The SBU claims that the Hungarian intelligence network that collected classified information in Transcarpathia was led by Zoltan Andre, a career Hungarian military intelligence officer.

According to investigators, he previously conducted intelligence activities in Georgia from 2016 to 2020, posing as a diplomatic mission representative. In 2021, he shifted his focus to Ukraine.

He then began recruiting local residents, tasking them with gathering information, in particular about the region's military security, local socio-political sentiment, and the likely public reaction to the introduction of Hungarian troops. He held these meetings in Hungary.
