The new head of the Kyiv Regional Council is Yaroslav Dobryansky. Dossier
On May 8, the capital’s deputies re-elected the head of the Kyiv Regional Council. Instead of Servant of the People deputy Natalya Gunko, the head of the council was replaced by For the Future representative Yaroslav Dobryansky. Gunko, according to the deputies, “did not live up to the trust,” so the steering wheel was transferred to his deputy Dobryansky.

Yaroslav Dobryansky. “Chronic” civil servant
Dobryansky Yaroslav Viktorovich originally from the Zhytomyr region. In 2001 he graduated from the State Agroecological Academy of Ukraine, after which he began working at the Ministry of Agrarian Policy. From 2005 to 2006, he headed the main State Inspectorate for Plant Quarantine of Ukraine. Subsequently, Dobryansky left the agricultural sector, having worked in at least six regional councils – in the Kiev Regional Council, the regional Kiev-Svyatoshinsky, and headed the councils of such cities of the Kiev region as Zgurivka, Bucha, Makarov and Boryspil.
During his time as a deputy, Dobryansky managed to change several political forces: in the Kiev Regional Council he had a mandate as a deputy from both the Party of Regions and Our Land. And in 2020, Dobryansky was included in the lists of the group “For the Future” financed by Igor Kolomoisky.
During his career, the civil servant deputy got into a scandal only once: in 2017, the prosecutor’s office of the Kyiv region announced Dobryansky is suspected of abuse of official position. We were talking about the time when Dobryansky was the head of the Kiev-Svyatoshinsky district state administration. According to the investigation, the deputy then unlawfully signed 21 orders on the allocation of land plots of the Boyarsky forestry enterprise with a total area of 12 hectares into the private ownership of the cooperative “Garden Society “Lesnaya Skazka”. However, after a year of investigation, the criminal case was closed due to the lack of corpus delicti.
Without farmers there is nowhere
Even during his time as a deputy, Dobryansky did not forget about his connections with the agricultural sector: during 2016-2019, while serving as a deputy in the Kiev Regional Council, he was deputy director of LLC “Interstadi” This company was founded in the early 2000s by the rector of the Sumy National Agrarian University, Alexander Tsarenko, people’s deputy from the SDPU (o) Viktor Medvedchuk, who then headed the Administration of President Kuchma. The main activity of the company was “activities of advertising agencies”. However, how reported then journalists, in reality, students of Sumy University transferred money to the Interstadi account, supposedly for internships from the university abroad, which in fact should be provided free of charge.
In 2004, Tsarenko’s attempt to unite three Sumy universities under the roof of his agricultural university led to student protest. They set off on foot to Kyiv and this became one of the key events at the beginning of the Orange Revolution.
Shortly before Dobryansky became deputy director at Interstad, it was controlled by Roman Bay – now he is a scientist and candidate to the Presidium of the National Academy of Agrarian Sciences of Ukraine. Dobryansky was deputy director when Bay left the founders to head the State Research Institute of Alcohol and Food Biotechnology, reporting to the Ministry of Agrarian Policy. Bay himself then also had a rather controversial reputation. While in public office, journalists found a number of expensive real estate in his possession, which did not correspond to his salary as a civil servant. Bey’s only legal business was the already mentioned Interstadi enterprise, which had the reputation of a company created “for charitable contributions.” Which for several years was the civil service of Bey and the manager of the deputy Dobryansky.
Brovary, metal, Grinenko
Dobryansky himself publicly appeared as a business owner only once – in the context of Metiz Brovary LLC, where Dobryansky was a co-founder from 2017 to 2019. Subsequently, his share of the company was transferred to his father Viktor Dobryansky, and in 2021 – to his wife Tatyana Dobryanskaya – just when Dobryansky himself appeared in criminal proceedings about the illegal allocation of land to private owners.
In fact, Metiz Brovary LLC is a company that produces and imports various types of welding wire in Brovary. Through his mother-in-law, Elena Oleksyuk, Dobryansky also controls another company in the Metiz ecosystem – LLC Manufacturing Enterprise Metiz.
In the context of this business, Dobryansky has another well-known business partner – the former head of the Boryspil Regional State Administration Andrei Grinenko. He was one of the first founders of Metiz, in which Dobryansky himself later appeared.
Dobryansky and Grinenko have a long history of working together – during 2009-2013, Dobryansky appointed Grinenko wherever he worked – first in the Kiev-Svyatoshinskaya, then in the Makarovskaya, and later in the Boryspil district state administration. By information The media, relations between Grinenko and Dobryansky worsened when the latter was fired from the post of head of the Boryspil district state administration. Journalists point out that Grinenko, who later became the head of the Boryspil Regional State Administration, could make efforts to remove his boss.
Despite this, Grinenko and Dobryansky still control the Metiz companies through their wives. In addition, the same wives, Anna Grinenko and Tatyana Dobryanskaya, are co-owners of the construction company FKG Finkspert LLC. The company is managed by Grinenko’s former partner in the car dealership business, Alexander Surovitsky. The company is not known on the market and does not have its own website. Its main activity is organizing the construction of real estate. It is noteworthy that the company’s legal address also housed the already liquidated Kiev-Svyatoshinsky District Council, whose chairman was Dobryansky.

