in the Russian Federation (*country sponsor of terrorism) itself it worked in the gray, without a license and without paying taxes, which resulted in a criminal case, seizure of assets, and putting the founders on the wanted list. The founders successfully acclimatized in Cyprus, and their brainchild continued to work.
In early April, as soon as the Russian army was expelled from Kyiv, 1xBet received an official license. And this led to a serious scandal. People’s deputies are beginning to find out that it was not 1xBet itself that received the license, but a Ukrainian LLC as a representative of the brand. Although the law says: a company owned or controlled by Russians cannot obtain a license.
It turned out that no one checks the long list of restrictions according to the law, because the procedure for checking them was never approved.
In search of an answer to the question – a mess or a conspiracy – journalists and activists began to sort through the options: who helped the Xers enter the Ukrainian market.
The first thing they pointed to was Boris Baum, then chairman of the KRAIL advisory and expert council. In the past, a top manager associated with the Russians of BC Energy has transformed into an adviser to the deputy head of the OP Kirill Timoshenko, this is official, but unofficially – into an eminence grise of gambling. When the scandal broke, Baum was fired, but for some reason they were in no hurry to take away his license.
So the inquisitive Ukrainians went digging further and got to the bottom of the TECHIIA holding and Shilo.
Officially, the Ukrainian company TBK LLC received two licenses to operate under the 1xBet brand.
Its owner is Sergei Tsybin, a former banker – but so former that now there are other banks are suing with Tsybin due to non-repayment of regular card loans. The company’s charter is 30 million, the cost of one license is 25, and the second is 117.
At the same time, it turned out that Tsybin previously owned the Me-Estate company, where the director was Yuri Lazebnikov, managing partner of the Ukrainian IT and e-sports holding TECHIIA. Holding, which last year officially announced cooperation and a joint project with 1xBet and even announced “X” as partners for 2021. In Current, the chief lawyer is Roman Rodin, whose brother Alexander runs this same TBK, which received licenses in Ukraine for 1xBet.
The second managing partner of TECHIIA is Oleg Krot. He admits that he knows the founders of 1xBet and actually had one project with the “X” last year, but he assures that this project lasted no longer than a month. At the same time, Krot has nothing globally against the work of 1xBet in Ukraine. More precisely, he considers this issue debatable and is inclined to take a pragmatic approach – it would be good if taxes went to Ukraine.
After another wave of scandal, the license was canceled – but the company is suing for its renewal.

As for Shilo, he was called the “patron” of 1xBet “InformNapalm”, casually, without any special details. It later turned out that Artem Shilo registered his law firm at the address of the law firm, whose partners, according to Napalm, accompanied the licensing of TBK, and later defended the companies in court.
In addition, Bihus.info journalists found out that among the main TECHIIA projects presented on the holding’s website there is a large-scale eco-techno park. In the company “Dynaline”, which was supposed to implement it by the founders, there was the aforementioned Mole with Sergei Titov, Shila’s godfather. The sbushnik’s godfather must deal with bureaucratic red tape and land registration.
Shilo himself now pretends that he barely remembers who baptized his child and what he did.
“But it seems that the godfather, like the driver, was “built-in” into a certain business system. In addition to Dainaline, Titov owned particles in two more companies, together with the wife of Shilo’s boss, Klimchuk. About three years ago, that is, after they, according to Shilo, stopped communicating, they were written off with Titov as “Sasha the driver of Artem” Skuratov. And even later, Titov’s fate in Dainaline was attributed to Evgeniy Lyashchenko, who would later be appointed a member of the board of Ukrzaliznytsia,” journalists reported.
