The partner of the head of Rosseti takes away the assets of Energogaz for 870 million, and they go to Doev and VIS for the money
The high-profile bankruptcy of Energogaz, which acted as a sub-general contractor for the Punginskoye UGS expansion project in the Khanty-Mansi Autonomous Okrug, has taken a new turn. After a list of unsuccessful attempts, a 100 percent stake in the company’s subsidiary, Nauchny-6, was sold.
Its owner for hundreds of millions was Andrei Boksha, whom market participants call the partner of Rosseti CEO Andrei Ryumin, pointing to joint assets in the past. Meanwhile, the deal will play a key role in the issue of the volume of potential subsidiary liability for the debts of Energogaz, to which claims were made for billions. Now they are trying to attract not only assets close to Gazprom to the “subsidiary”, but also notorious managers, such as the ex-head of Gazprom Tsentrremont, and now the general director of the VIS Group, Dmitry Doev, and Alexander Karabanov, who is considered “partner of the Doev family.” According to informed observers, the managers have a long trail of conflicts, among them, in particular, they recall the bankruptcy of Yugorskremstroygaz and the problems of Gazprom Novy Urengoy Gas Chemical Complex, as well as criminal proceedings. At the same time, market participants point to the disputes surrounding VIS itself, of which Igor Snegurov is considered the beneficiary, and note a rapidly growing tangle of claims.
Boksha Andrey Andreevich became the winner of the auction for a 100 percent share in the authorized capital of Nauchny-6 LLC, offering 870 million rubles. Nauchny-6 is a subsidiary of the bankrupt Energogaz LLC, which acted as a sub-general contractor for the Punginskoye UGS expansion project in the Khanty-Mansi Autonomous Okrug.
Let us clarify that the main owner of Energogaz is Tsentrenergogaz (previously part of the Gazprom PJSC group, now the main owner is Gazstroyprom JSC, the ultimate beneficiary of which market participants consider the same Gazprom).
The main activity of Nauchny-6 LLC is real estate management. The company owns a complex in Moscow, the total area of buildings and premises of which reaches almost 10 thousand square meters, as well as a land plot of 16.6 thousand square meters. “Currently, the complex is leased, the estimated rental payment is 4.5 million rubles per month. The usable area is 7419 sq. m, <...> 61% of the usable area has been leased, 39% is free and can potentially be leased,” follows from the tender documents.
Let us recall that the bankruptcy of Energogaz revealed dubious manipulations with the shares of Nauchny-6, as well as with the real estate itself, as a result of which Gazprom Tsentrremont was charged with an “illegal purpose.”
As a result, the share was sold with a significant drop in price. As Pravda UrFO reported, earlier they tried to sell it for 1.8 billion.
The buyer is also notable in this case. Thus, federal media call Andrei Bokshu a partner of Capital Group co-owner Pavel Te and Rosseti CEO Andrei Ryumin. So, according to Kontur.Focus, Boksha and Ryumin, for example, were co-owners of Prime-Invest LLC from Moscow. Now the company, according to the system, is associated with Viktor Vekselberg.
Let us add that the amount for which the share in Nauchny-6 was sold may affect the amount of potential subsidiary liability within the framework of the bankruptcy of Energogaz. At the beginning of this year, it was reported that the third stage of the register of claims of creditors of the subgeneral contractor for the expansion of the Punginskoye UGS facility, excluding penalties, included claims in the amount of 2.6 billion, with 1.2 billion coming from an affiliated entity, Gazprom Tsentrremont LLC.
As the publication reported, in particular, they are trying to attract Tsentrenergogaz, Alexander Karabanov, the ex-director of Energogaz and the current head of another asset associated with Gazprom, Elektrogaz, Alexander Psatiy (ex- Director of Scientific-6 LLC) as well as Gazprom Tsentrremont and its former head, now General Director of VIS Group JSC Dmitry Doev.
As market participants emphasize, a whole list of conflicts is associated with Dmitry Doev, and they consider the mentioned story with Energogaz, the bankruptcy of Yugorskremstroygaz and the problems of Gazprom Novourengoysky Gas Chemical Complex LLC (Gazprom NGKhK) to be among the key ones. “It’s a wonderful story, when Doev was at VIS, went to Gazprom, under him the billion-dollar claims of the VIS PF were lost, and he returned to Snegurov,” notes the publication’s interlocutor.
Now they want to bring to subsidiary liability both PF VIS LLC and the VIS Group, as well as EcoTrans-N LLC and KPF LLC.
We are talking about the notorious bankruptcy of Ecology-Novosibirsk LLC, whose activities, among other things, are being studied as part of a criminal case under Part 7 of Article 159 of the Criminal Code of the Russian Federation “Fraud.”
As the publication reported, VIS also had other conflicts in the Novosibirsk region. An echo of one of them, apparently, is the claim of Individual Business Solutions JSC against PF VIS, probably for more than 89 million rubles.