The deputy’s wife, Tatyana Dobryanskaya, is not a public figure. For example, in Dobryansky’s declaration for 2020, the deputy did not indicate a single income that she would have received. However, at the same time, she is a co-owner of companies associated with Dobryansky’s business partners, and it is on her that the majority of the deputy’s family’s real estate appears. For example, it is Tatyana Dobryanskaya who owns half of the corporate rights to the distributor of metal products, Metiz LLC, as well as to FKG Finexpert LLC, where the founder is also the wife of Dobryansky’s partner, Andrey Grinenko.

Nikolay Bezzubenko
It is also noteworthy that until 2016 Dobryanskaya was a co-founder of the Unilex Group company together with Nikolai Shchiruk. Shchiruk is a former policeman, and also advocate former head of the SBU economic protection department Nikolai Bezzubenko. Currently, Bezzubenko is an adviser to the head of the OP Andrey Ermak, and previously was known as a collector of kickbacks from medical equipment suppliers for the then head of economic counterintelligence Sergei Semochko.

Nikolay Shchiruk
The Unilex Group company was one of a cohort of companieswhere Bezzubenko’s lawyers worked. They served many representatives of the pharmaceutical market, including the firms of the Fistal family. Since 2016, the co-owner of this company is directly Bezzubenko’s wife, Yulia.
Family fortune
Tatyana Dobryanskaya owns a significant part of the Dobryansky family’s real estate. For example, Dobryanskaya is the owner of a country house with an area of almost 500 square meters on Petropavlovskaya Borshchagovka. Interestingly, he received this land plot and home ownership based on the decision of the Petropavlovsk-Borshchagovsky village council in 2009. Just at that time, Dobryansky was the chairman of the Kiev-Svyatoshinsky district state administration of the Kiev region, which also included the Petropavlovsk-Borshchagovsky council. In 2019, Dobryanskaya was given an apartment with an area of 63 square meters on Petropavlovskaya Borshchagovka for 560 thousand hryvnia.
Dobryansky’s parents also own real estate in the Kyiv region. In 2019, 71-year-old Viktor Dobryansky bought a plot of land on Petropavlovskaya Borshchagovka, and already in 2021 he commissioned a house on it with an area of 215 square meters. The houses registered to the father and wife of Yaroslav Dobryansky are located on neighboring plots.
2021 was a fruitful year for the Dobryansky family – Dobryansky’s 71-year-old father bought an apartment with an area of 41 square meters on Sofievskaya Borshchagovka, and almost simultaneously with him, his mother Valentina Dobryanskaya became the owner of an apartment with an area of 47 square meters. Another apartment on Sofievskaya Borshchagovka was bought by a then 19-year-old student daughter Anastasia Dobryanskaya. It is interesting that a year later, already 20-year-old Dobryanskaya became the owner of another apartment with an area of 50 square meters in the capital’s premium residential complex “New England” – where prices are only for small apartments start from 58 thousand dollars.
In addition, in declarations in 2020, Yaroslav Dobryansky himself was a co-owner of an apartment in Kyiv with an area of 92 square meters along with his daughter Anastasia Dobryanskaya. In the same year, the deputy designated ownership of a 2017 Tesla Model S, which was purchased for 1.03 million hryvnia. The deputy also indicated in the declaration his wife’s car, a 2012 BMW X6, purchased in 2012 for 655 thousand hryvnia. Dobryansky’s annual income in 2020 was 468 thousand hryvnia.
