The new microdistrict of the city cannot receive gas and water for 4 years already.
The actions of Uray officials were sharply criticized by residents of the new microdistrict of individual development Yuzhny and members of the public. The reason is the critical deadlines for non-fulfillment of obligations to provide about 100 houses with water and gas supply networks. According to representatives of the initiative group, promises to provide gas were made several years ago and were written into the lease agreement between the city administration and the developer company SpetsStroy-Center, but officials are still trying to evade responsibility for resolving the issue, and the contractor City Hall and refused to continue to cooperate with local managers. It is noteworthy that the supplier of the resource, Shaimgaz, apparently also violated the contractual relations with the residents. The joint-stock company was unable to provide gas supply within the 100 days specified in the agreement. Meanwhile, today the stumbling block was the new deadlines for putting networks into operation, which were announced by representatives of the city administration. Statements the affected citizens called the deputy head of Urai Vadim Garifov “lies and misinformation”. In addition, deputies of the local Duma are also preparing their uncomfortable questions for Mayor Timur Zakirzyanov.
The unfolding conflict around the gasification of the new Yuzhny microdistrict in the LUKOIL showcase city of Urai once again revealed the inconsistency in the actions of contractors and municipal authorities, as well as, apparently, deliberate misinformation of residents about the progress of the commissioning of gas and water supply networks. Such conclusions were made by the owners of houses and representatives of the local duma after they received an official response from the mayor’s office about plans to complete the project for the integrated development of the territory.
So, according to the statements of the acting deputy head of Urai Vadim Garifov, already on August 1, 2022, water and gas supply networks will be put into operation in the microdistrict. At the same time, the official noted that until July 1, the developer of SpetsStroy-Center LLC must send documents with the results of an examination of the industrial safety of the gas pipeline to Rostekhnadzor to obtain a conclusion on the readiness of the facility for operation.
However, it was precisely the details of the relationship between SpetsStroy-Center and YUTAR that made members of the public and participants in the conflict doubt the reliability of the information of Uray administration officials. By the way, the residents’ suspicions were confirmed by the publication and by the organization that provides services in the field of industrial and energy security. According to the head of the planning and economic department of UTAR LLC Aigul Gorbunova, today the company does not have a signed contract with SpetsStroy-Center.
“Back in January, we sent a contract with all the calculations to the company, but the customer did not sign it. Accordingly, there are no contractual relations,” commented the representative of UTAR.
By August 1, most likely, in the microdistrict there will be not only the promised gas, but also water supply. According to local residents, the Uray Vodokanal refused to accept the facilities built by SpetsStroy-Center.
By the way, the residents of the microdistrict did not wait for the mayor’s office contractor to fulfill its obligations under the land lease agreement, and they themselves concluded technical connection agreements with the resource supplier Shaimgaz JSC. However, this enterprise, one of the shareholders of which is the administration of Uray, apparently, has overdue its obligations.
Meanwhile, Oleg Kandrushin, General Director of Shaimgaz, said that the work on gasification of the microdistrict by the joint-stock company is in full swing.
Recall, for the first time in the public plane, one of the acute urban conflict got two years ago. During this time, the residents of the Yuzhny microdistrict have not been able to get the developer and the authorities to fulfill their obligations for improvement, which include the provision of gas and water supply. Without the necessary resources, there are about a hundred low-rise residential buildings, where privileged categories of the population also live. Currently, the deadline for fulfilling contractual obligations has already expired, but the developer does not intend to prolong relations with the mayor’s office and complete work at the facility.
It is noteworthy that in personal conversations with residents, the city authorities tried to shift the responsibility onto the owners of the houses themselves, who entered into contracts with an unreliable developer.
