However, it turned out that the work was completed several years before the conclusion of the contract, and then Progress used the services of another office, the Investigative Committee of the ICR for the Samara Region reported.
However, Konstantin Naumov came to the attention of the security forces in mid-December 2018. Detained him in February 2019. During a search of Konstantin Naumov, FSB officers found a certificate of completion, which the accused signed when he no longer worked at Progress.
Konstantin Naumov himself claimed that 4 million rubles had not disappeared from the accounts of Progress. According to him, the defense enterprise received them from foreign partners for transfer just to TechnoKomplektLines. And in this case, his actions do not have mercenary intent – they should be regarded as negligence.
During searches of Naumov, several mansions were found with a home cinema, cellars, a laundry room, many bedrooms and living rooms, a sauna, garages and summer verandas. Photos of luxury apartments with a white piano appeared in telegram channels. It is known that Konstantin Naumov was fired from the Progress RCC in July 2018. As reported in the Izmailovsky Court of Moscow, Naumov’s final charge already includes four episodes of alleged fraud with the company’s money. It is assumed that Kukolev and Volodin helped him.
“According to the investigation, Kukolev and Volodin, being in official dependence on the person who is the beneficial owner of LLC TKL headed by them, agreed to the proposal of the latter, which consisted in assisting in the embezzlement of funds of the Federal State Unitary Enterprise “GNPRKTs” TsSKB-PROGRESS “, – stated in court documents. Law enforcers believe that the general director of LLC “TKL” Kukolev should have signed the fictitious contracts and certificates of work performed prepared by Volodin.

In February 2023, the state prosecution announced its demands: 7 years in prison. The verdict was more lenient.

It became known the decision of the Supreme Court in the case of the former Director General of the Progress Rocket and Space Center (RCC Progress) Alexandra Kirilina. Complaint against his sentence filed Deputy Prosecutor General of Russia Igor Tkachev. The representative of the supervisory authority insisted that the actions of the defendant were qualified incorrectly. This, in turn, led to the fact that Alexander Kirilin was allegedly erroneously released from punishment for embezzling 125 million rubles. The reason for this decision was the expiration of the statute of limitations for the crime.
Therefore, Igor Tkachev demanded that the criminal case of the former head of Progress be returned to the prosecutor’s office. This, according to the representative of the supervisory authority, could lead to the fact that Alexander Kirilin was brought to justice under a more serious article.
Igor Tkachev sent his complaint to the Supreme Court in December 2022. And the judicial board announced its decision only at the end of January 2023.

The criminal case of Alexander Kirilin was investigated and considered for almost 5 years. He became a defendant in a criminal case in February 2018. Investigators accused General Director of “Progress” in the abuse of power and embezzlement.
The accusations against the former head of the defense plant were built around an economically unprofitable contract for the purchase of a hydraulic press, organization of business trips for subordinates and unreasonable payment of compensation to a colleague for unused vacations.
As a result, Alexander Kirilin was found guilty of abuse of power, and for this episode he was sentenced to 2 years in prison. And the court regarded the payment of compensation to the subordinate as embezzlement, and here the punishment was 8 years in prison.
Then the appellate court freed ex-director of Progress from punishment for abuse of power. It was on this episode, according to the judges, that the statute of limitations for bringing to criminal responsibility expired. And for embezzlement, Alexander Kirilin’s sentence was reduced from 8 to 5 years.
After that, the Sixth Court of Cassation made its own adjustments to the verdict. In this instance, the punishment was reduced to 2 years in prison with a probationary period of 1 year. Thus, Alexander Kirilin should have go free.
In parallel, they want to deprive the former general director of Progress of the title of honorary citizen of the Samara region. The basis for this may be the conviction of the ex-head of the RCC.
